This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

The National Park Service, Olympic National Park has a requirement to remove multiple hazardous trees. Olympic National Park has identified approximately 222 trees adjacent to US 101 at Lake Crescent between mileposts 219 and 231.3 that are potentially hazardous. The trees vary in diameter, height, condition, and species. They are widely dispersed along the highway corridor and the requirements for removal of each tree varies in complexity. The contractor shall provide all personnel, equipment, facilities, transportation, tools, materials, supervision, and any other required items not identified here, necessary to safely remove approximately 222 hazard trees adjacent to US 101 at Lake Crescent between mileposts 219 and 231.3. Work will also include traffic control and removal of slash and logs.

The North American Industry Classification System (NAICS) Code for this requirement is 561730 - Landscaping Services and Small Business Size Standard for this NAICS code is $9.5 million.

Wage Rates: General Wage Rate Decision Number: Service Contract Act WD #: 2015-5545 State and County: Washington State with Counties Clallam and Jefferson.

This Request for Proposal (RFP) is a Total Small Business Set-Aside. Proposals are solicited only from small business concerns. This acquisition is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular (FAC) 2024-07 published in Federal Register August 24, 2024. Proposals received from concerns that are not small business concerns shall not be considered.

The Government anticipates award of a firm-fixed-price contract resulting from this solicitation.

Evaluation for award will be made in accordance with the simplified acquisition procedures outlined in FAR Part 13.106. The Government anticipates issuing a contract resulting from this request for proposal to the responsible Contractor whose proposal will be most advantageous to the Government, determined on statement of work, pricing, relevant experience, and other relative factors.

Instructions to offeror:

All responsible small business sources may submit a proposal, which shall be considered by the agency. The contractor must show within the proposal relevant experience by demonstrate the ability to successfully complete as followed; remove trees along identified project boundaries and understanding full scope of work. Award will be made as a firm-fixed-price contract.

The contract will be determined on statement of work and pricing, as acceptability for this requirement below. Award will be made to a responsible source pursuant to FAR subpart 9.1.

In order to have a proposal considered for award, respondent must be registered at the System for Award Management (SAM) website (https://www.sam.gov) as an active vendor at time of submitting proposal.
