Solicitation (RFQ) No. 140P8321Q0004– Attachment 1 Barnes Point Electrical Upgrade – Olympic National Park (OLYM)
1. This document reiterates and emphasizes information in the Request for Quote (RFQ) package and is provided solely for the convenience of prospective offerors. Refer to the complete solicitation package for detailed requirements, which consists of the following documents:
• This document “READ ME FIRST” as Attachment 1
• SF-1442, Solicitation form as Attachment 2
• Terms-Clauses (FAR Uniform Contract Format Sections B through M - price schedule, provisions and clauses, instructions to Offerors, evaluation factors, etc.) as Attachment 3
• Dept. of Labor Wage Decision (construction wage rates) as Attachment 4
• Optional Experience and Past Performance Form to include with Offer as Attachment 5
2. Who can participate in this procurement?
This project is being solicited and will be awarded as a 100% Small Business Set-Aside in accordance with Federal Acquisition Regulation (FAR) Subpart 19.502-2. The NAICS code is 238210, “Electrical Contractors and Other Wiring Installation Contractors,” with an associated small business size standard of $16.50 in millions of dollars.
3. What is the estimated value?
In accordance with Federal Acquisition Regulation (FAR) Subpart 36.204, the estimated magnitude of this construction project is between $25,000 and $100,000. Offerors are advised this magnitude range is required in accordance with FAR 36.204 and is not the Government’s estimate.
4. What type of contract will be issued?
All work will be performed under a single firm-fixed-price construction contract subject to the Construction Wage Rate Requirements in FAR Part 22.4.
5. Will there be a pre-proposal site visit?
No. There will not be an organized site visit during this Request for Quote timeframe, however; Contractors are encouraged to visit the site to obtain a better understanding of the project. This project is located at the Olympic National Park and specifically the Barnes Point Developed area.
6. What types of bonds and insurance will be required?

7. System for Award Management (SAM) Registration Requirements The System for Award Management (SAM) is an official U.S. Government database of entities wishing to do business with the federal government. There is NO fee to register at this site. Prior to the solicitation closing date, all offerors must establish and/or maintain an active registration and complete the online representations and certifications at https://SAM.gov. Offeror shall have a SAM.gov registration status of “active” and have completed the representations and certifications (reps/certs) in SAM upon submission of offer in order to be considered eligible for award.
8. Where and how do I submit my proposal?
Submit your proposal by email to the Contracting Officer, Mickey Chisolm, at email address:
Mickey_Chisolm@nps.gov. Each email must be no larger than 20MG in size. Include the solicitation number in the subject line. If you need to send multiple emails, please indicate “email 1 of … “ in the subject line, along with the solicitation number (140P8321Q0004). Contracting Officer will sends a reply email to the Offeror, acknowledging receipt the proposal. However, it is still the Offeror’s responsibility to ensure the entire proposal package submitted is fully received.
9. When is my quote due?
Unless changed by amendment, your response date (the date proposals are due) is by the date and time specified in Item 13 of the Standard Form 1442, Solicitation, Offer, and Award. Refer to FAR clause 52.215-1. If the response due date is extended, the new due date and time will be stated in the associated amendment.
10. How will I know if the solicitation has changed?
The official electronic solicitation, that will be issued as a Request for Quotes (RFQ) will be posted as a synopsis/announcement at beta.SAM.gov formally known as FedBizOpps “FBO”. This RFQ includes the Standard Form 1442 (Solicitation form) and all associated attachments as references above. Prospective Offerors will be required to visit the beta.SAM.gov website periodically to check for amendments and other changes to the solicitation documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation.
11. How can I get more information?
• Read the full solicitation (Request for Quote) package first. If you have questions afterwards, send all questions in writing by email to Mickey_Chisolm@nps.gov. The Contracting Officer's mailing address is Olympic National Park, 600 East Park Avenue, Port Angeles, WA 98362.
• To ensure Offerors' questions are adequately addressed and appropriate action taken prior to submission of offer, questions must be received no later than FIFTEEN calendar days prior to the solicitation response date (the date that proposals are due) shown in the latest amendment. Questions and/or comments received after this time may or may not be addressed prior to the solicitation closing date. Note: Amendment(s) to the solicitation answering any questions relative to these documents will be timely posted at the beta.SAM.gov website.
