1.0 Background

The National Park Service at Oregon Caves National Monument & Preserve, located in Josephine County, Oregon, has a requirement to replace three existing overhead garage doors.

The buildings are located within Oregon Caves National Monument & Preserve in the Historic District area. See description below for the work requirements.

2.0 Scope

All three doors will use heavy duty steel construction and will be insulated with minimum R16 or higher rating, will be painted with a park approved color “Sherwin Williams GP-7868 Cave Brown 2” and will have weather stripping to keep weather and rodents out. If the doors are not paintable then the park will choose a color submitted by the contractor. Suggested door manufactures: Raynor, Clopay or of equal quality and value.

All doors will have an external waterproof touch keypad entry system and at least two remote openers compatible with electronic garage door opener. In case of a power outage and a Keyed Release Disconnect Key Lock will be installed and needs to be compatible with a BEST LOCK core max 7 pin core system.

All doors will use tracked and/or spring system components from the same manufacturer.

Installation of all components are required by the contractor along with the removal of the old garage doors, all components, hardware and disposed of properly. All measurements shall be field verified before ordering and installation.

EXISTING CONDITIONS: Currently the Garage SAR Cache has two H 8’ X W 9’ X T 1 ¼” solid wood doors with roller hardware and no locking mechanisms except hasp locks. The Tractor Shed has H 8’ X W 7’ X T 1 ½”, metal door with window on roller hardware, they are both locate a few hundred feet apart from each other, in the historic district of the Monument and Preserve. Both sites have power.

3.0 Objectives

Remove existing doors and hardware

Install new doors and hardware

Install opening and locking mechanisms

Field test

Haul away old doors and any associated debris from job site (legally dispose of these items outside of the park)

Provide new door, hardware, opening and lock manufacturer data and warranty documentation

4.0 Tasks

The contractor shall employ personnel with the qualifications necessary to perform the tasks required.

1. It is anticipated that items currently inside the buildings will remain inside the buildings during removal and installation of doors. The contractor shall be responsible for securing items while work is being completed. Removal and installation of any of the 3 new doors must be completed in a single day, so that the building is not left unsecured overnight.

2. Removal and disposal of existing doors and hardware. If the doors can be recycled it is the responsibility of the contractor to do this and provide the park with documentation that it has been recycled.

3. Removal of doors and hardware.

4. Installation of doors based on the specifications of doors that are selected. Submittal of doors hardware, opening and locking mechanisms will need approval prior to installation and a selection of colors shall be provided by the contractor for NPS approval prior to installation.

5. Keep project site clean: Clean the project site and work area on a daily basis. Keep site free of waste and debris in proper containment. Properly dispose of all waste and debris offsite. At the completion of the work, clean all surfaces and remove all waste materials, trash, tools, equipment, machinery, and surplus items from the project site and legally dispose of all waste items.

5.0 Specifications

The National Park Service is required to meet environmental and efficiency standards.

Installation of all components is required by the contractor along with the removal of the old garage doors, all components, hardware and disposed of properly. It is the responsibility of the contractor to field-verify measurements before ordering and installation.

6.0 Delivery

The Contractor is responsible for all quality control to guard against defects and deficiencies in the work. Inspect and test work as needed to ensure that the quality of materials, workmanship, construction, finishes, and functional performance are in compliance with applicable specifications, drawings, building codes and standards.

CLOSEOUT SUBMITTALS:

Operation & Maintenance Manual(s) & Warranty Documentation: Submit operation and maintenance information including but not limited to a preventative maintenance schedule, operating instructions, product / material cut sheets, system diagrams, as-built drawings, progress photos, product warranties, and a one (1) year Contractor-issued warranty on all workmanship starting from the date of final acceptance.

7.0 Government-Furnished Property

No government furnished equipment will be provided.

Temporary Utilities: The following utilities / services are available for use at the project site:

Electrical Power Service: Electrical power service is available from facilities at or near the project site for use on the contract without charge. Provide all connections and extensions of services in a safe manner in compliance with NEC, NEMA, and UL standards and regulations.

Water Service: Potable water service is available from facilities at or near the project site for use on the contract without charge. Provide all connections and extensions of services with proper backflow prevention devices in compliance with AWWA standards and local regulations.

Sanitary Facilities: Restrooms are available at or near the project site for use on the contract without charge. Please keep toilet clean so as not to add extra work for maintenance staff.

Telephone Cellular Service: The project site has cellular service, but coverage is spotty.

8.0 Payment

At the conclusion of the project, the contractor shall submit one invoice electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP), at www.IPP.gov. Payment will be made by electronic funds transfer generated by the US Treasury.

9.0 Security

Park Entry: Vehicles associated with the Contractor shall be waived the entrance fee upon entering in a marked company vehicle or by providing the names of employees entering in personal vehicle(s). Please note that the entrance fee is waived only for the purpose of reporting directly to a specific work location. Any deviation for recreational purposes is subject to payment of required entrance fees. Prior to work commencing, contractor must: Provide the Project Manager with a listing of all contract personnel and their associated vehicles entering the park daily; Provide the Project Manager with a listing of anticipated deliveries for each week.

10.0 Place of Performance

This project is located at Oregon Caves National Monument & Preserve. Address is: Around 300 hundred yards from the Chalet Visitor Center at 21000 Caves Hwy, Cave Junction, OR 97523.

SITE VISIT: The contractor is encouraged to visit the site prior to providing a quote. LODGING: There is no lodging available at the site.

DIRECTIONS

Directions to Chalet Visitor Center (OCVC) from Grants Pass Oregon. Proceed on Hwy 99 till Redwood Hwy/OR-238, turn slight right. Take the 1st right onto Redwood Hwy/US-199 S for

28.34 miles. Turn left on Caves Hwy/OR 46, proceed for 19 miles to destination, paved road will lead directly to the Chalet.

Directions to Chalet Visitor Center (OCVC) from Crescent City California. Proceed to US-199, EXIT 794, toward I-5/Grants Pass 52 miles. Turn slight left onto US-199 N (Crossing into Oregon) proceed 48.29 miles. Turn right onto Caves Hwy/OR-46, proceed for 19 miles to destination, paved road will lead directly to the Chalet.

11.0 Period of Performance

Contract shall be completed within 120 days of award.
