SPECIFICATIONS
3/14/2024
SECTION 3 TRAIL CONSTRUCTION
1.0. GENERAL
1.1. SCOPE OF WORK. The work to be performed is the complete construction of
The Lake Clark Visitor Center Access Trail section 3 as described in this solicitation.
The contractor shall furnish all necessary labor, materials, equipment, tools, transportation, and supplies to complete the project in accordance with the specifications, drawings, and provisions of this contract. The contractor will use the Alaska State Park
Trail Management Handbook (adapted from the USFS Trail Guidelines for trail construction guidelines. See below attachment. This trail is considered a Class 4 (Highly
Developed Trail). Refer to Table 3.1 for design parameters (slope, width, height, etc).
Section 3 is relatively flat.
1.1.1 Trail Section
(a) Section 3 consist of improving approximately 0.34 miles of the
“Lucy Loop Trail”. Hand tools and the use of chainsaws are allowed, but the use of mechanical equipment such as skid-steer or excavators are not. After the trail is staked, the archeologists from the Park will dig test pits along the routing before excavation can begin.
All work shall be performed to the satisfaction of the Contracting Officer or the
Contracting Officer's authorized representative (COR).
1.2. LOCATION. The work is located in Port Alsworth, Alaska at Lake Clark
National Park and Preserve.
1.2.1. Project Location. Port Alsworth on Lake Clark National Park and
Preserve. The trail begins approximately 500 feet south of the Visitor
Center
1.2.2. Access. Port Alsworth is a remote location is only accessible by Air and
Barge (limited access by barge).
1.2.3. Identification of Project Area. The general route of the trails are depicted on Tanalian Trail System Access Trails. The specific route is marked with survey flagging.
1.2.4. Start and Progress of Work. The Contractor shall begin work on the trail outside of the eligible wilderness. The woodlot road may be used for access for work on Section 3 (hand tools and chainsaws only).
1.3 DESCRIPTION OF WORK
(a) Felling, cutting, and trimming methods shall not cause bark damage to standing timber. If damage does occur to standing timber, repair or restoration shall be made to the satisfaction of the COR. Trees with major roots exposed by construction that are rendered unstable shall be felled and disposed.
(b) All stumps within the trail bed shall be removed. Stumps located between the edge of the trail bed and the edge of the trailway that cannot be cut flush within the finished slope, or are not tightly rooted, shall be removed.
(c) All rock smaller than .5 cubic foot and which protrudes above the gradeline of the trail shall be removed.
(d) All logs, limbs, lopped tops, and grubbed stumps and roots shall be scattered on the downhill side of and outside the clearing limits. Logs and large limbs shall be placed parallel to the direction of the slope.
The following are exceptions:
(e) Limbs, brush, and lopped tops from trees felled on the uphill side of the clearing limits shall be scattered below the trailway, except where the sideslope above the trail is less than ten (10) percent; such material may be scattered above the trail.
(f) Logs may be left on the uphill side of the trailway if they are placed so that they will not move into the clearing limits and they do not change natural drainage patterns.
(g) Debris from clearing and grubbing operations shall not be placed in streams, water courses, lakes, glades, or in a location that will impede flow through or from drainage facilities.
1.3.1. TREAD CONSTRUCTION
(a) This work shall consist of the excavation and placement of all excavated material from within the trailway limits. Included shall be the excavation and embankment construction required to shape and finish the trailbed, ditches, backslopes, fill slopes, and drainage dips.
General trail standards are included in the Alaska State Trails
Handbook.
(b) The trail tread shall be built to the dimensions and grades shown in
Table 3.1. The trail tread shall be constructed in a manner to positively shed water and prevent channeling, ponding, and pooling at all times.
(c) The trail tread shall be approximately in the middle of the cleared area.
MINOR deviation in the trail alignment and grade will be permitted to avoid or minimize disturbance of physical terrain.
(d) No excavation of solid rock shall be required. Solid rock shall be considered a piece larger than .5 cubic feet. MINOR deviation of the trail alignment shall be permitted. Rocks smaller than .5 cubic foot in size shall be placed beyond the trailbed edge on the downslope side.
Placement and distribution shall ensure no blockage of drainage. Any rock along or above backslopes that becomes unstable as a result of excavation shall be removed and disposed of as specified.
(e) Organic matter including leaves, duff, surface roots, and stumps shall be removed from the tread and spread not more than four (6) inches in depth and placed so as not to obstruct drainage. Roots will need to be removed from the tread.
(f) Figure A.3 will be used to determine typical the typical cross section for the hill in Section 1. 80% of the hill will be 30% - 50% sideslope.
(g) All disturbed soil within the trailbed shall be re-compacted. Finished slopes shall conform reasonably to the existing grade.
(h) Wetland/Water crossings – We do not have any wetland or crossings that will require culverts or bog bridges.
2.0 QUALITY ASSURANCE
(a) Qualification of Bidders. Those submitting bids to do this work must have experience constructing trails in Alaska and working in remote locations including work within designated wilderness areas. The work must be relative to the size and scope of this project. be able to demonstrate an understanding of trail construction and use concepts and should possess some experience in the construction of hiking trails.
(b) Pre-work Conference. A pre-work conference at the Lake Clark
Maintenance Office is required between the Contractor and
Government representatives before beginning work under this contract.
(c) Inspection of Services. Final inspection will be schedule when all sections have been completed. The COR will be onsite regularly to inspect and to address questions from the Contractor.
3.0 PAYMENT AND PERIOD OF PERFORMANCE
(a) Invoice Procedures. This will be a lump sum bid.
(b) The performance period is estimated July 1, 2024 - June 30, 2025.
4.0 PROSECUTION AND COMPLETION
4.1 SUBMITTAL PROCEDURES
(a) Before the issuance of Notice to Proceed, Contracting Officer will arrange an administrative Pre- Construction Conference meeting with Contractor at a location TBD. The meeting will include the contractor and any/all major subcontractors. The meeting agenda will include the following:
(i) Roles and Responsibilities
(ii) Key Personnel
(iii) National Park Service regulations
(iv) Documents required under the contract
(v) Subcontractors
(vi) Labor standards provisions
(vii) Modifications
(viii) Payments to Contractor
(ix) Payroll reports
(x) Technical Issues
(xi) Correspondence procedures
(xii) Acceptance/Rejection of Work
(xiii) Construction Meetings
(xiv) Submittal of shop drawings, project data, and samples
(xv) Accident prevention program (including name of responsible supervisor)
(xvi) Accident reporting
(xvii) Saturday, Sunday, holiday and night work
(xviii) Tentative construction schedule
(xix) Notice to Proceed
(b) The following items shall be submitted a minimum of one week prior to the
Preconstruction Conference.
(i) Letter designating Project Superintendent.
(ii) Construction Schedule, normally in bar chart form
(iii) Accident Prevention Plan.
(iv) A list of Subcontractors for this project if any.
(v) Quality Control Plan.
(c) Shop Drawings, Product Data, and Samples:
(i) Provide a complete list of materials and equipment to be installed as part of this project including all necessary cut-sheets to fully represent their use and purpose.
(ii) Forward submittals to Contracting Officer or their designee at least 10 days before need for approval. Transmit each submittal electronically in PDF format. When the submittal review is completed an email notification will be sent to the Contractor. No extension of the Contract
Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including re-submittals.
(iii) Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward submittals that are related to or affect one another as a package to facilitate coordinated review.
(iv) Contracting Officer reserves the right to require submittals in addition to those called for in individual sections and on the drawings.
(v) Contracting Officer or their designee will indicate approval or disapproval of each submittal and the reasons for disapproval.
(vi) After Contracting Officer's review, revise and resubmit as required.
Identify changes made since previous submittal.
(vii) Any work done before approval shall be at Contractor's own risk.
(d) Approved Equals: For each item proposed as an "approved equal," submit a separate request. With each request submit supporting data, including:
(i) Drawings and samples as appropriate.
(ii) Comparison of the qualities of the proposed item with that specified.
(iii) Changes required in other elements of the work because of the substitution.
(iv) Name, address, and telephone number of vendor.
(v) Manufacturer's literature regarding installation, operation, and maintenance. Describe availability of maintenance service, and state source of replacement materials.
(e) A request for approval constitutes a representation that Contractor:
(i) Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
(ii) Will provide the same warranties for the proposed item as for the item specified.
(iii) Has determined that the proposed item is compatible with interfacing items.
(iv) Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.
(v) Waives all claims for additional expenses that may be incurred as a result of the substitution.
(f) Manufacturer's Installation Instructions: When contract documents require compliance with manufacturer's printed instructions, provide one complete set of instructions for Contracting Officer and keep another complete set of instructions at the project site until substantial completion.
4.1.1 CONTRACTOR USE OF PREMISES
4.1.1.1 On-Site Work Hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated. Weekend and Holiday hours are not allowed without prior approval by the Contracting Officer or their designated representative.
4.1.1.2 Storage – Staging Areas: Confine Storage of materials and equipment to the project area.
4.1.1.3 Housekeeping: Keep project neat, orderly, and in a safe condition at all times.
Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work. Dispose of waste materials legally outside of the park
4.1.1.4 Construction Camp: Establishment of a camp within the park will not be permitted.
4.1.1.5 Existing Utilities: Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.
4.1.1.6 Utility Interruptions: Notify Contracting Officer not less than 2 days in advance of proposed utility interruptions.
