This is a Basic Ordering Agreement (BOA) purchase description for the Rapid Acquisition Sustainment Program (RASP) at Crane Army Ammunition Activity (CAAA). The BOA establishes a multi-award vehicle for acquiring machined and manufactured parts, components, chemicals, paints, coatings, pallets, containers, hardware, and miscellaneous products supporting Defense Industrial Base operations. The BOA encompasses ten primary product categories across multiple NAICS codes, with the primary code being 332710 (Machine Shops; 500-employee size standard) and includes codes for fabricated metal products, plastics manufacturing, wooden containers, chemicals, paints and coatings, and miscellaneous hardware. The contractor must maintain active registration in the Joint Certification Program to access restricted documents and obtain CMMC Level 2 Certification by November 10, 2026, with conditional Level 2 Self-Assessment required at contract award. Failure to maintain these certifications will result in BOA termination or removal from the agreement.
All deliveries must be made to CAAA in Crane, Indiana during receiving hours of 0700-1430 by appointment only, Monday through Thursday. The BOA is valid for up to five years from execution and will undergo annual reviews to determine continued Government interest. Individual order-level RFQs will be issued to qualified contractors with standard posting durations of ten calendar days (minimum five, maximum thirty days as determined by the Contracting Specialist). Award determinations for each order will be based on evaluation criteria specified in individual RFQs using either Price Only, Lowest Price Technically Acceptable, or Best Value Tradeoff methodology. Contractors must demonstrate prior award history and demonstrated ability to supply the required items, maintain active SAM.gov registration without exclusions or pending litigation, and meet all applicable CMMC and technical requirements.
