SCOPE OF WORK

(PMIS 238589)

Crosswalk Markings and Rumble Strips at SAHO Gateway National Recreation Area - Sandy Hook Unit

Scope The scope of work for this contract is to have a professional contractor apply crosswalks markings and sets of rumble strips to eight (8) of our busiest visitor crosswalks locations. The application shall use hot extruded thermoplastic with reflective material. There will also be seven locations where old markings shall be removed with a grinder. This project will be completed at the Sandy Hook Unit of Gateway National Recreation Area, Fort Hancock, and Monmouth County, New Jersey 07732.

The Contractor shall:

Apply Crosswalks and sets of Rumble strips at eight (8) locations throughout Sandy Hook as described.

Remove old unwanted markings using an asphalt grinder at seven locations as indicated.

All pavement markings shall be hot extruded thermoplastic using a spray-on method, and reflective material in the paint shall be added.

All painted on markings shall be white.

All pavement marking should be consistent with The Manual of Uniform Traffic Control Devices

(MUTCD).

All materials and equipment shall be provided by the contractor for this work.

All traffic control (i.e. traffic cones, attenuator truck with arrow) shall be supplied and maintained by the contractor.

All Rumble strips shall be:

o Rumble strips are to alert motorist by a rumbling vibration as the tires of a vehicle roll over them and an audible sound. The rumbling vibration is intended to alert drivers that they are approaching a busy pedestrian crossing area and should exercise due care.

o Applied using a hot extruded thermoplastic using a spray-on method, and reflective material in the paint shall be added, o Each set of thermoplastic rumble strips shall consist of five (5) lines in a set.

o Each line in the set shall consist of three layers of 125 mil thick thermoplastic. First layer shall be 6-inches wide; 2nd layer shall be 5-inches and 3rd layer shall be 4-inches.

All Crosswalks shall be:

o Crosswalks are used to clearly identify where pedestrians should cross the road. Crosswalks are differentiated from other areas of the roadway by a change in the surface to designate the pedestrian right-of-way.

Proposed work at the Eight (8) Location:

1) B-Bayside South (Hartshorne Drive) The existing Crosswalk at this location shall be repainted with the highly reflective thermoplastic white paint.

The existing Crosswalk is approximately 45 feet long by 11.5 ft wide. The crosswalk has a 1-foot wide painted outline of white paint, the crosswalk has 1-foot wide white strips, and the asphalt in between the strips are 1-foot wide.

Five (5) sets of rumble strips (5 lines per set) for four (4) lanes of road shall be applied. The rumble strips shall be painted with the highly reflective thermoplastic white paint.

Approximately 352 square feet of old white markings shall be removed with an asphalt grinder.

2) B-Bayside North (Hartshorne Drive)

The Crosswalk at this location is a new crosswalk. The crosswalk shall be painted with the highly reflective thermoplastic white paint. This new crosswalk shall be approximately 45' long by 11.5 ft wide. It shall be painted with a 1-ft wide white paint outline, and 2-foot wide strips with 2-foot wide of asphalt in between. This is a new crosswalk.

Five (5) sets of rumble strips (5 lines per set) for four (4) lanes of road shall be applied. The rumble Strips shall

3) C-Bayside (Hartshorne Drive) The existing Crosswalk at this location shall be repainted with the highly reflective thermoplastic white paint.

The existing Crosswalk is approximately 54.5 feet long by 11.5 ft wide. The crosswalk has a 1-foot wide painted outline of white paint, the crosswalk has 1-foot wide white strips, and the asphalt in between the strips are 2-foot wide.

Five (5) sets of rumble strips (5 lines per set) for four (4) lanes of road shall be applied. The rumble Strips shall

4) Visitor Center - (Hartshorne Drive) The existing Crosswalk at this location shall be repainted with the highly reflective thermoplastic white paint.

The existing Crosswalk is approximately 46 feet long by 9.5 ft wide. The crosswalk has a 1-foot wide painted outline of white paint, the crosswalk has 1-foot wide white strips, and the asphalt in between the strips are 2-foot wide.

Five (5) sets of rumble strips (5 lines per set) for four (4) lanes of road shall be applied. The rumble Strips shall

5) Campsite- (Hartshorne Drive) The existing Crosswalk at this location shall be removed with an asphalt grinder so a new crosswalk can be installed at a more perpendicular angle for pedestrians to cross. The existing Crosswalk is approximately 44 feet long by 8 ft wide. The existing crosswalk has a 1-foot wide painted outline of white paint, the crosswalk has 1-foot wide white strips, and the asphalt in between the strips are 2-foot wide. The existing crosswalk that needs to be removed is approximately 192 sqft of white paint. There is approximately 76 sqft of additional old markings that also shall be removed. This is an approximate total of 268 square feet of markings to be removed with an asphalt grinder.

The new replacement crosswalk shall be painted with the highly reflective thermoplastic white paint. This new crosswalk shall be approximately 40' long by 8 ft wide. It shall be painted with a 1-ft wide white paint outline, and 2-foot wide strips with 2-foot wide of asphalt in between.

The existing Crosswalk at this location shall be repainted with the highly reflective thermoplastic white paint.

The existing Crosswalk is approximately 30 feet long by 14.5 ft wide. The crosswalk has a 1-foot wide painted outline of white paint, the crosswalk has 1-foot wide white strips, and the asphalt in between the strips are 2-foot wide.

Three (3) sets of rumble strips (5 lines per set) for two (2) lanes of road shall be applied. The rumble Strips shall

7) Guardian Park East-MUP (Magruder Road) The existing Crosswalk at this location shall be repainted with the highly reflective thermoplastic white paint.

