DIVISION ONE – GENERAL REQUIREMENTS

SECTION 01010 SUMMARY OF WORK

PART 1: GENERAL

1.1 WORK INCLUDES:

This project will provide for the replacement of roof surface of the Bushkill Firehouse.

Replacement will include 4500 SF of architectural asphalt shingles, Rain gutters (with leaf guards) and down spouts, industry standard underlayment to include ice & water shield. Additionally, given the poor condition of the existing roof this project will also include the selective replacement of up to 50 percent of the plywood sheathing, fascia, soffit, and rake trim.

1.2 LOCATION: The work of this Contract shall be performed on the three structures, located at Delaware Water Gap National Recreation area. Address is 1978 River Road, Bushkill, PA 18324.

1.3 RELATED WORK: N/A

1.4 JOB REQUIREMENTS:

• Examination of Site: Before submitting bids for the work, each bidder is strongly encouraged to examine the site and satisfy him/herself as to the existing conditions under which he/she will be pledged to operate or that in any manner might affect the work under this Contract.

• Verify by field measurements the information indicated in the Contract Information and make any further measurements necessary for the execution of the work.

• All information and locations listed are subject to field verification and adjustment by the Contractor.

• Arrange site visit through contracting officer.

1.5 JOBSITE OPERATIONS:

• Limitations at the Site: The Contractor will be limited to certain areas at the site as designated by the Contracting Officer for work operations including storage of equipment and/or materials.

• Storage area will be in the POV parking area or as otherwise negotiated. The Park will be open to the public during construction. Maintain access for National Park Service administration and other official business throughout the construction phase.

• Throughout the contract period there will be Special Events that might impact work.

These special events might require early or complete shutdown to not disrupt the park operation. These events will be identified at the pre-con conference. The Park will remain open throughout the construction.

• Contractor is to provide security for contractor property, government will not assume liability of contractor property.

• Contractor is to field verify all new and existing dimensions affecting the work of the contract before ordering products.

• Contractor and contractor’s staff shall present a neat and orderly appearance, i.e. shirts, shoes and pants, no offending statement on clothing.

• Contractor is to provide to park management a list of contractor’s staff names.

• Contractor vehicle must bear the name of Contractor Company.

• There will be no smoking in the jobsite, a designated smoking area will be identified.

PART 2: PRODUCTS Not used.

PART 3: EXECUTION

3.1 PRECONSTRUCTION CONFERENCE: Prior to the start of construction, the CO will arrange an onsite meeting with the Contractor. The meeting agenda will include the following:

Correspondence procedures Designation of responsible personnel Labor Standards provisions Payroll reports Changes Payments to Contractor Subcontractors National Park Service regulations Accident prevention program (including name of responsible supervisor) Safety program Tentative construction schedule Submittals Claim procedures Limited electrical circuitry

3.2 PROTECTION OF THE PUBLIC AND STAFF: In accordance with Section 01530, Barriers.

• Delaware Water Gap National Recreation Area will require strict adherence to Occupational Safety and Health Administration (OSHA) standards 29 CFR.

Contractor, contractor employee and/or subcontractor will follow all of OSHA 29 CFR part 1926 subpart C 1926.20, .21, .25, .27 and .28 as well as subpart D 1926.62 and G 1926.200 and 202.

• Other standards adherence as required will be subpart H 1926.252 and subpart I 300, 301, 302 and 304 as well as subparts L, M, N, T, and X.

• Contractor is to provide to Park management a written safety plan in compliance with OSHA guidelines covering fall protection, ladder, scaffolding, fire, asbestos safety, and respirator usage.

• Contractor must report all accidents which occur during the execution of this contract.

• Contractor is to provide a first aid kit for use of contractor’s staff.

• Contractor is to comply with Park safety officer request for work stoppage if safety deficiency is detected. Work stoppage on safety deficiency will result in no additional cost to the government. Work may resume upon correction and inspection of corrected safety deficiency.

• Should any damage result from contractor’s operation, Contractor will repair the damage. Contractor will perform these repairs with in-kind material and under the guidance of the CO at no additional cost to the government.

3.3 CLEAN-UP AND PROTECTION:

• All debris shall be removed from the site daily. Disposal of debris on Government property will not be permitted. Contractor is required to furnish all permits required for the hauling and disposal of all debris and to comply with all local and state regulations.