4.1.1.7 Hazard Control: Take all necessary precautions to prevent fire during construction. Provide adequate ventilation during use of volatile or noxious substances.
4.1.1.8 Nonsmoking Building: Smoking is not permitted within the building or within 50 feet of entrances, operable windows, or outdoor air intakes.
4.1.1.9 No signs or advertisements shall be displayed on the construction site or within the park.
4.1.2 RESOURCE PROTECTION
4.1.2.1 All natural, archaeological, and historical features and artifacts are protected. Do not take or collect anything without a permit.
4.1.2.2 Confine all operations to work limits of the project. Prevent damage to natural and historic surroundings. Restore damaged areas, at no additional expense to the Government.
4.1.3 FIELD VERIFICATION: Field verify all new and existing dimensions affecting the work of this contract before ordering products. Any discrepancies between construction specifications and field conditions shall be brought to the attention of the Contracting Officer before work is to be performed. Any work that is performed without notifying the Contracting Officer will be done at the Contractor's own expense.
4.1.4 CONSTRUCTION MATERIALS:
4.1.4.1 All contract materials shall be Contractor furnished from outside the park.
4.1.4.2 Temporary materials may be new or used, but must be adequate in capacity for the required usage, must not create unsafe conditions, and must not violate requirements of applicable codes and standards.
4.1.5 SAFETY
4.1.5.1 Contractor shall have a safety program that meets all federal, state, and local requirements.
4.1.5.2 Equipment or tools not meeting OSHA requirements will not be allowed on the project. Comply with contract clause entitled "Accident Prevention". In case of conflicts between Federal, State, and local safety and health requirements, the most stringent shall apply. Failure to comply with the requirements of this section and related sections may result in suspension of work.
4.1.5.3 QUALIFICATIONS OF EMPLOYEES:
4.1.5.3.1 All employees must be physically qualified and able to perform their assigned duties in a safe manner.
4.1.5.3.2 Do not allow employees to perform work whose ability or alertness is impaired because of prescription or illegal drug use, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
4.1.5.3.3 Operators of vehicles, manlifts, etc. shall be able to understand signs, signals, and operating instructions, and be fully capable of operating such equipment. Provide operating instructions for all equipment. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
4.1.5.4 ACCIDENT REPORTING: A project reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100. Notify Contracting Officer immediately in the event of a reportable accident. Within 7 days of a reportable accident, fill out and forward to Contracting Officer an Accident/Property Damage
Report (Form CM-22). Form may be obtained from the Contracting Officer.
4.1.5.5 SAFETY MEETINGS
4.1.5.5.1 Prior to beginning work, have a safety meeting with all personnel and the COR to review the Accident Prevention Plan.
4.1.5.5.2 As a minimum, conduct daily 15-minute "toolbox" safety meetings.
4.1.5.6 FIRE AND LIFE SAFETY: Comply with the requirements of NFPA 241
(Standard for Safeguarding Construction, Alteration, and Demolition Operations).
No smoking within 50 ft of buildings
4.1.6 SCHEDULE: Submit schedule for review and approval. Schedule must be submitted prior to the
Notice to Proceed.
4.1.7 OPERATION AND MAINTENANCE DATA: Submit components of the system, servicing requirements, record drawings, inspection data, test reports, replacement part numbers and availability, location and contact information for service.
4.1.8 PROJECT CLOSEOUT
4.1.8.1 Cleaning: Remove all tools, equipment, surplus materials, and rubbish. Restore or refinish surfaces of existing facilities that are marred, scratched, or damaged due to the work of this contract to match original condition. Remove grease, dirt, stains, foreign materials, and labels from interior and exterior finished surfaces. Rake grounds to pick up any construction debris. At time of final inspection, project shall be thoroughly clean and ready for use.
4.1.8.2 Closeout Submittals: Submit before final inspection request.
4.1.8.3 Project Record Drawings: Provide the park with two sets of final Operations &
Maintenance manuals including as-built system drawings and panel wiring diagrams.
4.1.8.4 Substantial Completion and Final Inspection: Submit written certification that project is substantially complete, and request in writing a final inspection. Contracting
Officer will make an inspection within 10 days of receipt of request.
4.1.8.5 When Contracting Officer determines that the work is substantially complete, he will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of
Substantial Completion.
4.1.8.6 If Contracting Officer determines that the work is not substantially complete, he will immediately notify Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection.
4.1.8.7 Acceptance of the Work: After all deficiencies have been corrected, a Letter of
Acceptance will be issued.
4.1.8.8 Post Construction Inspection: Before expiration of warranty period, Contracting Officer will inspect project and notify Contractor in writing of all deficiencies.
