All components must be removed and the site rehabilitated upon project completion. The contractor must comply with all federal, state, and local safety regulations (most stringent standard applies), NPS environmental requirements, OSHA standards, and specific National Park Service protocols including wildlife protection, waste management, equipment emissions controls, and pre-project submission of a Site Health and Safety Plan. Access to the site is limited to 8:00 AM to 5:00 PM Monday through Friday, and contractors must obtain temporary vehicle passes at the park entrance station.

STATEMENT OF WORK

SEKI Helitack Alternate Work Site

Background Office support trailers and cargo storage container needed to support helicopter operations while the main Helibase facility is under demo and reconstruction.

Fencing is needed to secure the landing area of the Auxiliary Helispot from livestock and large wildlife that may damage or come in contact aircraft and any unauthorized personnel trying to enter the area. This area is serving as an alternate work site for helicopter operations while the main Helibase is under reconstruction.

Objectives Delivery, set-up, rental, and haul-off for office space with bathrooms, temporary storage containers and generator to power necessary office space is needed to support SEKI helicopter operations while separate construction is being completed on the permanent facilities.

Installation and rental of approximately 1100 linear feet of fencing for the period of time the Auxiliary Helispot is to be used as a full time base of operations for the Exclusive Use Helicopter and module. Fencing should be effective at excluding people and animals from the enclosure area with minimal to no long term impact to the natural resource around the site.

Scope Provide two 12x 40’ office trailers with bathroom, one 10x 36’ office trailer, one 8 x 20’ storage container, and one generator sufficient for supporting the 12’32’ trailer. All items need to be in place for 6 months to a year with the ability to negotiate longer or shorter periods based on main Helibase completion and continual need. When use is no longer needed, all components are to be removed by the contractor. During Installation, no trees may be removed or branches trimmed without consultation and approval from NPS compliance personnel.

Fencing may need to be in place for 6 months to a year with the ability to negotiate longer or shorter periods based on main Helibase completion and continual need. Fencing must be temporary and when use is no longer needed, removed and the area rehabbed back to it’s original state. During Installation, no trees may be removed or branches trimmed without consultation and approval from NPS compliance personnel.

Tasks Trailers, storage container, generator

· Delivery and installation of trailers, generator, and storage container to locations identified in Attachment 1

· Installation of trailers should include ADA ramps, and door access stairs.

· Contractor provides leveling and final positioning of the trailers as well as any necessary tie-downs.

Fencing

· Install 6’ tall chain link fencing panels over the area provided in Attachment 1.

· Install 2 - 6’ tall by 12’ wide vehicle access gates (Gates 1&2) and 1 - 6’ tall foot gate (Gate 3)in the places shown on Attachment 1.

· Gates must be hinged to allow opening in the direction not impeded by slope of the road.

· Gates must be lockable. Locks do not need to be provided.

· Foot gate must be at least 3’ wide

· Fencing will be installed on the surface of the ground using weighted bags to stabilize the panels. Per compliance approvals, a maximum of 2 posts per gate may be set in the ground as well as up to 6 additional temporary posts to stabilize the perimeter. These posts will NOT be set with concrete. Approved dirt fill and tamping methods will be used to stabilize the posts.

· When use of the fencing has concluded, the supplier will remove all pieces and rehabilitate any holes left with approved dirt/soil fill.

Delivery and Installation

· Deliver 2 – 12x40’ office trailers with bathroom to Location 1. Floorplan should include at least one separate office, bathroom, and common room.

· Deliver 1 – 10x 36’ office trailer to Location 2. Floorplan should include one separate office and a common room.

· Deliver 1 –8 x 20’ storage container.

· Deliver, install 1 generator to support 10x36’ trailer at location 2.

· Delivery time: To be coordinated with the COR or project inspector. Should be no more than 30 days from award.

· Delivery location:

· Coordinates of location 1: 36°29.250', -118°50.479'

· Coordinates of location 2: 36°29.560', -118°50.803'

· Approximately 1/3 of a mile up from the Ash Mtn Corrals building along Shepherd Saddle Road, inside Sequoia National Park.

· Temporary fencing, gates, weighted stabilization bags and stabilizing posts.

· 6’ chain link panels

· 2 – 6’ x 12’ vehicle access gates

· 1 – 3’ x 6’ foot access gate.

· Delivery time: To be coordinated with the COR or project inspector. Should be no more than 30 days from award.

· Delivery location:

· Coordinates of location: 36°29.560', -118°50.803'

· Approximately 1/3 of a mile up from the Ash Mtn Corrals building along Shepherd Saddle Road, inside Sequoia National Park.

Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, GFI) No government property will be furnished to the contractor.

Safety and Health Compliance terms The contractor shall:

· Comply with all applicable local, state, and federal safety and environmental regulations and requirements, whichever is more stringent.

In case of conflicts between Federal, state, and local safety and health requirements, the most stringent shall apply. Equipment or tools not meeting OSHA requirements will not be allowed on the project sites. Failure to comply with the requirements of this section and related sections may result in suspension of work.

· Comply with regulations of the NPS or other authority having jurisdiction, governing the protection of land that includes or is adjacent to the project.

Pre- Project Work Documentation:

Prior to beginning work on-site, the Contractor shall prepare and submit a Site Health and Safety Plan (SHSP). The supporting documentation needs to identify safety concerns and/or potential hazards along with corresponding safety measures such as personal protective equipment and special procedures. The plan must be submitted and approved by the COR prior to issuance of a Notice to Proceed.

The Contractor and Government will report all accidents in accordance with OSHA and Worker’s compensations Act.

The contractor should have a cell phone on site with AT&T service or satellite capability to contact 911 in the case of an emergency.

If erosion or temporary sediment control products containing natural fiber are to be used, they are to be of certified weed-free origin. Documentation must be provided to the COR.

Contractor will constantly keep Site clean, neat, orderly, and in a safe condition during duration of project. As needed, provide trash dumpsters with animal-proof lids to contain debris. Collect and dispose of waste material outside park boundaries. Keep volatile wastes in covered containers.

Contractor will take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during site work. Do not idle equipment not in use for more than 5 minutes. Do not dispose of volatile wastes or oils in storm or sanitary drains. Do not allow waste materials to be washed into streams or bodies of water. Installation equipment must have adequate mufflers and pollution emission controls.

Do not operate or park equipment outside project limits or on topsoil areas, except as approved by SEKI POC. Do not operate or store vehicles and equipment leaking oil, gas, or antifreeze within park boundaries. Do not use other equipment that is leaking. Keep supply of acceptable absorbent materials at job site in event of spills. Acceptable absorbent materials are those manufactured specifically for containment and cleanup of hazardous materials.

No on-Site treatment of hazardous substances is allowed on park land.

Do not feed or disturb wildlife within park boundaries. Bear density is high in this area. Always comply with food-storage and garbage disposal requirements, including keeping all food products and scented products in bear-proof containers. Suspend on-site activities when dangerous animals (mountain lions, bears, etc.) come near the Site and create potential animal/human conflict. Notify SEKI POC and/or Park Ranger immediately for resolution of potential animal/human conflicts.

Security Job site is within the boundaries of the National Park Service and behind a locked gate. Access must be coordinated with the COR or Project inspector. Access to the job site will be from 0800 to 1700 M-F.

Travel Contractors will need to disclose their reason for entering SEKI and receive a temporary vehicle pass at the Entrance Station to the Park. Depending on public visitation, there may be lengthy waits at the Entrance Station.

Period of Performance Planned POP of April 1, 2026 – March 31, 2027. Target installation date is April 1, 2026. Length of period may be amended shorter or longer based on permanent facility construction completion.