• Upon completion of the work, clean all surfaces using proper methods as indicated by the manufacturer of the material, taking care not to damage other finished surfaces.

• Protect existing structures, structural components, and the work of other trades against damage during execution of the work. Correct any such damage by cleaning, repairing and/or replacing as directed by the CO.

• Final Cleaning: Remove all tools, equipment, surplus materials, and rubbish. Repair marred surfaces and remove grease, dirt, stains, foreign materials, fingerprints, and labels from exterior finished surfaces. At time of final inspection, project shall be thoroughly clean and ready for occupancy. Cleanup will include using a magnet sweep to remove all nails that have been dropped around the job sites. Cleanup construction debris on the interior of the structures.

3.4 POST-CONSTRUCTION INSPECTION:

Prior to the expiration of one (1) year from the date of Final Acceptance, the CO will inspect the project to determine whether corrective work is required. The Contractor will be notified in writing of deficiencies. In accordance with terms of the General Provisions of this Contract, the Contractor must begin corrective work on the noted deficiencies within ten (10) calendar days of receipt of Notification of Deficiencies.

PART 4: MEASUREMENT AND PAYMENT

SUMMARY OF WORK:

Payment for the work of this Section will be included in the lump sum price of this Contract.

SECTION 01026 LUMP SUMS

1.1 REQUIREMENTS INCLUDE:

Designated Contractor: Provide lump sum prices in Bidding Form for specified items.

1.3 DEFINITIONS:

Lump Sum Price: Lump Sum price means a fixed price, including all overhead, profit and all other costs of whatever nature and character, for the specified work.

PART 2: PRODUCTS Not applicable.

3.1 APPLICATION:

Enter lump sum prices for each work item in Bidding Form in space provided. Omission will result in rejection of bid.

3.2 LUMP SUM SCHEDULE:

General Contract:

• Provide in the lump sum bid the price for demolition of existing roof covering (Asphalt shingles) and flashing and the installation of fire-retardant Asphalt shingles and flashing in accordance with scope of work.

• Provide in the lump sum price for replacement of fascia and profile molding of eave and rake boards. Estimate of 50% will need replaced at the direction of the CO. Price to include labor, materials and equipment to remove deteriorated boards and install new.

4.1 SUMMARY OF WORK: Payment for the work of this Section will be included in the lump sum price of this Contract.

SECTION 01300 SUBMITTALS

1.1 DESCRIPTION:

The work of this section consists of submittal requirements before and during construction.

1.2 LOCATION:

The work of this Contract shall be performed at Delaware Water Gap National Recreation area. Address is 1978 River Road, Bushkill, PA 18324.

1.3 SUBMITTAL AND APPROVAL PROCEDURES:

As specified in the individual sections, forward submittals to Contracting Officer and

Contracting Officer Representative at least 30 days after awarding of contract bonding and insurance certificates, schedule, safety plan quality control plan and listing of key personal and points of contacts for approval. Unless a different number is specified, submit one reproducible original and two copies of each shop drawing, three copies of manufacturer's catalog sheets (cut sheets), three specimens of each sample, and three copies of all other submittals requested.

• Shop Drawings: Include the following information with each copy of shop drawings:

o Date o Date of revisions (when applicable).

o Contractor's certification that shops drawing has been checked for compliance with contract documents.

o Details of fabrication, assembly and erection including connections and engagement to contiguous work o Materials used.

o All required dimensions.

o The term "by others" shall not be used. All work to be performed by others shall be identified by Contractor or subcontractor name, discipline, or trade.

• Samples: shall be large enough to clearly illustrate the functional characteristics and full range of color, texture, or pattern.

• Manufacturers' Catalog Sheets: Submit only pertinent pages; mark each copy of standard printed data to identify specific products proposed for use.

• Manufacturer's Installation Instructions: When contract documents require compliance with manufacturer's printed instructions, provide one complete set of instructions for Contracting Officer and keep another complete set of instructions at the project site until substantial completion.

1.3.1 Contracting Officer reserves the right to require submittals in addition to those called for in individual sections.

1.3.2 Approved Equals:

For each item proposed as an "approved equal," submit supporting data, including:

• Drawings and samples as appropriate

• Comparison of the characteristics of the proposed item with that specified.

• Changes required in other elements of the work because of the substitution.

