ATTACHMENT 1 - STATEMENT OF WORK

1.0 BACKGROUND

The Bureau of Land Management (BLM) operates and maintains the Cliffside Helium Plant near

Amarillo, Texas. The Cliffside Plant is within a network of 19 operational natural gas wells. The natural gas is transported to the facility via a network of gathering lines between the wells and the Cliffside facility. The BLM utilizes a cathodic protection system to protect the wellfield gathering lines from corrosion. The current system includes five rectifiers/rheostat junction boxes, in addition to anode beds, test points and critical bond locations, and the BLM is also in the process of installing watchdog monitoring and communication systems.

The current cathodic system requires a baseline assessment to identify the system’s effectiveness and capability to meet published requirements and its suitability to protect the gathering lines and wells from corrosion. The BLM also has a requirement to perform bi-monthly and annual surveys of the cathodic protection system. This requirement includes inspecting and testing of the equipment and system to identify potential problems with the cathodic protection system and recommending maintenance, repairs, or improvements to the system.

1.1 QUALIFICATIONS

The Contractor shall have experience in similar work to this requirement, including performing pipeline potential surveys as well as identifying problems with cathodic systems and recommending solutions. Individuals performing field work shall be experienced in collecting data and performing visual inspections of cathodic protection system components.

Individual(s) performing data analysis and interpretation shall possess and maintain a NACE

Cathodic Protection Technologist CP3 or higher certification throughout the performance of the contract. Data analysis and interpretation personnel shall be identified as key personnel during the quote process and proof of certification shall be submitted with quotation package.

Key personnel cannot be changed during the contract without prior written approval from the

Contracting Officer. The Contractor shall submit a request for change of key personnel to the Contracting Officer at least thirty (30) days prior to the effective date of the change.

1.2 DESCRIPTION OF WORK

1. Requirements

a. Conduct an initial assessment and provide a comprehensive report. Evaluate current cathodic protection system operability, condition, and effectiveness, and provide a report detailing the condition status, identified discrepancies, and recommended corrective actions. The BLM is also requesting a summary of items needing replacement, an estimated cost of each component, and a priority recommendation for repairs. Should additional equipment be required to assure system effectiveness, this should also be considered in the evaluation and included in the report. Provide the BLM GPS data of the test points, critical bond locations, anode beds, rectifiers, and communication systems, as well as a KMZ file for the Wellfield.

At a minimum, elements or components to be considered in the evaluation include sufficiency and operability of:

i. Rectifiers, to include rheostat junction boxes

ii. Cathodic test points and critical bond locations, as applicable

iii. Anode beds

iv. Watchdog communication systems

b. Complete five (5) bimonthly and one (1) annual surveys of cathodic protection system for wellfield. A 20% random sample of test stations will be evaluated bi-monthly, and a 100% inspection of the wellfield will be completed annually.

Rectifiers and rheostat junction boxes will be 100% inspected on a bi-monthly basis, and a bi-monthly data report documenting bi-monthly and annual testing and inspection indicating equipment condition, deficiencies, and recommendations will be provided to the BLM. Each rectifier will also be thoroughly cleaned, and a custom report template will be produced for each rectifier to capture all the available information in addition to the basic performance parameters and included in the bi-monthly and an annual report.

c. This contract is solely for cathodic protection system inspection activities.

Corrective maintenance, repairs, and improvements will be identified through bimonthly and annual inspection reports and corrective actions and improvements will be completed by BLM staff, or other contractor personnel.

2. Deliverables –

a. Conduct an initial assessment of the current cathodic protection system and provide a report indicating: equipment condition, deficiencies, and recommendations. Provide a comprehensive report as outlined in section 1.2.1a.

above within 45 days of contract award.

b. Provide five (5) Bi-monthly and one (1) annual survey reports for the wellfield indicating: equipment, condition, deficiencies, and recommendations.

c. Provide the BLM GPS data of the test points and critical bond locations, and a

KMZ file for the Wellfield.

1.3 Reports

For each survey (bi-monthly or annual) completed the Contractor shall submit a summary report within seven (7) calendar days for bi-monthly surveys and fourteen (14) calendar days for annual surveys. Reports shall be submitted via e-mail to the COR and the CO. The report shall contain:

• All reading locations, date of reading, and values shall be provided to the BLM in an

Excel Spreadsheet.

• Any deficiencies found through readings and the recommended action to resolve the deficiency.

• Any designated test points that are not accessible.

• Any damage to government property found during performance of the survey

• All paper forms (if used) as well as an Excel Spreadsheet identifying the reading locations, dates, and values.

1.4 Location

The Cliffside Gas Field is approximately fifteen (15) miles northwest of Amarillo, Texas. There is a paved road from Amarillo and from the major highways to the center of the field.

1.5 Materials and services to be furnished by the Government

The Government will assure access to the well field and supply proper connections for contractor’s equipment that meets the general industry standards for commercial transport.

1.6 Materials and services to be furnished by the Contractor

Contractor shall provide all labor, equipment, and supplies needed to perform the outlined tasks stated above.

1.7 Period of Performance

Base period: Date of Award – 09/30/2024

Option period One: 10/01/2024 – 09/30/2025 (12 Months)

Option Period Two: 10/01/2025 – 09/30/2026 (12 Months)

Option Period Three: 10/01/2026 – 09/30/2027 (12 Months)
