Recycle Services Statement of Work

RECYCLE SERVICES

Yellowstone National Park

Prepared August 2023

1. REQUIREMENT DESCRIPTION

Yellowstone National Park (YNP) requires recycling services for monitoring, collection, transportation, and disposal for approximately fifty established recycle sites including: twenty-three government developed areas, fifteen picnic areas/pullouts, and twelve campgrounds. Work will be carried out in accordance with all applicable laws, regulations, standards, instructions, commercial practices, safety, sanitation and bear-proofing requirements. The contractor is encouraged and expected to use innovative approaches to effectively and efficiently accomplish in a timely manner at a reasonable cost, and in a way that advances pride and ownership for the work performed on behalf of visitors and employees.

1.1 Contractor shall provide all equipment necessary to monitor, collect and dispose of all recycling.

1.2 The park has a long-standing recycling program which services over four million visitors annually, and over 5,000 employees during the peak summer season. The park collects the following commodities included in the contract:

• glass

• aluminum/steel

• plastics 1 and 2

• cardboard

• paper

• one-pound propane cylinders

In 2019, the park generated 2,950 tons of municipal solid waste of which 44% was diverted from the landfill. This was accomplished through recycling, composting and various waste stream diversion initiatives. Recyclable commodity quantities collected in 2019 are as follows:

• Aluminum/Steel – 10.8 tons

• Cardboard – 61.6 tons

• Glass – 38.4 tons

• Paper – 13.4 tons

• Plastics – 17.2 tons

• Propane cylinders – 13.5 ton

YNP encompasses over 2.2 million acres with elevations over 11,000 feet, severe climate, frequent road closures, road construction, and variable seasons of operation throughout the park. It’s home to over 600 grizzly bears, 400 black bears, and 100 wolves that all must be managed by natural regulation, therefore, aggressive measures to minimize wildlife habituation near recycling collection sites are strictly enforced.

1.3 The contractor shall furnish all personnel, vehicles and equipment required to perform requirements stated herein.

1.4 The contract documents describe collection services as source separated. This method of collection and separation has worked best for Yellowstone in the past, as surrounding locations in the Greater Yellowstone Area also implement source separation, since there is not a MERF to facilitate separation of mixed recycling commodities. The contractor can propose and implement a different method of recycling collection including full, single source collection but must demonstrate an alternative program for supporting bins, space allocation and signing that provides the same quality of service to the government. The alternative method will be considered if presented during evaluation.

1.5 The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success and shall be evaluated though a Quality Assurance Surveillance Plan (QASP) see Attachment 3.

2. PERFORMANCE WORK STATEMENT

The contractor shall perform recycling collection, transportation and disposal, for fifty established recycling sites, in accordance with all applicable park policy, laws, regulations, standards, instructions, and commercial practices with focus on safety, sanitation, bear-proof operations, and customer service.

2.1 COLLECTION REQUIREMENTS and SCHEDULING

2.1.1 The contractor shall provide the services of bear-proof collection bins and roll-offs at the locations shown on the map.

2.1.2 The contractor shall collect and dispose of park recyclable materials such that recycling containers are emptied when ¾ full, and maintained in a sanitary manner, free of dirt, debris, odor and pests in accordance with local commercial practices.

2.1.3 It is the responsibility of the contractor to determine the number of times recycle sites need to be visited to prevent over-flow. The contractor shall be responsible for immediately cleaning up any spills, debris, etc. after collecting recyclables at a collection location. The contractor shall pick up all litter and waste on the ground within a ten-foot radius of the container, during the collection.

2.1.4 The contractor is responsible for all activities and equipment associated with the collection and transport of commodities from within the boundaries of YNP and assumes ownership of all commodities once they leave park boundaries, except for propane cylinders which will be delivered to the Mammoth Boneyard.

2.1.5 Yellowstone has a very seasonal operation that requires the contractor to be flexible and adaptive to weather factors and visitation fluctuations. The contractor is responsible for the collection and transport of all commodities from all areas of the park (see map). All sites will be serviced as needed to prevent over-flow of containers. The following dates may vary slightly, as the National Park Service (NPS) determines exact fall/spring road and facility open/close dates:

• All sites require servicing from June 15 through September 28.

• Eleven sites will be serviced 12 months of the year and are located in the north part of the park.

