About this file
This is a Request for Information (RFI) Responses document providing clarifications and answers to contractor questions regarding the SEKI Alternate Helitack Sitework project for Sequoia National Park. The document addresses site-specific conditions and equipment specifications for two distinct locations requiring temporary installation.
Location 1 involves two 12x40 trailers with bathrooms and confirms utility connections (electrical, water, sewer) will be provided by the Park Service, though contractors must supply support connections and hoses. The road is navigable for trucks and 40-foot trailers, though tight turns may require road guard assistance. Location 2 requires one 8x32 trailer (revised from 10x36 for maneuvering safety) with office space, one 8x20 storage container, one 1,100-watt generator, and 1,100 feet of six-foot fencing with two vehicle gates and one man gate. For Location 2, the contractor is responsible for electrical connections. Key specifications clarified include: no privacy windscreen required for fencing, no data hubs needed (Starlink will be used with standard 120V outlets provided), no trailer skirting required, and a ramp required for storage container access. Service Contract Act Wage Determination 2015-5657 applies to this requirement. Contractors must submit a Site Health & Safety Plan prior to installation and provide on-site communication (cellphone/satellite) during installation, servicing, and demobilization only. Site maintenance and cleanliness requirements apply only during active work phases. The government requests estimated start/delivery dates that balance cost considerations with schedule feasibility, as quotes will be evaluated on multiple factors with best value as the award basis.
