About this file
This Statement of Work (SOW) details the Bureau of Land Management's (BLM) requirement for fabricating and delivering a 50-foot long fiber reinforced polymer (FRP) pedestrian/equestrian bridge to the Little Darby Environmental Education Area in Mendocino County, California. The project will replace a previous bridge destroyed by a fallen tree, and is designed to support public safety for the approximately 7,500 annual visitors. The bridge must be 6 feet wide, have a 54-inch railing, support a live load of 90 pounds per square foot, and be capable of withstanding equestrian loads, with all components fabricated from high-strength E-glass and polyester or vinyl ester resin.
The contractor must provide pre-engineered design drawings, fabricate the bridge components under a licensed professional engineer's supervision, and deliver the complete bridge kit within 20 weeks of award. Specific requirements include using stainless steel bolts for connections, treated Southern Yellow Pine or Douglas Fir decking, and meeting detailed engineering specifications for serviceability, fatigue stress, minimum material thicknesses, and seismic loads. The BLM will provide the abutments, and the contractor must ensure all bridge members can be assembled using simple hand tools, with no individual component weighing more than 250 pounds or exceeding 25 feet in length.

1 Background on the Government’s Requirement This project will replace the Little Darby-Little Creek Fiberglass Trail Bridge constructed in 2012. The bridge was destroyed by a fallen 24-inch diameter tree that split the bridge at the center. The bridge is near the trail head located approximately 5 miles east of Willits, in Mendocino County, California (39.437032, -123.257711), see EXHIBIT A:
Delivery Site Map. This is a popular trail and picnic area that is used by over 7,500 visitors annually including many children. It is imperative that the trail bridge is designed to ensure the health and human safety of the public as they access the Little Darby Environmental Education Area.
The Bureau of Land Management (BLM) has a requirement for the fabrication, pre-engineered designs and delivery of one fiber reinforced polymer (FRP) bridge that is 50 feet long, 6 feet wide, and has 54” railing for assembly/installation by BLM staff. Bridge load shall be 90 pounds per square foot. The bridge must be able to support equestrian loads meaning the deck shall be designed for a patch load of 1.00 Kip over a square area measuring 4.0 in. on each side. See American Association of Highway and Transportation Officials (AASHTO)- Load and Resistance Factor Design (LRFD), C3.3. The equestrian load is intended to ensure adequate punching shear capacity of pedestrian bridge decks where horses are accepted.
2 General Scope of Work The services required are the fabrication and pre-engineered designs of one FRP bridge at the place of performance, and the subsequent delivery to the project location where BLM staff will assemble and install the bridge.
The contractor shall fabrication and pre-engineered designs the bridge members such that the final assembly meets all bridge requirements established by BLM in EXHIBIT B:
New Bridge Specifications.
2.1 Place of Performance:
fabrication and pre-engineered designs of the bridge components/members shall take place under the supervision of a licensed engineer who will sign off on the work. All bridge components, members, decking, hardware, and instructions will be shipped on a single truck to the bridge replacement project site where BLM staff will assemble and install the bridge, see EXHIBIT A: Delivery Site Map.
2.2 Delivery Location:
The Delivery Location for this project contract is the parking area of the Little Darby Education Area, located on Canyon Road, approximately 5 miles East of Willits, California (39.437032, -123.257711). See EXHIBIT A: Delivery Site Map. Delivery Route instructions are provided in Task 3: Delivery.
SOW Page 2

3 Overall Objective(s) The BLM, Arcata Field Office (ARFO) is seeking one FRP bridge to be delivered as a customer installation kit to the project site approximately 5 miles east of Willits, CA. The objective of this work will include the creation of pre-engineered design drawings for, fabrication, and delivery of one structurally designed FRP pedestrian bridge. Final package should include deck materials and anchor bolts, with easy-to-follow instructions assemble at the project site using simple hand tools. Bridge abutment design, unloading and labor to install and construct bridge will be the sole responsibility of the BLM.

10.3 Design Details
10.3.1 Serviceability Criteria
Service loads are used for the design of all structural members when addressing deflection and vibration issues. From the LRFD Ped Design Guide:
“Except as specified herein, the fundamental frequency in a vertical mode of the pedestrian bridge without live load shall be greater than 3.0 hertz (Hz) to avoid the first harmonic. In the lateral direction, the fundamental frequency of the pedestrian bridge shall be greater than 1.3 Hz.”
Criteria to be used by the contractor in the fabrication and pre-engineered designs of the FRP equestrian/pedestrian bridge are as follows:
Deflection:
Live Load (LL) deflection = L/360
Vibration:
Vertical Frequency (fn) = 5.0 Hz
The fundamental frequency of the equestrian/pedestrian bridge (in the vertical direction) without live load should be greater than 5.0 hertz (Hz) to avoid any issues with the first and second harmonics.
Horizontal Frequency (fn) = 3.0 Hz
The fundamental frequency of the equestrian/pedestrian bridge (in the vertical direction) without live load should be greater than 3.0 hertz (Hz) to avoid any issues with the first and second harmonics.
10.3.2 Allowable Fatigue Stress
Standard fatigue provisions do not apply to FRP composite pedestrian bridge live load stresses as heavy pedestrian loads are infrequent and FRP composite pedestrian bridge fabrication is generally governed by deflection criteria. Wind load concerns are also governed by deflection criteria.
SOW Page 15
10.3.3 Minimum Thickness of FRP
Minimum thickness of closed structural tubular members shall be 0.25 inch. Minimum thickness of open structural FRP members shall be 0.375 inch. Plate connections also require a minimum thickness of 0.375 inch.
10.3.4 Connections
Under this specification, bolted connections shall be used for all main and secondary members. Use stainless‐steel bolts. Adhesive bonding can be used in conjunction with bolted connections for all main members and secondary members. Non‐structural members (i.e. railing rails) can be either bolted/screwed or adhesively bonded.
10.3.5 Seismic Loads
Seismic loads shall be determined according to the criteria specified in the standard building codes (IBC 2006, ASCE 7-05).
10.3.6 Engineering
Structural design of the bridge structure(s) shall be performed by or under the direct supervision of a Licensed Professional Engineer and done in accordance with recognized engineering practices and principles.
Engineered drawings delivered by the contractor shall be stamped by the supervising PE (under Task Error! Reference source not found.:Shop Drawings and Calculations).
SOW Page 16
10.4 Materials
A. FRP Composites
FRP bridges shall be fabricated from high‐strength E‐glass and isophthalic polyester resin or high durability vinyl ester resin in the pultruded FRP.
Weathering and ultraviolet light protection shall be provided by addition of a veil to the laminate construction.
The minimum thickness of FRP Composite shapes shall be as follows unless otherwise specified:
Bridge Component Minimum Thickness Closed structural tubular members 0.25 inch Open structural FRP members 0.375 inch Plate connections 0.375 inch
B. Decking
Acceptable materials of wood decking are treated No. 2 Southern Yellow Pine or Douglas Fir 3‐inch x 12 inch planks. Pressure treated is not viable. Selection of decking must meet structural requirements defined in Error! Reference source not found..
C. Hardware
Bolted connections shall be A307 hot‐dipped galvanized steel or better. Contractor shall give BLM a selection of hardware types appropriate to optimum weathering characteristics for the environmental conditions in Willits, CA. Mounting devices shall be galvanized or stainless steel. Galvanized and stainless hardware shall not be in contact to avoid galvanic deterioration.