• Eleven sites will be serviced April 15 through November 15.

• Twenty-three sites require servicing May 15 through October 31.

• Five sites require servicing May 27 through October 31.

2.1.6 Due to grizzly bear attractant issues, all seasonal bins will be emptied before winter road closures. The winter months from November through April the North Entrance to Northeast Entrance is the only road open year around to wheeled vehicles.

2.1.7 Recyclable materials shall be recycled with no interruption in service due to market changes.

Under this contract the following items are considered recyclable materials at Yellowstone National Park: aluminum/steel, cardboard, glass, newspaper, office paper, #1 and #2 plastic.

2.1.8 One-pound, steel propane cylinders will be collected from .5 cubic yard, steel mesh bins located at each campground and will be delivered by contractor to the Mammoth Boneyard. Contractor to collect twice per year: by August 15 and October 31 and delivered to the Mammoth Boneyard for further processing by YNP. To be coordinated with COR for access to the Boneyard.

2.1.9 The contractor furnished containers necessary to perform this contract, shall be in place on or before the contract start date.

2.1.10 Load Restrictions:

• Loads shall not exceed 27 ton unless authorized by park Contracting Officer.

• The total truck length not to exceed 75 feet unless authorized by park Contracting

Officer.

• Compression brakes shall not be used on hauling vehicles within five miles of in-park campgrounds and developed areas.

• When delaying four or more vehicles and traveling 10 mph under the speed limit, the

Contractor is required to pull over, using available turnouts for traffic to pass.

• Between July 5 and Sept 9 trucks hauling road materials may enter the park between

5AM and 9AM (trucks may enter until 9AM), and again between 2PM and 10PM (to avoid later evening noise, trucks must be out of the park by 10PM).

• The contractor shall adhere to all park regulations

2.1.11 Special Traffic Considerations and Road Construction Schedule:

Historically, visitation dramatically increases around mid-May through Mid-September, which means significant increase in the vehicular traffic which results in significant traffic delays.

Wildlife traffic jams are a daily occurrence on all Park roads in the summer months and present significant challenges for the traffic flow. Seasonal spikes in traffic, combined with the Park's two-lane roadways and lower speed limits, means traffic is congested and slow moving on all Park roadways in the busy summer season.

2.1.12 Collections may occur at the following times of day only:

• Campgrounds between the hours of 8:00 AM and 8:00 PM.

• Residential areas between the hours of 6:00 AM and 10:00 PM.

• Non-residential areas have no restriction hours.

2.2 COLLECTION AREAS and CONTAINERS

The collection sites, for pickup of recyclable materials, are shown on the map. The Government reserves the right to alter the location.

2.2.1 Recycle Sites, Commodities and Dates.

• 12 Months: Year Around o Gardiner Heritage and Research Center – paper, cardboard o Lower Mammoth

These dates allow for all large bins to be emptied before winter road closures, and for early bin servicing in the spring, as a way to reduce grizzly bear attractant issues.

2.2.2 Government Furnished Containers.

• Small Sites:

The seventeen picnic areas/pullouts will each have a minimum (4), 32-gallon, bear-proof cans mounted on individual concrete pads for collection of plastic, glass, and aluminum/steel. The COR will give final approval for exact locations of these containers and ensure that concrete bases are level with the ground. Gov’t to provide and install additional leveling material and/or excavation as needed, so that concrete pads are flush with ground level.

The five small campgrounds will each have a minimum (4) 1.5 to 4-yard containers.

2.2.3 Contractor Furnished Containers. The following collection sites require 40-100 cubic yard capacity supplied by the contractor.

• Lower Mammoth Community Center

• Tower Junction Vault Toilet Parking

• Lamar Buffalo Ranch

• Madison Campground

• Canyon Gov’t Area

• Canyon Campground

• Lake Gov’t Area

• Old Faithful Gov’t Area

• Grant Village Gov’t Area

• Grant Village Camper Services

• Fishing Bridge RV Park

• Bridge Bay Marina Picnic Area (also serves the campground)

• Norris Campground

2.3 DISPOSAL

2.3.1 The contractor shall transport recyclable materials at an off-park recycling processing center.

Transport shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for all permits or fees associated with the use of off-Park disposal.

