Statement of Work (SOW) Project: Wrangell St Elias Passenger

Elevators Update

GENERAL INFORMATION

1.0 Scope of Work: Wrangell St Elias Administration building and Visitor Center building currently have Dover Elevators that were installed in 1997 that need modernization as replacement parts are no longer available. This contract is for the services of an elevator company to modernize by replacement of elevator controls and mechanicals for the passenger elevators at the Wrangell St Elias National Park and Preserve (WRST), Copper Center, AK. Mile 106.8 Richardson Hwy, 99573. This would include latest modern power and logic controller with full ADA and latest IBC and ANSI Code compliancy. New controller will support all current codes regarding fire service and accessibility. New power unit. All push button controls (in car and out) shall be replaced and brought up to ADA and fire service specifications.

2.0 Background: Elevators were installed in 1997. Administration building elevator services a basement floor, 1st (ground), and 2nd (top) floor. Visitor Center elevator services a basement floor and 1st (ground) floor. Our concerns are with door cables/operator, parts availability for obsolete components and to provide a safe elevator for the passengers. Elevators are currently due for a five-year safety test.

Completion of this modernization will include all required testing to put into elevators back into service after modernization including any required testing.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks: Existing fixtures do not meet ANSI Code and shall be replaced with the following but not limited to:

Controller Specification

• Emergency Power Capabilities – Battery Lowering Unit

• Digital Position indicator

• Fire Service Features Compliant with the current IBC and ANSI Codes

• Solid State Starter

• On Board Diagnostics

• 208 VAC supplied electric

• Programmable car homing

Power Unit shall include the following features:

• Pump

• Motor

• Elevator Valve

• Oil level site gauge

• Shut off valve kit for the pit and the machine room

• Necessary sheaves, bushings and belts

• Pump/Valve manifold

• Tank with new biodegradable hydraulic fluid

• Muffler

• New biodegradable hydraulic fluid

• Compatible with 208 Volt 3 phase power

Main Car

• Signage for Capacity, Fire Service instructions and Elevator

Designator

• All pushbuttons and key switches necessary for the current or added features

• Built-in emergency light

• New 6v alarm bell

• Phase II Fire Service in locked cabinet per current Code

• Independent Service, Fan, Light & Hoistway Enable

• Permanently mounted Braille

• Brushed stainless steel face plate

• ADA phone system

• Certificate Window

• Digital Position Indicator in Car Station

• Fixture Type: PB1 – Universal

• #4 Stainless Steel Finish

• Cab Wiring

• Replacement Guide shoes and mounting plates for TK/Dover Rails

Hall Push Button Stations & Accessories

• One terminal station with hoistway access at lowest landing

• One terminal station with hoistway access at top landing

• Intermediate hall stations at all other landings

• Phase I Fire Service to be located at the main egress

• Fire Service plates with instructions will be located at each landing per Code

• #4 brushed stainless steel face plates will cover each station

• Hoistway jamb Braille will be installed at Code height for each elevator.

Door Equipment

• Electro-mechanical interlock provided at each hoistway; door operator arranged in case of power failure the doors can be opened by hand from within car in accordance with applicable code.

• New Door operator

• Interlocks

• Gate switch

• Door edge detector/light curtain

Miscellaneous Items

• New travel cable and wiring will be provided to meet the needs of the new controller and fixtures.

• Drawings will be provided along with three sets of owner’s manuals upon completion of the modernization.

• All necessary permits, data tags, testing and inspection upon completion

The end goal is to have modernized passenger elevator for WRST satisfying Handicap Code/ADA, the Fire Code and the current ANSI Codes. Contractor must have minimum documentable ten (10) years elevator experience. Quote shall include minimum of 3 references related to recently completed work.

4.0 Government Furnished: On-Site Work Hours: Limit work in the existing building to normal business working hours of 7:30 a.m. to 5:30 p.m., Monday through Friday, unless otherwise approved. 1. Weekend Hours: Must be coordinated with Owner’s site representative. 2. Early Morning Hours: Must be coordinated with Owner’s site representative. 3. Hours for Utility Shutdowns: Must be coordinated with Owner’s site representative. 4. Hours of extreme noise activities must be coordinated with the Owner’s site representative. Contractor shall remove all old/replaced materials to be recycled or disposed of. Contractor shall keep a clean and orderly work area and leave the work area as clean or cleaner than when starting work.

5.0 Deliverables / Schedule: The contractor is required to provide written progress reports monthly for the period of the project duration. The progress report shall cover all work completed during the specified period and shall present the work to be accomplished during the subsequent period. This report shall also identify any problems that arose and a statement explaining how the problem was resolved.

This report shall also identify any problems that have arisen but have not been completely resolved and provide an explanation.

6.0 Contractor’s Key Personnel: Certified elevator contractors with 10 years of experience with upgrading with modernization projects

8.0 Period of Performance: Anticipated completion within 365 days of award

9.0 Evaluation Factors:

• Price

• Technical: Technical is the factual documentation of the firm’s ability to meet the specifications.

• Prior experiences: Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, along with providing three examples of their firm’s most recent projects within the past five years of similar size and scope.

EVALUATION NON-COST AND PRICE FACTORS, WHEN COMBINED ARE
