About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity to purchase a fiber reinforced polymer (FRP) bridge. The document addresses six key technical questions from a potential vendor regarding bridge specifications, including acceptable alternative materials (such as aluminum truss), deck construction requirements, timber decking treatments, mounting device materials, and abutment construction. The Bureau of Land Management (BLM) provides detailed clarifications on each query, referencing specific sections of the Revised Statement of Work (SOW), with responses indicating flexibility on certain design and material choices while maintaining core project requirements for the bridge to be used at Little Darby.

Text version

1. Would an aluminum truss bridge be considered an acceptable alternative to the FRP construction outlined in the solicitation?

FRP construction is our preference for this project due to it’s being lighter and having corrosion resistance in this project setting.

2. Additionally, could you clarify if a spliced design for easier material handling would be permissible?

A spliced design for easier material handling is permissible and encouraged to meet the Bridge and Design Requirements set out in Revised SOW section 10.1, see bottom of page 13.

3. Is the 2.5" deep sawn lumber deck to be the wear surface, or is an additional layer of 2.5" deep sawn lumber required on top of the deck?

Additional decking surface is what is required as an additional decking layer for protection against heavy equestrian use. See Revised SOW section 10.2, top of page 12.

4. Since pressure treated is not viable, what kind of treatment is acceptable for the timber decking?

Apologies for the confusion. Pressure treatment is acceptable as well as other treatments such as Copper Naphthenate. See Revised SOW section 10.4.B on page 16.

5. We will include options for both galvanized and stainless in our proposal included as an "Additional Provision and Representation” but should galvanized steel or stainless steel be included in the base price offered on Standard Form 18?

Galvanized or stainless steel mounting devices are acceptable with no preference from the standpoint of BLM. See Revised SOW 10.4.C on page 16.

6. Abutments: The Statement of Work requires that bridge anchor bolts be designed and furnished by the bridge supplier. From what material will the government supplied abutments be constructed?

BLM will supply and install concrete abutments prior to the delivery of the bridge.

The SOW has been revised to specifically call out concrete abutments.
