STATEMENT OF WORK

ADMINISTRATION BUILDING (A3) FLUME ELECTRICAL UPGRADE

I. GENERAL INFORMATION

a. INTRODUCTION. The Department of the Interior (DOI), U.S. Geological Survey (USGS), Columbia Environmental Research Center (CERC) 4200 New Haven Road, Columbia, MO 65202 has a requirement for a flume electrical upgrade to include but not limited to removing and replacing the existing building main three phase 800-amp disconnect with a new 600-volt 1200-amp distribution panel.

b. BACKGROUND. The Columbia Environmental Research Center (CERC) conducts research needed to address national and international environmental contaminant issues and effects of habitat alterations on aquatic and terrestrial ecosystems. The A3 Administration Building at the CERC is a 34,019 square foot research laboratory building that houses several research laboratories, office space, research flume and a 6,000 square foot research wet laboratory. A3 currently has one (1) 800-amp 3-phase 120/240-volt Delta main disconnect that has three secondary taps located in the panel. There are three secondary disconnects mounted alongside the 800-amp main disconnect. Due to additional electrical demand described in this SOW, an electrical upgrade is required.

c. DEFINITION/APPLICABLE DOCUMENTS.

i. Attachment 2 SOW Pictures

d. SCOPE. The contractor shall provide all materials, labor, equipment, permits, licenses, travel and supervision necessary to remove and replace the existing building main three phase 800-amp disconnect and furnish and install a 600-volt 1200-amp distribution panel rated for use as service equipment with circuit breakers to accommodate the existing main disconnect load. Also, to add an additional circuit for 200-amps of additional load and to furnish and install a step-up 240 to 460-volt three phase transformer to be fed from the additional 200-amp circuit. All work shall be in accordance with the National Electrical Code (NEC) and completed by a licensed, electrical contractor.

II. WORK REQUIREMENTS

a. TECHNICAL REQUIREMENTS

i. Existing Site Conditions.

1. There is currently one 800-amp 3 phase 120/240-volt Delta main disconnect that has three secondary taps located in the panel. There are three secondary disconnects mounted alongside the 800-amp main disconnect.

2. Reference Attachment 2 SOW Pictures for the following information.

a. Picture 1 – Location of New Panelboard

b. Picture 2 – Current Service Entrance and Secondary Disconnects

c. Picture 3 – Location of Step Up Transformer

ii. Additional electrical demand.

1. This electrical upgrade is necessary due to additional electrical demand for the following new equipment that will be supported.

Note: The jet pumps will never run at the same time of the paddle servomotors.

iii. CONSTRUCTION.

1. The Contractor shall remove and replace the existing building main three phase 800-amp disconnect and furnish and install a 600-volt 1200-amp distribution panel rated for use as service equipment with circuit breakers to accommodate the existing main disconnect load.

2. Add an additional circuit for 200-amps of additional load including a 400-amp breaker panel that will be supported for a future 400-amp load.

3. Furnish and install a step-up 240 to 460-volt three phase transformer to be fed from the additional 200-amp circuit.

4. New main distribution panel to be supplied with 800-amp main circuit breaker along with circuit breakers to accommodate existing feeders, plus the 200-amp circuit for the step-up transformer.

5. Remove existing disconnects after installing circuit breakers.

6. All circuits shall be installed to existing Local and National Electrical Code Standard.

7. 1200-amp panelboard will support the current Delta three phase 240-volt system and support a future planned upgrade to WYE three-phase 480-volt.

8. Provide and install an additional 600-amp Panelboard fed from the step-up transformer to supply future upgraded WYE three phase 480-volt loads.

9. Surge protection and phase monitoring shall be installed at building service entrance.

10. Contractor shall coordinate deenergizing and re-energizing of Utility Power concurrently with the USGS Technical Liaison and Utility five business days in advance of the work that requires coordination with Utility power.

11. Special attention shall be paid to all materials installed shall be suitable for the main power upgrade to WYE 3 phase 480-volt within the next five years and used on our current Delta three phase 240-volt system. Must be compatible with the two types of 3 phase power listed here.

iv. POST CONSTRUCTION TESTING AND COMMISSIONING.