• Name, address, and telephone number of vendor.

• Manufacturer's literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists.

• Describe availability of maintenance service, and state source of replacement materials.

• A request for approval constitutes a representation that Contractor:

o Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.

o Will provide the same warranties for the proposed item as for the item specified.

o Has determined that the proposed item is compatible with interfacing items.

o Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.

o Waives all claims for additional expenses that may be incurred because of the substitution.

1.3.3 Construction Materials: The Contractor is encouraged to submit for approval products made from recycled or environmentally responsible material. Every effort will be made by the National Park Service to approve these materials.

1.3.4 Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward submittals that are related to or affect one another as a package to facilitate coordinated review, each transmittal shall contain only data specific to that individual submittal.

1.3.5 Submittal Identification:

Contracting Officer will provide a project identification stamp which shall be applied by the Contractor. Identification shall include the park name-package number, project title, contract number, and transmittal number.

• All sets of shop drawings, manufacturer's catalog sheets, samples, and other documents submitted to the Contracting Officer must have the identification information stamped on the submittal.

• Identification information shall be applied to the bottom right margin on each page. Identification information on samples shall be applied to the most readily visible area on the sample or on tags attached to sample.

1.3.6 Submittal Numbering:

• Number each submittal consecutively.

• For re-submittals use the original submittal number, plus a letter suffix beginning with A.

• Additional re-submittals of the same item shall contain the original number with the next consecutive letter.

1.3.7 Contracting Officer's Review:

• Submittals will be returned disapproved without technical review if identification information is missing, not filled in, or if placed on the back of the submittal; an incorrect number or format of submittals is provided; the transmittal form is incorrectly filled out; submittals are not coordinated; or submittals do not show evidence of Contractor's approval.

• Any work done or orders for materials or services placed before approval shall be at the Contractor's own risk.

• After reviewing submittals, the Contracting Officer will return a copy of the submittal sheets to the Contractor. Shop drawing review notations will be returned on the reproducible original shop drawing. All other submitted items will be retained. The Contractor is responsible for producing additional copies for his/her own use.

1.3.8 The returned submittal will be marked in one of three ways as defined below:

• APPROVED: Acceptable with no corrections.

• APPROVED WITH NOTATIONS: Minor corrections or clarifications required, all comments are clear, and no further review is required. The Contractor shall address all review comments when proceeding with the work.

• DISAPPROVED - RESUBMIT: Rejected as not in accordance with the contract or as requiring major corrections or clarifications. The Contracting Officer will identify the reasons for disapproval. The Contractor shall revise and resubmit with changes clearly identified.

PART 2 PRODUCTS: Not used.

PART 4: MEASUREMENT AND PAYMENT

END OF SECTION 01300

SECTION 01500 CONSTRUCTION FACILITIES

1.1 SCAFFOLDING AND STAGING:

• General: If necessary, provide, erect, and maintain complete scaffolding and staging system sufficient for the safe completion of the work of this Contract.

• Legal Requirements: Comply with Occupational Safety and Health Administration requirements and with all other applicable federal, state, and local laws, codes, regulations and controls for the erection and maintenance of the scaffold.

• Anchoring and Support: Anchoring of scaffold to the structures using bolts or the cutting or boring of the existing building is prohibited. Scaffold may be erected on roofs provided sufficient support and weight distribution of scaffold legs is provided.

• Ladders: All ladders will be in good condition with proper anchoring supports so roofs or siding will not be damaged. Ladders will meet all current OSHA standards for ladders.

1.2 STORAGE FACILITIES:

• Contractor shall provide their own temporary storage facility for equipment and materials. Type and location of storage has to be approved, in advance, by the COR or his authorized representative.

• Remove structures and surplus stored materials at completion of work.

• Contractor must provide suitable storage for all combustible and flammable materials. Type and location of storage to be approved, in advance, by the COR or his authorized representative

• Vehicles on the grounds at Delaware Water Gap National Recreation Area will be kept to a minimum. Only working vehicles will be permitted. Additional parking available in the visitor parking area or maintenance yard.

END OF SECTION 01500

SECTION 01510 TEMPORARY UTILITIES

1.1 UTILITY CONNECTIONS: The work of this section consists of providing temporary services required for Contractor's performance of the work of this Contract.

