About this file

This Statement of Work outlines requirements for installing a wireless radio system at Dinosaur National Monument in Jensen, Utah, to enable communication between the Green River District Pumphouse and Water Storage tanks. The project requires installation of a Motorola R56 Standard-compliant wireless receiver, transmitter, and solar power system.

The contractor must install: 1) a wireless transmitter at the tank to relay switch status, 2) a solar array with batteries to power the transmitter, 3) a wireless receiver at the office building (4-4) connected to a second transmitter to rebroadcast signals to the pump building, and 4) required RF CAUTION and NO TRESPASSING signage. The work must comply with National Park Service's Motorola R56 Standards and Guidelines for Communication Sites. A frequency analysis showed no interference issues with NPS systems, though operations must cease if interference occurs. The period of performance is March 1-31, 2025 at the Dinosaur National Monument location.

Project: Dino GRD Radio System

Statement of Work:

Contractor will install wireless receiver, transmitter (Motorola R56 Standard) and Solar Power system to allow communication between the Green River District Pumphouse and the Water Storage tanks located North of the Pumphouse, wireless receiver and transmitter will allow communication between tank level switch and the pump motor controller system in pump building (Pumphouse).

(1) This wireless setup will have a transmitter at the tank to tie the switch into and wirelessly transmit the status of the switch.

(2) There will also need to be a solar array with batteries installed to power the wireless transmitter.

(3) Because of the terrain a wireless receiver will be installed at the office building (4-4) and this receiver will be tied into a second transmitter to rebroadcast the signal to a wireless receiver at the pump building which will interface with the motor control to turn it on and off.

(4) Contractor will Install a yellow RF CAUTION sign and NO TRESPASSING signs at the entrance to the radio transmitter site. Exact location to be determined by Park Personnel at time of installation.

Radio System and Installation must meet all Requirements of:

The Radio & Spectrum Management Branch (RSMB) has reviewed the plans for the proposed antenna installation by GRD Energy at the Quarry Visitor Center site. The RSMB makes the following recommendations:

1. The National Park Service (NPS) has adopted the Motorola R56 Standards and Guidelines for Communication Sites as a standard for all radio site construction. Therefore, it is highly recommended that the requestor complies with the adopted guidelines established.

2. A frequency analysis has been performed for possible radio interference to and from NPS frequency dependent systems. No Intermodulation (IM) products were calculated that would affect NPS operations.

If interference should occur, GRD Energy operations must be terminated, and all parties are involved will be required to work collectively to reach an acceptable resolution.

3. It is strongly recommended that a yellow RF CAUTION sign and NO TRESPASSING signs be posted at the entrance to the radio transmitter site and that the access points be locked when un-occupied. Based on a review of all provided information and the adoption of the recommendations stated, this office has no objections to the granting of the ROW permit to GRD Energy providing all necessary actions are taken to prevent harmful interference to existing systems.
