About this file
This is a Statement of Work (SOW) for the United States Department of Interior Bureau of Land Management (BLM) Vale District covering emergency stabilization and rehabilitation (ESR) fence repair, installation, and removal across five fire areas in Malheur County, Oregon during 2026.
The project comprises three primary components: repair of 34.58 miles of existing permanent fence across the Little John and Rock Creek fires (7.85 miles and 26.73 miles respectively, requiring assessment and inventory with GPS documentation); construction of 10.55 miles of 3-strand temporary fence across the Butte and Cow Valley fires (4.88 miles and 5.67 miles respectively); and removal of 6.8 miles of temporary fence including t-posts, easy panels, and clips from the Willowcreek fire. Permanent fence repair requires matching existing specifications for wire spacing, wire type, and post spacing, with sections exceeding ¼ mile damaged beyond repair to be completely reconstructed. All fencing must meet specified standards for barbed wire (12-1/2-gauge galvanized with 2-point barbs per ASTM A 121), barbless wire (12-1/2-gauge galvanized per ASTM A 121), steel t-posts (ASTM A 702), wire stays, and corner/stress/end panels. Temporary fence installation utilizes 3-strand wire with specified clip-type fasteners and easy panels. The contractor must provide GPS documentation via Fence Construction Log template worksheets before payment, notify BLM seven days in advance of work locations, clean vehicles to prevent invasive species spread, work only when roads are dry or frozen, and deposit removed materials in orderly fashion at fence ends. Project access routes are specified for each fire area, with some requiring private road travel coordinated through BLM-provided landowner contact information. Work acceptance occurs upon satisfactory completion of deliverables and weekly progress reporting to BLM.

STATEMENT OF WORK
A. Description of Work:
Background: During the 2025 fire season, multiple fires in the Vale District of the Bureau of Land Management (BLM) caused permanent fence damage and the need for multiple new temporary fences.
These are necessary to maintain current grazing rotations, allow for proper livestock distribution, to protect livestock from roadways, and to provide temporary grazing rest within burned areas. Loose fence wire poses a risk to wildlife, livestock, and humans. The permanent fence will require some level of repair ranging from minor maintenance to total reconstruction. Adherence to provided specifications is required for both permanent and temporary fences.
Purpose: The purpose of this project is to repair permanent fence to continue current grazing rotations on unburned areas. The installation of temporary fence is to maintain grazing rotations, to prevent livestock from accessing roadways, and protect burned areas for rest. The Emergency Stabilization and Rehabilitation (ESR) objectives have been met at the Willowcreek fire area and is considered recovered enough for livestock use, the temporary fence will be removed for full return to grazing to occur within the fire area.
Objective: Modify and/or repair 34.58 miles of existing permanent fence on two (2) fires (Sheets 3-6) to repair wildfire damage. The extent of the damage to the permanent fence varies throughout the two fire areas. Construct 10.55 miles of 3-strand temporary fence on two (2) fires (Sheets 7-10). Removal of 6.8 miles of temporary fence, including t-posts, easy panels, and clips, on one (1) fire (Sheets 11-12).
The contractor will be responsible for following the specifications on the total reconstruction permanent fence sections and on the entirety of the new temporary fences. Removed temporary fence materials shall be deposited in an orderly fashion at each end of the temporary fence for easy pick up.
B. Project Locations:
The project is on lands administered by the Vale District BLM within Malheur County, Oregon.