PART 2: PRODUCTS

2.1 GENERAL: Materials must be new and be adequate in capacity for the required usage, must not create unsafe conditions, and must not violate requirements of applicable codes and standards.

2.2 FIRE PROTECTION EQUIPMENT: The Contractor shall provide the job site with UL approved Class 4A, 60BC fire extinguisher. Two extinguishers per jobsite at minimum, though additional extinguishers may be needed as determined by the park safety officer.

3.1 ELECTRICITY AND LIGHTING:

• Electricity is available at the work site at no cost to the Contractor this is only the existing outlets and circuitries any modification to meet contractor needs will at cost to contractor for the modification and the cost to return to pre contract condition.

• Temporary Electrical: The Contractor shall be responsible for making temporary electrical connections to perform the work of this Contract. Temporary electrical work shall meet requirements of NEC 305 and OSHA 1926, Subpart K. If Contractor elects to provide ground-fault protection through the assured equipment grounding conductor program, he/she shall promptly submit the results of all required tests to the COR. In addition, a written description of the assured equipment grounding program, including specific procedures, shall be available at the job site, and a copy shall be submitted to the COR.

• Electrical connection for temporary construction trailer if used is the sole responsibility of the contractor and will not be provided by NPS. Use of a portable generator for a construction or office trailer is prohibited.

• Temporary construction trailer will be allowed, but suitable location within the park boundary will be identified

3.2 TELEPHONE:

If the Contractor elects to install temporary telephone service for his/her own use, it shall be Contractor-furnished.

3.3 WATER:

Potable water is NOT available at the building site. Provide cool, potable water for construction personnel in locations convenient to work site.

3.5 SANITARY FACILITIES:

Portable rest room facilities will not be provided. Contractor is to provide portable rest room facilities at no additional cost to government. The location of this portable toilet will be determined by the COR.

3.6 FIRE PREAVENTION AND PROTECTION:

• Capable and qualified person shall be placed in charge of fire protection. The responsibilities shall include locating and maintaining fire protective equipment.

Equipment placement will not block fire department access. This person is to be identified in the preconstruction meeting.

• Hazard Control: Take all necessary precautions to prevent fire during construction.

Do not store flammable or combustible liquids in historic structures or existing buildings. Provide adequate ventilation during use of volatile or noxious substance.

All soldering work shall be stopped two hours prior to workday end as a precaution.

• Locate internal combustion equipment so that exhausts discharge well away from combustible materials.

• Welding: Welding or cutting by torch will not be permitted in or on the historic structure unless approved in advance by the COR.

• Protection Equipment Required: Furnish a minimum of one of each type of extinguisher for each 3,000 square feet of building area or major fraction thereof.

Travel distance from any workstation to the nearest extinguisher shall not exceed 100 feet. One extinguisher shall be supplied within easy reach of each isolated section of scaffolding.

• No smoking will be permitted on the job site, a smoking area will be designated during preconstruction meeting

• No” LOUD” music or radios will be permitted on the job.

• All soldering work will be halted 2 hours prior to the end of workday as fire prevention

PART 4: MEASUREMENT AND PAYMENT

END OF SECTION 01510

SECTION 01530 BARRIERS

• The work of this section consists of furnishing, installing, and maintaining barriers to protect existing facilities and the public from construction operations.

• Provide, erect, and maintain barricades and warning signs. Take all necessary precautions to ensure the safety of the public and the protection of the work and grounds. All signs and barricades must be approved in advance by the CO or representative.

• If fence posts are used, obtain approval for the locations from the COR prior to installing.

PART 2: PRODUCTS

2.1 GENERAL: Material may be new or used but shall be suitable for intended purpose.

Fences and barriers shall be structurally adequate and neat in appearance.

2.2 BARRICADES AND SIGNS: ANSI D6.1-78, "Manual on Uniform Traffic Control Devices"

(MUTCD), Part VI.

2.3 BARRIER TAPE: Banner Guard, imprinted with "CAUTION: CONSTRUCTION AREA", manufactured by Reef Industries, Inc., Houston, Texas, or approved equal.

PART 3: EXECUTION

3.1 PROTECTION OF PUBLIC:

• Fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry to the work area.

• Erect and maintain barricades, lights, danger signals, and warning signs in accordance with ANSI D6.1-78.

• Cover pipes, hoses, and power lines crossing sidewalks and walkways with troughs using beveled edge boards.