The existing Crosswalk is approximately 34 feet long by 14 ft wide. The crosswalk has a 1-foot wide painted outline of white paint, the crosswalk has 1-foot wide white strips, and the asphalt in between the strips are 2-foot wide.

Three (3) sets of rumble strips (5 lines per set) for two (2) lanes of road shall be applied. The rumble Strips shall

8) Chapel- (Hartshorne Drive) The existing Crosswalk at this location shall be repainted with the highly reflective thermoplastic white paint.

The existing Crosswalk is approximately 22 feet long by 14 ft wide. The crosswalk has a 1-foot wide painted outline of white paint, the crosswalk has 1-foot wide white strips, and the asphalt in between the strips are 2-foot wide.

Three (3) sets of rumble strips (5 lines per set) for two (2) lanes of road shall be applied. The rumble Strips shall be painted with the highly reflective thermoplastic white paint.

Approximately 76 square feet of old white markings shall be removed with an asphalt grinder.

Information Package on Pavement markings Vendor must provide all information on hot extruded thermoplastic materials and method they are providing.

Vendor shall provide a detail drawing of the proposed rumble strip sets and intervals.

Vendor must supply warranty information on crosswalk and rumble strip markings.

Traffic safety plan shall be provided.

Vendor shall provide completed copy of FAR 52.204-24.

Work Location The location of all the work is to be performed at the Sandy Hook Unit of Gateway National Recreation Area, Highlands, NJ 07732. Vendor shall contact COR and coordinate all onsite work to be performed.

Period of Performance All contracted work shall be completed within 60 days from Notice to Proceed. Work shall be performed in between the hours of 7 a.m. and 4 p.m. during the work week of Monday thru Friday excluding Federal Holidays, unless prior approval is given by the Contracting Officer

Payments Payment shall be made after final inspection and acceptance of work through IPP

Contract Type The government anticipates awarding a firm-fixed price contract.

SAM Registration All Contractors shall be registered in SAM.gov prior to contract award.

Site Visit The government highly recommends all potential offerors schedule and complete a site visit. The site visit can be scheduled through the Park POC listed above. If a vendor does not complete a site visit, it does not relieve them of the accuracy of their proposal. The set days of the site visit will be specified, and the hours of the site visit will be between 9 am and 2 pm. The visit needs to be scheduled through the park POC.

EVALUATION METHODOLOGY

The Government anticipates awarding a firm-fixed price contract to the responsible offeror whose quote conforms to the solicitation and represents the best value to the Government based upon an integrated assessment of the evaluation factors listed below. The Government will consider: Technical Capability, Experience, Past Performance, and Price. The non-priced factors are listed in descending order of importance.

When combined, all other evaluation factors are significantly more important than price. However, price will contribute substantially to the selection decision. The evaluated price will not be rated or scored but will be a consideration for reasonableness in the final source selection decision. The government reserves the right to award this action to other than the lowest priced offer.

1. Factor 1- Technical Capability (limited to 5 pages)

Offeror shall submit a written description that demonstrates they have the required technical knowledge and necessary equipment to successfully complete this project. Said description shall specify what techniques, equipment, and labor will be employed to complete this project as well as methods that protect and meet preservation concerns of the original painting. Specifications of all materials including but not limited to the extruded thermoplastic shall be included. A detailed description of the layout of the rumble strips shall also be included.

2. Factor 2- Experience (limited to 4 pages)

Offerors shall provide evidence of comparable past work including a minimum of five years of experience applying crosswalks markings and sets of rumble strips using hot extruded thermoplastic with reflective material.

Note: Listing completed projects does not address this criterion. A narrative that articulates past experience and description of successful completion of deliveries should be discussed.

3. Factor 3- Past Performance (limited to 4 pages)

a. An evaluation of offeror’s past performance information will be conducted subsequent to the technical evaluation. The offeror must have demonstrated successful completion of projects similar in quality, technique, and complexity. Preference will be given to quotes that demonstrate past performance of similar projects of similar historic significance.

b. The evaluation will be based on information obtained from the written quote, photographs, other relevant past performance information obtained from sources known to the Government, and any other information supplied by the offeror, to include problems encountered on the identified contracts and corrective action taken.

c. The Government will assess the relative risks associated with each offeror. Performance risks are those associated with an offeror’s likelihood of success in performing the acquisition requirements as indicated by that offeror’s record of past performance.

d. The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror’s performance on a list of contracts, but rather the product of subjective judgement by the Government after it considers all available and relevant information.

e. When assessing performance risks, the Government will focus on the past performance of the offeror as it relates to all acquisition requirements, such as: 1) the offeror’s record of performing according to specifications, including standards of good workmanship; 2) the offeror’s record of controlling and forecasting costs; 3) the offeror’s adherence to contract schedules including the administrative aspects of performance; 4) the offeror’s reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and 5) the offeror’s business-like concern for the interest of the customer.

f. The Government will consider the currency and relevance of the information, sources of the information, context of the data and general trends in the offeror’s performance. The lack of a relevant performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the offeror.

Note: Contractors submitting offers without past performance will receive a neutral rating.

Price

a. Offeror’s price quote will not be point scored or adjectively scored but will be evaluated on price reasonableness. The price quote will also be used as an aid to determine that the Offeror understands the requirements of the solicitation, price reasonableness and to assess the validity of the offeror’s approach to managing and performing the work.

b. The offeror shall submit a price quote separate from all other volumes; any pricing information found in the technical or past performance volumes will be removed prior to evaluation.

The Government will evaluate the price quote for reasonableness. Reasonableness shall be determined considering other competitive prices received and comparison to the Independent Government Estimate.

The Government will also evaluate price with regards to the ability of the offeror to meet requirements in terms of skills required, complexity of disciplines and job difficulty, if the Government deems such analysis necessary.