2.3.2 All commodities leaving the park for recycling shall be weighed on state certified scales.

Incoming and outgoing vehicle weights shall be recorded on weight tickets to determine the tonnage of recyclables collected at the park. Vehicle weights shall be recorded on machine printed weight tickets. The contractor shall provide the Contracting Officer weight receipts bearing the name, address, and telephone number of the receiving facility for every load of materials recycled. The weight totals will be tallied monthly in the Recycling Report and submitted with the contractor’s invoice.

2.3.3 Contractor is responsible for all activities and equipment associated with the collection and transport of commodities from within the boundaries of YNP and assumes ownership of all commodities once they leave park boundaries, except for propane cylinders which will be delivered to the Mammoth Boneyard.

2.3.4 Should the need arise for disposal and there is no alternative to divert a recyclable load picked-up in Yellowstone National Park from the landfill; the COR shall be notified within 48 hours of pick up. A written determination will be required from the contractor to include what the material is, why it is not recyclable, and the date and location it was collected. The contractor will also obtain no less than three quotes for landfill fees for the contracting officer to consider the modification to the contract.

2.4 PROPERTY

2.4.1 Two categories of recycling containers shall be utilized: government furnished, and contractor furnished.

2.4.2 Government furnished recycling containers shall be maintained by the contractor. Notify the CO if damage is noted that prevents the dumpster from being used for its intended purpose. The contractor will be responsible for repairs if mishandling or negligence is detected in the swapping out of these containers.

2.4.3 Contractor furnished containers shall be approved by the COR, and in accordance with this SOW.

2.4.4 The contractor shall set-up containers and roll-offs. The size and location of containers are based on past history and are not exact indicators of what may be required. The contractor shall ensure that all containers are clearly marked with the type of material accepted.

2.4.5 Upon COR approval, contractor to provide signage for all bins within the park.

2.4.6 Container Safety: The contractor shall furnish as needed roll off containers constructed for commercial use in sizes that meet all Occupational Safety and Health Administration (OSHA) safety standards.

2.4.7 Contractor furnished containers shall be maintained to ensure the containers are reasonably free of unpleasant odors, dirt, debris, and pests. All containers must remain in good and workable condition and be easily accessible to customers. The contractor shall perform all cleaning, painting, repair, and other maintenance tasks off site in accordance with local, state and federal guidelines.

2.4.8 All containers shall be bear-proof and be constructed of non-combustible materials and in good serviceable condition.

2.4.9 Roll-off containers must be designed to prevent water or snow from collecting inside.

2.4.10 All containers shall be able to withstand sustained winds up to 45mph and gusts exceeding

80mph, containers shall remain immobile during these conditions. Lids and closing devices must also be able to withstand these winds without opening and creating litter.

2.4.11 The contractor will replace unserviceable containers when directed by the COR. The contractor will remove the container from service and replace it within two working days of notification by the CO.

2.4.12 Any maintenance or cleaning of containers will be done out of the park and in accordance with local, state and federal regulations.

2.4.13 The contractor will replace or repair missing or deteriorated containers at no additional cost to the Government.

2.4.14 Containers shall be painted tan to match the color used on gov’t furnished recycle containers.

Cleaning of dumpsters shall be accomplished prior to painting. Additional re-painting of the dumpsters shall match the approved color scheme with COR approval.

2.4.15 Contractor to work with the COR, to designate bins each fall to be hauled off-site for sandblast, repair, paint, fresh sign labels, and have ready for spring distribution. Contractor to work with COR on scheduling the return of bins before they are needed, often before roads are open to the public.

2.4.16 Contractor shall provide roll-off recycling collection vehicles necessary to perform the work.

2.4.17 Contractor shall maintain all vehicles necessary to perform the requirements of this contract in reliable working condition. Vehicular repairs shall not be done in the park. The COR and/or Assistant COR (Inspector)may inspect the contractor’s vehicles at any time and direct the removal of any unsafe or objectionable vehicle from the Park.

2.4.18 Vehicles shall be maintained and cleaned to present a neat, professional appearance.

2.4.19 Contractor vehicles shall have the company name prominently displayed on both sides of the vehicle. All vehicles shall be registered, licensed, insured, and operated in accordance with the State of Montana by a licensed driver.

2.4.20 All vehicles used in the performance of this contract shall meet the local, state, and federal safety requirements. Vehicles found to be unsafe and unable to function as designed, shall be restricted from entering the park.

