About this file

This Scope of Work (SOW) details a contract for cleaning and inspecting two potable water storage tanks at Great Sand Dunes National Park & Preserve in Mosca, Colorado. The project involves a comprehensive inspection and maintenance of two water tanks: a 50,000-gallon welded steel tank and a 74,000-gallon glass-fused-to-steel tank located at the visitor center area.

Key requirements include performing an interior in-service inspection using ROV (Remotely Operated Vehicle) or divers, conducting exterior inspections, testing tank shell thickness and paint adhesion, cleaning up to 3 inches of accumulated sediment, and submitting a detailed written report with photographs and recommendations. Contractors must have at least five years of experience with glass-fused-to-steel bolted liquid storage tanks, comply with OSHA, EPA, AWWA, and NFPA standards, and follow strict disinfection protocols. The project also requires comprehensive safety planning, equipment disinfection, and bacteriological examination of the tanks after cleaning, with potential for two site mobilizations due to testing and refilling requirements.

The tanks will be drained one at a time, manways opened, all sediment and debris removed, pressure washed on the interior, then closed, refilled, and brought back into service. Tank sediment shall be collected and removed from the interior. Debris and material can be removed through the manway entrances, slurry water from power washing can be discharged through the tank drain outlet. Any slurry or debris in which may cause clogging of tank drain shall be removed prior to using tank drainage system.

Due to the Time needed between disinfection testing, and refilling of storage tanks, this project may require two mobilizations to the job site.