• All fence post locations must be approved ahead of time by the CO or representative.

3.2 BARRIER TAPE: Install where directed by CO or representative. Keep a minimum of two rolls on site at all times.

3.3 REMOVAL: Completely remove barriers no longer needed and when approved by COR.

PART 4: MEASUREMENT AND PAYMENT

END OF SECTION 01530

SECTION 01560 SPECIAL CONTROLS

1.1 DESCRIPTION: The work of this section consists of providing temporary controls. Should the contractor operation uncover or find any historic remains and or artifact, the contractor shall suspend operation at the site of discovery; notify the COTR or Contracting Officer (CO) immediately; operations can continue in other areas.

PART 2: PRODUCTS: Not Used.

3.1 HOUSEKEEPING:

• Keep project orderly and in a safe condition at all times.

• Provide enough refuse containers for collecting construction debris.

• Keep volatile wastes in covered, non-flammable containers.

3.2 DISPOSAL:

• Unless otherwise specified, all removed material becomes the property of the Contractor and shall be disposed of outside the park in accordance with federal, state and local regulation and law. The park’s dumpsters will not be used by the Contractor.

3.4 AIR AND WATER POLLUTION CONTROL:

• Take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during construction.

• Do not dispose of volatile wastes or oils in storm or sanitary drains.

• Do not allow waste materials to be washed into storm or sanitary sewer systems.

3.5 ENVIRONMENTAL CONTROLS

• Provide to the Contracting Officer documentation of waste sent to landfill in tonnage or cubic yard measurements.

• If able transport waste to a recycling center and provide total measurement of recycle material to COR.

SECTION 01600 MATERIALS AND EQUIPMENT

1.1 MANUFACTURER'S INSTRUCTIONS:

• When Contract Documents require that installation of work shall comply with manufacturer's printed instructions, provide two copies of instructions to COR.

Maintain one set of complete instructions at the job site during installation and until completion.

• Perform work in accordance with manufacturer's instructions and recommendations.

1.2 TRANSPORTATION AND HANDLING:

• Arrange deliveries of materials in accordance with construction schedules, coordinate deliveries to avoid conflict with work and conditions at the site.

• All deliveries shall be made from 7:00AM to 4:00PM eastern time.

• Deliver materials in undamaged condition, in manufacturer's original containers or packaging, with identifying labels intact and legible.

• Hauling Restrictions; contractor shall comply with all legal load restrictions for vehicles, trailers and roads.

1.3 STORAGE AND PROTECTION:

• Store materials in accordance with manufacturer's instructions, with seals and labels intact and legible and accessible for inspection.

o Store products subject to damage by the elements in weather-tight enclosures.

o Maintain temperatures and humidity within the ranges required by manufacturer's instructions.

• Protection after Installation: Provide substantial coverings as necessary to protect installed materials from damage resulting from natural elements, traffic and subsequent construction. Remove when no longer needed.

• Exterior Storage: Store fabricated products above the ground, on blocks or skids.

Prevent soiling or staining. Cover products which are subject to deterioration with impervious sheet coverings. Provide adequate ventilation to avoid condensation.

1.4 MATERIALS SPECIFIED BY REFERENCE STANDARDS: Select any item meeting that standard.

PART 2: PRODUCTS: Not used

PART 3: EXECUTION: Not used

SECTION 01700 PROJECT CLOSE-OUT

The work of this section consists of final cleanup, closeout submittals, and final inspection procedures.

2.1 CLEANING MATERIALS: As recommended by the manufacturer of surface to be cleaned.

PART 3: EXECUTION

3. 1 CLEANING:

Remove all tools, equipment, surplus materials, and rubbish. Restore or refinish surfaces of existing facilities that are marred, scratched, or damaged due to the work of this contract to match original condition. Remove grease, dirt, stains, foreign materials, and labels from interior and exterior finished surfaces. Vacuum clean interior building areas soiled because of the work. Sweep paved areas and rake grounds of construction debris. Use a magnet to clean all dropped nails off the ground. At time of final inspection, project shall be thoroughly clean and ready for use.

3.2 CLOSEOUT SUBMITTALS: Submit before final inspection request.

A. Guarantees: As specified in individual sections.

3.3 SUBSTANTIAL COMPLETION AND FINAL INSPECTION:

Submit written certification that project, or designated portion of project, is substantially complete, and request in writing a final inspection. COR will make an inspection within 10 days of receipt of request.

• Should the COR determine that the work is substantially complete, he will prepare a punch list of deficiencies that need to be corrected before final acceptance, and issue a notice of substantial completion with the deficiencies noted.

• Should the COR determine that the work is not substantially complete, he will immediately notify Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection.

3.4 ACCEPTANCE OF THE WORK:

• After all deficiencies have been corrected a Letter of Final Acceptance will be issued.

If only designated portions of the project have been inspected, a Letter of Partial Acceptance will be issued for that portion of the work.

• Acceptance may be given prior to correction of deficiencies which do not preclude operation or use of the facility. However, final payment will be withheld until all deficiencies are corrected.

• Until receipt of Letter of Final Acceptance, Contractor shall be responsible for the work of this Contract.

3.6 POST-CONSTRUCTION INSPECTION:

Prior to expiration of one year from date of final acceptance, the CO will inspect project to determine whether corrective work is required. Contractor will be notified in writing of all deficiencies. In accordance with term of the General Provisions, corrective work must start on noted deficiencies within 10 days of receipt of notification to Contractor.

SECTION 02112 SELECTIVE DEMOLITIONS

1.3 JOB CONDITIONS:

• All active utility or security systems service, disrupted in the course of the work, shall be restored to full service upon completion of the work each day of this Contract unless otherwise directed by the Contracting Officer.

• Provide approved temporary supports for those portions of the structure to remain operational and temporary closures for openings made in the roof. Complete operations which might damage construction prior to performing new work.

• Methods of materials removal and equipment used shall not endanger or damage existing historic fabric. Any damage to items removed, such as the lightening protection that is to be reinstalled, will be repaired or replaced at the contractor’s expense.

• Keep routes to disposal areas free from debris.

• The use of flame cutting or vibrating equipment will not be permitted without the prior consent of the Contracting Officer.

• Some structures have asbestos containing material under the skip sheeting on the main section of roofs. This product must not be disturbed in the demolition process.

PART 2: MATERIALS

2.1 TEMPORARY COVERING:

Tear-resistant, waterproof covers without holes or tears that would allow the entry of rain.

PART 3: EXECUTION

3.1 PREPARATION:

• Verify all conditions at the work site prior to starting any demolition work.

• Perform all work necessary to protect the structure, the public, adjacent structures and other site features and utilities.

• Comply with all OSHA regulations and safety requirements.

3.2 DEMOLITION AND REMOVAL:

• Remove materials in reversed order of construction.

• Material to be removed: Haul material away from work site to an approved dumping site. Comply with all local, state and federal regulations regarding hauling and dumping.

• Upon completion of removal work, ensure roof decks are clean and free of debris and projecting fasteners.

• Immediately inform the COR of defective roof sheeting and fascia.

3.3 PROTECTION:

• Remove no more of the existing roofing materials than can be sufficiently protected with temporary covers or can be protected with permanent roofing materials.

• Cover all exposed areas of roof with temporary waterproof covers nightly. Ensure temporary covers are secured to prevent blowing or billowing of covers. Any damage occurring due to the structures not being properly covered or the covers maintained will be the responsibility of the contractor.

3.4 CLEANING:

• Clean daily all debris from the work site.

• Daily, Leave work area clean and free of rubbish and debris.

DIVISION THREE- THERMAL AND MOISTURE PROTECTION

SECTION 06100 ROUGH CARPENTRY

1.5 PRODUCT DELIVERY, HANDLING, AND STORAGE:

• Keep materials dry during delivery and site storage. Store lumber and millwork, where directed by the COR, off the ground with protective covers.

• Do not expose wood to extreme changes of temperature and/or humidity.

1.6 JOB CONDITIONS:

• Determine substrate surfaces are in suitable condition. Correct or report defective surfaces to Contracting Officer.

2.1 WOOD:

• Free from warpage, stains, rot or other imperfections affecting durability, strength and appearance. Moisture content not to exceed 18 percent for yard lumber and finished lumber. Lumber two inches thick or less shall be kiln dried.