2.5 ENVIRONMENTAL and QUALITY CONTROL

2.5.1 Contractor’s Spill Plan. The contractor shall provide a spill plan that covers the actions the contractor will take in the event of a spill. A spill is defined as material coming from a recycling container or from one of the vehicles used in collection operations including municipal waste/recycling commodities, hazardous waste and fuels. The contractor must keep the park up to date with any changes in contact information noted on the spill plan.

2.5.2 Notification of Environmental Spills. If the contractor spills or releases any substance listed in 40 CFR 302 into the environment, the contractor shall immediately report the incident to the Contracting Officer and be familiar with and follow the Contractor’s Spill Plan (a copy shall be submitted at the pre-performance meeting). The contractor shall be held liable for the spill or release of such substances. The contractor is responsible for advising their employees of all Environmental and Hazardous Materials Handling and is also required to have and maintain Safety Data Sheets (SDS) on all materials that are required by State and Federal Laws and/or Regulations (reference OSHA requirements)

2.5.3 Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Federal, State, and local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations/requirements change during the term of this contract, the contractor shall comply with such laws/regulations as changed. If there is an increase or decrease in cost as a result of a regulatory change, the contractor shall immediately inform the Contracting Officer for possible modification of the contract. If nothing is submitted to the Contracting Officer within 30 days of the new requirement becoming law, it will be assumed that the contractor shall provide the extra service at no additional cost to the government.

2.5.4 Valid Customer Complaint Pickups. If recycle containers exceed ¾ full, and upon park notification, the contractor shall pickup refuse/recycling within 24-hours after notification by the COR.

2.5.5 Performance of Services During Security Crisis Declared by The Federal Government. Unless otherwise directed by an authorized Government representative, it is determined that recycling collection requirements under this statement of work are essential to be performed during a crisis.

2.5.6 Quality Control. The contractor shall develop and submit a plan for maintaining a quality program to ensure recycling services provide continuous, cost effective, and efficient collection and disposal of recycling materials. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. At a minimum, the contractor shall develop quality control procedures addressing the areas identified in the Service Summary (SS) of this SOW.

2.5.7 The contractor shall establish and maintain an office through which the contract manager or alternate(s) can be contacted during collection hours including weekends and holidays. The contractor shall provide the Contracting Officer telephone number(s) where service calls and complaints can be reported. The contractor shall also provide to the Contracting Officer the names and phone/cell numbers of contractor POCs for after business hours including nights, weekends, and holidays. This information will be kept updated by the contractor whenever personnel changes occur.

2.6 REPORTING and SUBMITALS

2.6.1 If an alternative method of collection is proposed to that being described, a full plan for an alternative method must be included in the bid proposal. The alternative method will be considered and is at the discretion of the COR and CO.

2.6.2 The contractor shall provide specifications as part of the proposal with proposed recycle container sizes. The submittal must include how the containers will meet the bear-proof standard of the park including how containers will be monitored in order to determine number of visits required to collect before reaching ¾ full.

2.6.3 The contractor shall establish routes and schedules for park collections as part of the proposal and submit to the COR for approval.

2.6.4 The contractor shall notify the COR of any conditions that may interrupt the schedule of performance such as vehicle breakdowns, adverse weather conditions, etc. Collections as a result of these delays shall be performed by the next possible workday.

2.6.5 Contractor cost proposal shall detail the following line items:

• cost of collection

• initial set-up

• signing

• refurbishing, maintenance

2.6.6 The contractor will submit an invoice through IPP monthly.

2.6.7 The monthly invoice must include a monthly Recycling Report showing commodities and quantities collected at each site for which the park is being billed.

2.6.8 The contractor shall provide the monthly Recycling Report to the Contracting Officer no later than the fifteenth working day of the month following the month covered in the report. This report shall show the total weight of each type of recyclable material collected by site and gross proceeds received for recyclable sales per type of material if available for the month.

2.6.9 Contractor shall provide an annual 12-month accounting summary of each commodity by January 2nd of each year.

2.6.10 The contractor must notify the government of any need or recommendation for changes with logistics at collection sites prior to acting. The government will notify the contractor of the same. Any adjustments are at the discretion of the government. Collection locations must not be added or changed by either party during the period of performance unless there is agreement by both parties.
