About this file

This document is an Attachment detailing evaluation instructions for a Request for Quote (RFQ) for an HVAC repair project with the National Park Service. The solicitation (140P2125Q0073) seeks a Microsoft Unified reseller to perform network closet HVAC repairs, with proposals to be submitted electronically to Casey Winters via email by the specified deadline. Submissions are limited to 20 MB per email and must include complete pricing for all items listed in the requirements.

The RFQ will use a Lowest Quote Technically Acceptable (LQTA) evaluation approach, where quotes will first be assessed on price, and then the lowest-priced quote will be evaluated for technical acceptability. To be considered technically acceptable, vendors must be an authorized Microsoft Unified reseller and provide a detailed price quote matching the specified Contract Line Item Numbers (CLINs). The government intends to award the contract to the vendor submitting the lowest-priced, technically acceptable quote, with a systematic review process to identify the most suitable vendor.

52.212-2 EVALUATION – COMMERCIAL ITEMS (Nov 2021)

I. EVALUATION AND AWARD

Evaluation will be conducted using a Lowest Quote Technically Acceptable approach.

Quotes must include pricing for all the items identified in Section III, Description of Requirements and must be an authorized reseller of Microsoft Unified to be deemed technically acceptable. Price will be evaluated using the maximum total quantity of units listed in section III.

The Government intends to issue an order to the vendor who provides the lowest quote technically acceptable (LQTA) quote. All quotes provided will first be evaluated for price. The lowest priced quote will be evaluated for technical acceptability. If the lowest priced quote is technically acceptable, no further technical evaluation will occur. If the lowest priced quote is not technically acceptable, the second lowest priced quote will be evaluated for technical acceptability. This process will continue until the lowest priced, technically acceptable quote is identified.

The following factors shall be used to evaluate quotes: Price and Technical Acceptability.