1. The Contractor shall update the owner’s ARC Flash study to reflect the changes made per the work completed.

2. The Contractor shall perform a Coordination Study.

3. The Contractor shall provide operational and maintenance training to the CERC maintenance staff.

4. The contractor shall be responsible for a 12-month warranty on the panelboards and transformer beginning on the start-up date.

v. DRAWINGS.

1. Contractor shall produce all shop and construction drawings needed for the job performance.

2. Contractor is to submit all shop drawings and material submittals for this contract within seven (7) calendar days of issue of the Notice to Proceed. The Contractor will not proceed with work that is detailed on shop drawings until the drawings are approved by the USGS Technical Liaison.

3. The Contractor shall keep copies of the drawings and specifications on the job and shall at all times make these available to the USGS Technical Liaison upon request. Any item provided for in the specifications or drawings shall be considered as being shown or provided for in both. In any case of discrepancy in the figures or drawings, the matter shall be immediately brought to the attention of the USGS Technical Liaison, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at its own risk and expense. The USGS Technical Liaison may furnish from time to time such additional drawings or other information as the USGS Technical Liaison may consider necessary.

4. The USGS Technical Liaison may, at any time, by written order, make changes in the drawings and/or specifications of this contract and within the general scope thereof. If such changes cause any increase in the amount due under this contract, or in the time required for its performance, the Contracting Officer shall approve such changes and issue a modification to reflect such changes in writing. Changes in the scope of performance, or changes which result in increases in cost, must be approved by the Contracting Officer by modification.

5. Any measurement(s) provided by the owner are approximate. Exact measurement(s) are determined by the independent measurements made by the Contractor. There has been a certified electrical peak demand load test completed for the additional power requirements.

b. GENERAL REQUIREMENTS

i. Schedule. Within seven (7) calendar days after the notice to proceed is issued, the Contractor shall submit in writing to the USGS Technical Liaison a schedule of construction for the project. The schedule shall indicate the dates of the periods of time that the Contractor intends to be on site. The schedule shall indicate the dates that major components of the work will be accomplished. When preparing the schedule, the Contractor shall consider lead times for utility outages, permit requirements and material/ equipment procurement, and shall consider the permitted hours of work indicated in Time of Work Performance clause. The Contractor shall notify the USGS Technical Liaison immediately if any anticipated on-site date is expected to change from the original schedule. The Contractor shall be responsible for determining the labor staffing levels needed to complete the project by the established delivery date. Reference Utility/Service Interruptions in Section III. e. for power disruption occurrences.

c. WARRANTY. The Contractor shall warranty all workmanship to meet the specifications set forth in this Statement of Work. Additionally, the Contractor shall warranty all Contractor workmanship for a (minimum) period of 12 months from the date of Government acceptance.

III. SUPPORTING INFORMATION.

a. GOVERNMENT FURNISHED PROPERTY (GFP): None.

b. SECURITY. Building access shall be coordinated with the Facility Manager or USGS Technical Liaison.

c. PLACE OF PERFORMANCE. USGS, Columbia Environmental Research Center (CERC), 4200 New Haven Road, Columbia, MO 65201

d. PERIOD OF PERFORMANCE. 30 days from Notice-to-Proceed (NTP)

e. SPECIAL CONSIDERATIONS

i. The CERC normal facility business hours are 7:00 AM to 4:30 PM, Monday thru Friday.

ii. Utility/Service Interruptions: The Facility Manager and USGS Technical Liaison shall be notified not less than 5 business days in advance of any interruptions of building utility/services. The contractor shall describe in writing the work to be done and the time and duration of the interruption. No work shall be done until approval is received from the USGS Technical Liaison.

1. Power disruptions shall be no more than 24 hours in a single instance with two power disruptions anticipated for this work: One disruption for the panelboard installation and one for the installation of the 240-480-volt transformer. The power disruptions will occur no less than five business days apart.

