About this file
This is a Scope of Work (SOW) for mold remediation services at Big Hole National Battlefield in Wisdom, Montana. The project addresses mold growth and moisture-related conditions in Housing Unit #202B (FMSS Location 31491), affecting approximately 75 square feet. The contractor must safely remediate mold-contaminated materials, restore the affected area to clean and serviceable condition, identify contributing moisture sources, and protect occupant and worker health in accordance with federal, state, and industry standards.
The SOW requires comprehensive pre-remediation activities including site verification, development of a site-specific Mold Remediation Work Plan and Health and Safety Plan (HASP), and establishment of containment areas with negative air pressure. The contractor must remove and dispose of mold-contaminated porous materials (drywall, insulation, trim) as required, clean non-porous and semi-porous surfaces using HEPA vacuuming and approved antimicrobial agents, operate HEPA-filtered negative air machines, maintain moisture control, and replace removed materials to match existing construction. Protection and control measures include work area isolation, appropriate personal protective equipment (PPE), and protection of adjacent finishes and occupants. Contaminated materials must be bagged, labeled, and disposed of according to local, state, and federal regulations. Post-remediation activities include detailed cleaning, visual inspection confirming no visible mold remains, and support for verification testing if required. The contract performance period is 60 calendar days from Notice to Proceed, with the housing unit currently vacant allowing scheduling flexibility. Deliverables include the Mold Remediation Work Plan, HASP, daily activity logs, waste disposal documentation, and a final completion report. Work must comply with EPA Mold Remediation guidelines, IICRC S520 Standard for Professional Mold Remediation, OSHA 29 CFR 1910 and 1926, and applicable state and local regulations. Acceptance criteria require completion of all tasks, no visible mold or debris remaining, and submission of all required deliverables.

1. Project Title Mold Remediation Services – Housing Unit #202B, Big Hole National Battlefield, Wisdom, Montana (FMSS Location 31491)
2. Background Big Hole National Battlefield has identified mold growth and conditions conducive to mold development within Housing Unit #202B (FMSS Location 31491) in Wisdom, Montana. The affected area is approximately 75 square feet. The mold is suspected to be associated with moisture intrusion, elevated humidity, and/or ventilation deficiencies within the housing unit.
This project is intended to remediate existing mold contamination, remove affected building materials as necessary, and reduce the likelihood of future mold growth to protect occupant health and preserve government housing assets.
3. Objectives
• Safely remove and remediate mold-impacted materials in accordance with federal, state, and industry standards.
• Protect occupants, workers, and the environment during remediation activities.
• Restore affected areas to a clean, dry, and serviceable condition.
• Identify and report contributing moisture sources.
4. Scope of Work Requirements
4.1 Pre-Remediation Activities
• Conduct a site visit to verify conditions.
• Review any existing mold assessment or indoor air quality reports (if available).
• Develop a site-specific Mold Remediation Work Plan and Health and Safety Plan
(HASP).
• Establish containment areas using appropriate engineering controls (e.g., critical barriers, negative air pressure).
4.2 Mold Remediation
• Remove and dispose of mold-contaminated porous materials (e.g., drywall, insulation, trim) as required.
• Clean and treat non-porous and semi-porous surfaces using HEPA vacuuming and approved antimicrobial agents.
• Operate negative air machines with HEPA filtration during remediation.
• Maintain proper moisture control and drying of affected areas.
• Replace removed materials to match existing construction, including installation of new drywall, tape and texture, priming, and painting to match adjacent finishes.
4.3 Protection and Controls
• Isolate work areas to prevent cross-contamination.
• Use personal protective equipment (PPE) appropriate to the level of contamination.
• Protect adjacent finishes, equipment, and building occupants.
4.4 Waste Handling and Disposal
• Bag, label, and dispose of contaminated materials in accordance with local, state, and federal regulations.
• Maintain clean egress pathways from containment areas.
4.5 Post-Remediation Activities
• Perform detailed cleaning of work areas.
• Conduct visual inspection to confirm removal of visible mold and debris.
• Support post-remediation verification or clearance testing (by others, if required).
• Remove containment and demobilize equipment.
5. Deliverables
• Site-specific Mold Remediation Work Plan
• Health and Safety Plan (HASP)
• Daily activity logs
• Waste disposal documentation
• Final completion report summarizing work performed
