Performance Work Statement

August 11, 2022

RCA Point Reyes Receiving Station Vegetation Management Services for Point Reyes National Seashore

I. Project Background and Scope

The National Park Service (NPS) requires vegetation management treatments to approximately 98 trees located at the North District Operations Center (NDOC) within Point

Reyes National Seashore. The NDOC is also known as the Point Reyes Receiving Station

Historic District, a historic property listed on the National Register of Historic Places. The tree plantings and other vegetation contribute to the integrity of the site and the Monterey

Cypress allée is listed as a contributing resource. In addition to the historic status of the property, this location is frequently visited by park visitors who visit the location specifically for photo taking opportunities of and among the cypress tree allée. Both the health and visual aesthetic of individual trees and vegetative features at this site are therefore very important. The treatments required include pruning, renovation, and targeted removal in order to improve tree health, return certain trees to their intended form and function, and address identified hazard trees. Services shall include, but not be limited to, the furnishing of all materials, labor, equipment, tools, transportation, superintendence, qualified Arborist, and craftspeople to complete all work described herein.

Additional information to inform the work to be performed on individual trees that are to be treated are included in the Tree Inspections and Recommendations Report, the associated

Condition Assessment Forms, and Project Maps/Site Details, which are provided as separate attachments.

II. Work Requirements

In order to achieve the desired conditions, the following tasks shall be completed in performance of the contract:

A. Pruning‐ Besides those trees identified for removal or renovation, pruning work shall be performed for all numbered trees by or under the supervision of an International

Society of Arboriculture (ISA) certified arborist, according to the ISA A300/part 1 for tree pruning https://wwv.isa‐arbor.com/store/product/124/.

a. Utilize bucket trucks or lifts where safe and practical such as along paved driveway areas.

b. Utilize climbing arborist(s) for trees where safe for those trees that are inaccessible to large equipment.

c. Prevent undue compaction to root zone by utilizing sturdy work mats or similar, to disperse forces from tires and outriggers where necessary within tree root zone.

d. Prune to remove all dead, damaged, or diseased wood (see Figure 4 in Appendix of attached Tree Inspection and Recommendations Report).

e. Remove as much deadwood as possible for all tree canopies, from ½” in size and up.

f. Remove any broken, split, or otherwise damaged limbs and small branches of any size.

g. Remove any diseased or dying branches or foliage, dispose of all diseased material off site.

h. Prune to restore tree structure wherever possible by: removing crossing or rubbing branches, broken branches; reducing overly long and heavily end‐ weighted limbs back to smaller diameter branch.

i. Remove all ivy and encroaching vegetation from tree trunks to grade, below trunk flare.

j. Practice proper pruning techniques (see Figure 5, 6, &7 in Appendix of attached

Tree Inspection and Recommendations Report).

k. Sterilize all pruning tools between each tree or if pruning potentially diseased materials.

l. Utilize target pruning for all branches 1” in diameter or larger.

m. Always prune to outside of branch collar and at appropriate angle to minimize wound area.

n. Never “flush cut” against trunk or large branches.

o. Do not leave stubs.

p. Except where otherwise indicated, all vegetation debris shall be legally disposed of off‐site, including the recycling of all material when possible.

B. Renovation‐ Renovate all Myoporum (4001‐4012) (see Figure 9 in Appendix of attached

Tree Inspection and Recommendations Report). Based on the arrangement and location of the Myoporum trees/shrubs, it is assumed that the design intent was to create a hedge effect to screen views of the single‐story structures from the driveway turnaround area. Lack of maintenance pruning has allowed the trees to grow taller than the adjacent structures. To return these trees to their original intended form and function, renovation pruning shall be conducted.

a. Renovate all Myoporum by reducing (i.e. “topping”) their height and spread down to at or below the existing roof height of adjacent buildings to encourage new growth to emerge from the trunks.

b. Chip and spread removed parts around base of Myoporum trees as mulch.

c. Except where otherwise indicated, all vegetation debris shall be legally disposed of off‐site, including the recycling of all material when possible.

C. Removal‐ Remove six (6) trees. The trees to be removed are numbered 1022, 1058, 2007, 2008, 2009, 2010 and identified on‐site by flagging tape.

a. Except where otherwise indicated, all vegetation debris shall be legally disposed of off‐site, including the recycling of all material when possible.

b. Cut tree trunks flush with soil grade to avoid soil disturbance.