2. The Contractor shall coordinate deenergizing and re-energizing of Utility Power concurrently with the USGS Technical Liaison and Utility five business days in advance of the work that requires coordination with Utility power. Cost incurred by the deenergizing and re-energizing of Utility Power will be included in the Contractor’s quote.

iii. The contractor shall be responsible for complying with all National, Federal, State and local laws, codes and regulations in connection with the execution of the contract.

iv. Contractor is responsible for visiting the worksite to verify measurements and to ascertain the nature and location of the work to be performed and the general and local conditions which can affect the work or the cost thereof. Failure to do so will not relieve the contractor of his responsibility for estimating properly the difficulty or cost of successfully performing the work.

v. Waste. The Contractor shall be responsible for the collection of waste materials, debris, and rubbish. The Contractor shall clean the project site on a daily basis to prevent the accumulation of waste materials and rubbish resulting from construction activities. The Contractor shall transport all solid waste off of the project site and dispose of it in compliance with Federal, State and local requirements for solid waste disposal. Upon completion of the construction work, the project site shall be returned to its pre-work condition.

vi. Occupancy: During construction the Government will occupy the existing facility. The contractor shall not restrict nearby pedestrian or vehicular traffic to this facility and shall coordinate construction with the Contracting Officer to minimize conflicts and to facilitate usage. The contractor shall perform the work so as not to interfere with ongoing operations.

vii. Any changes affecting the scope of work shall be originated from and approved by the Contracting Officer.

viii. All materials and workmanship shall be subject to the inspection and approval of the USGS Technical Liaison. All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no additional Cost.

ix. Final inspection and acceptance shall be performed with the contractor, on site by the USGS Technical Liaison upon completion of job performance.

x. MATERIALS. The contractor shall furnish all supplies, materials, and equipment necessary for performance of the work included in this contract unless otherwise specified. Materials and supplies to be used shall be commercially available products of reputable manufacturers or suppliers and shall be of a quality to conform to applicable Federal Specifications.

xi. SPECIFICATIONS. In any case of discrepancy in the specifications, the matter shall be immediately submitted to the Contracting Officer, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at his own risk and expense. Any changes affecting the scope of the work shall originate from and be approved by the Contracting Officer.

xii. SCHEDULING CONTRACT WORK. The contractor shall make necessary arrangement with the Facility Manager and USGS Technical Liaison to perform the work and shall arrange and schedule his work so that the minimum amount of interference with government activities will result.

xiii. USE OF BUILDING FACILITIES. The contractor may use utility services and toilet facilities of the building subject to approval of the Facility Manager.

xiv. CONDITIONS AFFECTING THE WORK. It will be the responsibility of the contractor to inspect the site, determine quality of work involved. Compare the specifications with the work to be done, and inform themselves as to all conditions, including other work, if any, being performed. Failure to do so will in no way relieve the successful contractor from the necessity of furnishing any materials or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government.

xv. EMPLOYEES. The contractor shall be responsible at all times for the supervision and control of the employees that may be assigned to render services under the contract. Fully qualified work personnel shall be available for work on the date this purchase order begins and shall be maintained throughout the period of performance.

xvi. LICENSES-PERMITS. The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses or permits, and for complying with any Federal, State, and Municipal laws, codes and regulations in connection with the execution of the work.

xvii. ACCIDENT PREVENTION AND FIRE HAZARDS. The contractor shall take all necessary precautions to prevent fires or injury to the public, building occupant(s), or damage to property of others during the performance of this contract. For the purpose of this contract, the public or building occupant shall include all persons not employed by the contractor or a subcontractor working under his/her direction. If welding is required, permission shall be obtained from the COTR.

xviii. INDEMNITY. The contractor shall confine all work on Government premises to areas authorized or approved by the Contracting Officer or COTR. The contractor shall save and keep harmless and indemnify the Government against any and all liability claims, and costs of whatsoever kind and nature of injury to or death of any person or persons and for loss or damage to any property (Government or otherwise) occurring in connection with or in any way incident to or arising out of the occupancy, use, service, operations, or performance of work in connection with this contract, resulting in whole or part from the negligent acts or omissions of the contractor.

xix. GREEN ACQUISITIONS. The USGS is committed to promoting the natural environment and protecting the health and well-being of people. In the performance of work under this contract, the Contractor shall exert its best efforts to provide services in a manner that will promote the natural environment and protect health and well-being. Green purchasing or environmentally preferable contracting includes the initiatives described below:
