The contractor must supply and deliver Renewable Diesel (RD99) and unleaded gasoline (ULSG) to support generators, vehicles, and equipment operations on the island. The contract includes a base year (June 26, 2026 – June 25, 2027) requiring 40,000 gallons of RD99 diesel and 2,000 gallons of unleaded gasoline, with two additional option years and a 127-day option period containing identical or proportional quantities. Diesel deliveries must occur weekly on a maximum 1,000-gallon-per-delivery basis, with minimum order guarantees of 200 gallons (maximum 2,500 gallons) for diesel and 25 gallons (maximum 100 gallons) for gasoline. The contractor must deliver within 24 hours of notification and maintain capability to "top off" the 2,500-gallon above-ground storage tank upon request.
The contractor must provide all equipment, pumps, filters, hoses, and connectors necessary for fuel transfer from a vessel at Finger Pier to the island's storage tank located approximately 40-50 vertical feet upward via an existing double-walled rigid fuel line. All fuel must meet American Society for Testing and Materials (ASTM D975) standards and California EPA requirements, with contractor-provided metering mechanisms certified annually. Gasoline deliveries utilize Type I or Type II approved containers, while the contractor must provide the Contracting Officer's Representative transportation on delivery vessels. Key contractor responsibilities include submitting a spill prevention plan for approval, maintaining documentation of regulatory licenses and permits (including EPA registration), providing safety data sheets for all fuel, completing offloading checklists, and coordinating deliveries with island ferry operations and maintenance services. SUPPLY AND DELIVER OFF-ROAD DIESEL OR RENEWABLE (RD99) DIESEL
FUEL AND ULTRA-LOW SULFUR GASOLINE (ULSG) TO ALCATRAZ ISLAND,
GOLDEN GATE NATIONAL RECREATION AREA
Scope of Work
Golden Gate National Recreation Area’s Alcatraz Island (hereinafter called “ALCA”) maintains one 2,500-gallon above ground storage tanks (AST) and one 400-gallon day storage tank to provide fuel for the Island's diesel generators, heavy equipment, and vehicle fleet. Technically, the AST can hold 3,000 gallons, the Day Tank has an emergency leak system that can empty its
400 gallons back into the AST at any time if needed. This AST is to be stocked with Diesel
Fuel.
The National Park Service requires the delivery of diesel and ultra-low sulfur gasoline (ULSG) to power generators, vehicles, and other small pieces of equipment on Alcatraz Island. The average diesel use per year for small equipment is 240 gallons and average gasoline fuel use per year is 150 gallons. The diesel and ULSG for small equipment are to be delivered to the island in Type I or Type II 5-gallon diesel and gasoline containers. This fuel request is part of the overall maximum of 133,000 gallons of diesel and 6,750 gallons of gasoline and is not intended to exceed the overall delivery requirement.
It is highly recommended that prospective contractors complete a site visit during the solicitation period, to familiarize themselves with the layout and connection points on the island and verify the equipment they will need to safely deliver and pump fuel to the island and storage tank respectively.
1.0 GENERAL SCOPE