For exposed work, hand selected. Grade stamps shall be on ends of boards at time of delivery.

o Fascia and Rake moldings: Is built up trim existing of a flat Nominal 1 1/8 inch, SAS fascia board with molded trim applied to create the finish trim. All material should be at 18-percent maximum moisture content eastern white pine or equivalent, with a grading of clear. All materials are to match existing in size contours and profile of existing trim.

o All measurements are to be verified in the field by the contractor in both establishing and duplicating fascia and rake molding.

2.2 NAILS:

• Shall match existing materials:

• Rake and fascia nails shall match existing materials.

3.1 PREPARATION:

• Obtain measurements and verify dimensions and details before proceeding with carpentry work.

3.2 ROOF FRAMING AND SHEETING:

• Remove deteriorated sections of sheeting; rake and fascia trim where encountered in accordance with Section 02112. Dispose of deteriorated, removed lumber.

3.3 TRIM MOLDING

• Match existing profile, dimension and wood species. Obtain measurements and verify dimensions and details before proceeding with carpentry work.

• Secure all moldings with square head nails; hand nailing is required to secure moldings.

• Joints shall be mitered, no separation or gapping of miter permitted.

• Back prime all new wood work as described in section 9900

3.4 CLEANING:

• Perform cleaning during installation of the work and upon completion of the work.

Remove from the site all excess materials, debris, and tools. Additional cleaning of the porch ceilings with the removal of debris and guano is required prior to installation of Bat exclusion material. Note additional personal protection equipment will be needed to conduct this cleaning

SECTION 07313 WOOD SHINGLE ROOFS

1.1 WORK INCLUDES

• Surface to which the roofing is to be applied shall be even, smooth, sound, clean, and dry. Correct any deficiencies in the surface or report defective surfaces to COR.

• Shingles are to be attached by nails only, No Staples.

• Hand nailing shingles and slate is preferred; if other means are used they must comply with manufactures recommendations.

1.8 GUARANTEES:

Furnish a written warranty on shingles.

PART 2: PRODUCTS

2.1 MATERIAL:

• Asphalt Shingles: Architectural Type. Meeting ASTM D3161 (Class H Wind Resistance.), ASTM E108/UL 790 (Class A Fire Resistance) Select shingle with 30 year or greater warranty.

• Ridge boards: Replace in kind if needed

• Shingle nails: Hot-Dipped zinc coated #4 or #5d box nail

• Slate Nails: copper flathead

• Ridge board nails: Hot dipped zinc coating #8d box nail

• Flashing nails: copper flathead wire roofing nails; copper coated nail will not be accepted, nails shall be of sufficient length not to exceed flashing and sheeting thickness.

2.2 FLASHING: See Section 07600 Flashing, Guttering and Sheet Metal

2.3 NAILS:

Shingles: Use # 4 or #5d box hot dipped zinc coated nails recommended by the Cedar Shake and Shingle Bureau.

• Flashing nails: copper flathead wire roofing nails; copper coated nail will not be accepted; nails shall be of sufficient length not to exceed flashing and sheeting thickness.

3.1 EXISTING ASPHALT SHINGLE and SLATE REMOVAL:

Remove in accordance with Section 02112, Selective Demolition.

• Temporarily remove lightening protection system for the demolition and installation of wood shingles. Re-install system upon completion of shingle installation.

• Remove existing wood shingles to the skip sheeting. Remove protruding nails. Do not hammer them through.

• Remove existing flashing.

• Inspect sheeting for defects. Report defects to the Contracting Officer.

• Protect nightly roof surfaces exposed to the elements as a result of existing roof demolition work. Use waterproof covers and secure for wind.

3.2 INSTALLING ASPHALT SHINGLES:

• Inspection: Surface to which the roofing is to be applied shall be even, smooth, sound, clean, and dry. Correct any deficiencies in the surface or report defective surfaces to COR. Lay shingles in accordance with RCSHSB requirements to produce a straight coursing pattern.

• Felt underlayment & Building Paper: New underlayment will be a self-sealing ice and water barrier product

• Nails and fasteners: Follow shingle manufacturer's recommendations for maximum wind resistance. Wind speeds at Delaware Water gap National Recreation Area can exceed 50 mph.

• Shingle installation:

• Shingle exposures; Roof area pitched at 4/12 or greater; Lay shingles in accordance with 5 inch exposure. Roof area pitched less than 4/12; Lay shingles in accordance with 3.5 inch exposure.

