1. Background The U.S. Park Police District 1 Substation supports officer deployment, emergency response, detainee holding, critical communications, and law-enforcement operations within National Mall and Memorial Parks.
2. Purpose The Contractor shall reinforce the lower glass area of four holding-cell doors. The Contractor shall install stainless-steel plates over the designated lower door-window area to reduce the risk of future glass damage while preserving safe door movement and locking function.
3. Period of Performance and Work Hours The Contractor shall commence work within 10 calendar days after written notice to proceed and shall complete all work within 30 calendar days after written notice to proceed.
Onsite work shall occur on a schedule proposed by the Contractor and accepted in writing by the Contracting Officer's Representative (COR). The Contractor shall coordinate the work schedule sufficiently in advance to permit secure access and continued police operations.
4. Site Access, Field Verification, Security, and Operational Coordination No prequotation site visit is scheduled.
After award and before fabrication or installation, the Contractor shall inspect all four holding-cell doors and verify the Government-designated plate locations, door dimensions, alignment, existing materials, available electrical service, and compatibility with the required attachment method.
If the Contractor discovers an actual concealed condition that materially differs from the conditions indicated in the contract or makes the specified installation infeasible, the Contractor shall stop the affected work and notify the Contracting Officer and COR in writing. FAR 52.243-5 governs changes and changed conditions. Only written Contracting Officer direction authorizes changed work, price, or time.
The Contractor shall submit all postaward scheduling and access requests in writing to the COR at the email address identified at award. The Contractor shall follow facility-entry and security instructions. The Government will control access to the affected holding cells.
The Contractor shall not begin work in an area until the Government has provided access and the COR has confirmed the accepted schedule in writing. Only the Contracting Officer may change the contract requirements, price, or period of performance.
The Contractor shall notify the Contracting Officer and COR in writing of any concealed condition, dimensional discrepancy, unsafe condition, or material incompatibility before proceeding with affected work. The Contractor shall not fabricate a plate until it has verified the applicable field dimensions.
5. Contractor-Furnished Resources and Government Utilities The Contractor shall furnish all labor, supervision, supplies, materials, equipment, tools, transportation, and travel necessary to complete the work. The Government will furnish no property under this contract.
The Government will make the building's existing electrical outlets available for contractor use without charge. The Contractor shall verify compatibility with its equipment and furnish all adapters, extension equipment, distribution equipment, temporary connections, and additional or temporary power needed when the existing outlets do not suit its equipment.
6. Technical Requirements
6.1 Pre-Work Verification
The Government will identify the four doors and the required lower-window coverage before work begins.
The Contractor shall verify existing door construction, coatings, glass, hinges, closers, locks, frames, clearances, wiring, and other conditions reasonably ascertainable during the postaward inspection.
The firm-fixed price includes adjustments and corrective work required because of the Contractor's means, methods, welding, or plate installation. If postaward verification identifies an existing condition that materially differs from the conditions indicated in the contract or makes the specified installation infeasible, the Contractor shall stop the affected work and notify the Contracting Officer and COR in writing. The Contractor shall not proceed until the Contracting Officer issues written direction. Work outside the stated scope is not authorized without a written change.
6.2 Surface Preparation
The Contractor shall remove the painted surface around the designated lower glass-frame area on both sides of each door. Paint removal shall fully expose sound underlying metal for welding. The Contractor may use sanding, grinding, or another mechanical method permitted by the contract.
The Contractor shall remove dust, debris, oils, rust, and other contaminants from all prepared surfaces. The Contractor shall contain and collect paint dust and swarf so no residue remains on floors, walls, doors, windows, fixtures, equipment, or adjacent surfaces.
The Contractor shall inspect the existing coatings, use controls appropriate to the observed conditions and applicable law, and prevent uncontrolled release of paint dust, metal particles, fumes, and waste. If the Contractor encounters a suspected hazardous material or an unsafe concealed condition, it shall stop the affected work and notify the Contracting Officer and COR in writing before disturbing the condition.
6.3 Stainless-Steel Plates
The Contractor shall furnish and install one stainless-steel plate measuring 21 inches wide by 30 inches high by 1/4 inch thick on each side of four doors. The completed work shall contain eight installed plates.
The plates shall be new stainless steel suitable for secure interior institutional use. The Contractor shall identify the proposed grade, finish, and basis for compatibility with the existing doors in its quotation. The Contractor shall select compatible filler metal and consumables and provide product data with its postaward submittal.
Construction materials brought to the site for incorporation into the work shall comply with FAR 52.225-9 and any exception expressly listed in the purchase order. The Government lists no excepted foreign construction material. Products incorporated into the work shall also comply with the sustainable-products requirements of the contract.
6.4 Welding
The Contractor shall attach each plate by Metal Inert Gas welding. Each plate shall receive a continuous, full-perimeter weld. Welds shall be uniform, fully bonded, and free of visible gaps, voids, cracks, undercut, incomplete fusion, and other defects prohibited by the contract acceptance standard.
Personnel qualified for the process and materials used shall perform the welding in accordance with the Contractor's written welding procedure and applicable law. The Contractor is responsible for selecting compatible filler metal, shielding gas, heat controls, equipment, and means and methods that produce the required completed work.
The Contractor shall control welding heat and protect glass panes, locking hardware, hinges, closers, seals, frames, coatings, wiring, and other adjacent components from damage. The Contractor may perform the work in place or remove and reinstall a door, subject to Government review and acceptance of the work plan. The Contractor is responsible for all temporary support, handling, protection, removal, and reinstallation needed for its selected method.
6.5 Edge Treatment and Finish
After installation, the Contractor shall buff, sand, or grind every exposed plate edge and weld seam. The completed surfaces shall contain no burrs, sharp corners, projections, gaps, or other hazards. Weld seams shall be smooth and continuous.
The Contractor shall clean the stainless steel and restore surfaces disturbed by the work to a corrosion-resistant, safe, and finished condition. Restored coatings shall be compatible with the existing substrate and reasonably match the adjacent finish.
6.6 Door Function
After installation, the Contractor shall demonstrate that each door moves through its full operating range, closes and latches without binding, and locks and unlocks securely using the existing operating controls. The Contractor shall correct, at no increase in contract price, alignment or hardware conditions caused by the welding or plate installation.
6.7 Tamper Resistance
The completed plates and continuous perimeter welds shall form a secure, tamper-resistant barrier over the designated lower window area. The completed work shall contain no loose edge, exposed gap, incomplete weld, or accessible projection that permits ordinary hand prying or creates a detainee safety hazard. Acceptance will be based on visual inspection and the functional demonstration in section 6.6. Destructive testing is not required.