• Projection; Shingles at eaves, shall project 1.25 of an inch form building line. Shingle shall project 1 inch along gable edge

• Shingle coursing; Make first course a double layer of shingles, staggering joints Align shingles and courses with vertical and horizontal chalk lines. Shingles should be a minimum 1/4 inch apart and no more than 3/8 inch. Shingles should be laid with not less than 1 1/2 inch between joints in two adjacent courses.

• Shingle selection; Shingle width should be a minimum of 3 inches and a maximum of 9 inches when installed. Shingles are to be free of cracks, minor seasoning splits and cupping.

• Shingle nailing; Two per shingle. ½ inch to ¾ - inch from the edge of a shingle. They should be 1 ¼ inches above the butt line of the course to follow. Drive nails flush but not break the surface of the shingle

• Ridges and Hips: Run shingle to within 2 inches of the ridge line. Ridge cap will be joined with a bevel cut matching the ridge line. Cedar ridge boards will be installed on ridgeline. Ridge Boards will be 1x8 clear cedar boards. Ridge line will match existing historic construction. Cedar 1x8 should be at least 10 foot in length. Install these ridge boards so the 5 inch exposure is maintained. Secure these cedar ridge boards with hot dipped galvanized 8d nails.

• Sheeting: If 1x4 sheeting is found deteriorated and is replaced, it will be laid to match existing 1 3/4 to 2 inch gaps except at the eaves and ridge line where gaps will be different.

• Repairing: Repair or replace any work damaged, prior to acceptance of the Government, to the satisfaction of the Contracting Officer. The contractor will be responsible to keep the removed lightening protection from damage while it is off the structure.

3.3 HIPS AND RIDGES:

Install a 1x8 cedar boards with a bevel edge matching the pitch along the ridge line to form a ridge cap. Use 10 foot or greater sections. Secure ridge board together with 8d galvanized nails and construction adhesive, secure ridge boards to roof with 8d galvanized nail. Ice and water barrier without visible excess protruding from under ridge boards.

3.4 CLEAN-UP:

Remove and dispose of roofing debris from vegetation and the ground. Remove nails from the ground with a magnet.

3.5 REPAIR

Replace defective or split shingles upon final inspection by the Contracting Officer or his authorized representative.

SECTION 07600 FLASHING, GUTTERING, AND SHEET METAL

3.2 INSTALLATION:

• General: Install work watertight, without waves, warps, buckles, fastening stresses or distortions, allowing for expansion and contraction.

• Hem exposed edges.

• Flashing shall be anchored by clips.

• Overlapping joints shall interlock.

3.3 REPAIRING:

Repair or replace any adjacent work damaged during installing the flashing and guttering to the satisfaction of the COR.

3.4 CLEAN UP

Remove all metal scrap and dispose of as described in section 01010. Clean all soldering residue from flashing.

• Protect the historic fabric; do not use equipment which could potentially damage the fabric. Equipment that may not be use in the preparation process i.e. pressure washer, open flame heat source and sandblasting.

• Preparation; by removing loose and flaking paint, smoothing edges of and scuffing or etching adhered paint surface. Catching and collecting of all debris from preparation and dispose. All painted areas are to be treated as if they are positive for lead content. All waste shall be disposed of in accordance with NJDEP.

• Clean all surfaces with non-phosphorous Tri Sodium Phosphorous (TSP) or mild soap solution in accordance with paint manufactures recommendations.

• Contractor is responsible for matching existing paint color and texture.

3.1 PREPRATION:

• Prime all bare wood surfaces with latex bonding primer and apply two finish coats of latex paint matching existing colors.

3.2 INSTALLATION:

• All new wood paint is 1 primer coat and 2 finish coats.

• All touch-ups and painting of painted surfaces shall have all bare wood and stained surfaces prime coated and 1 coat of finish paint.

• All paint finished to be applied by brush natural bristle is preferred but synthetic bristles are acceptable.

• If paint is applied by other means such as roller or sprayer, contractor must immediately drag a dry brush through applied paint to create appearance of being painted by brush.

3.2 CLEAN-UP AND PROTECTION:

• Contractor must take adequate precaution to prevent paint from contact with any surface but that which it is intended for.

• Contractor must maintain a clean and safe work environment.

• Contractor will post “Wet Paint” signs on all painted areas until surface is dry and paint will not transfer.
