STATEMENT OF WORK

Imperial National Wildlife Refuge (NWR) Southwest Arizona National Wildlife Refuge Complex (NWRC)

Maintenance Shop Repairs Yuma, Arizona

March 2024

BACKGROUND SUMMARY/NEED

Imperial NWR is a remote station located in southwestern Arizona. The Refuge protects wildlife habitat along 30 miles of the lower Colorado River in Arizona and California, including the last un-channeled section before the river enters Mexico.

The refuge maintenance shops and grounds require maintenance, repairs, and upgrades. Due to environmental/solar exposure the following building exterior elements require repair, maintenance, removal, and or replacement: stucco system, window louvres, wood elements, steel elements, steel support columns, roof flashing, non-functioning roof mounted solar hot water panels and four overhead doors. The refuge also requires the following internal demolition and upgrades:

removal of an under slab hydraulic fluid tank, a new shop exhaust fan, a new restroom exhaust fan and a new electric vehicle lift. The Refuge also needs a new vehicle shade structure.

PROJECT NEED DESCRIPTIONS

1. Exterior Stucco Repair: Refuge desires to patch all exterior spalling and cracks then apply an elastomeric color coat to the entire maintenance shop. Color to match existing. Contractor to provide a stucco manufacturer’s specification and color to refuge staff for approval – prior to ordering.

2. Exterior Window Louvres: Refuge desires the 5 exterior louvered windows be sanded and painted.

3. Exterior Wood Building Elements: Refuge desires to scrape, sand, prime and paint all building exterior wood elements. These building elements are located at the maintenance buildings attached vehicle carport. There are three structural beams, 2x rafters and decking. Color to match existing metal roof. Contractor to provide paint product manufacturer’s specification, and color to refuge staff for approval – prior to ordering.

4. Exterior Steel Elements Repair: Refuge desires to sand, prime and paint all exterior steel building elements. Elements include eaves, columns, roof rake flashing, and all roof exhaust elements and vents. Color to match existing metal roof. Contractor to provide manufacturer’s specification for paint type and color to refuge staff for approval – prior to ordering.

5. Adjacent Equipment Shade Structure: Refuge desires to replace the nine existing square steel support columns. Each new column should include a saddle at the column to beam connection, and a base plate to anchor column to NEW concrete pier. Color to match existing shade structure steel elements. Contractor to provide paint product manufacturer’s specification, and color to refuge staff for approval – prior to ordering. Contractor to dispose of old columns and concrete piers.

6. Hydraulic Fluid Tank Removal: Refuge desires the removal and disposal of an existing hydraulic fluid storage tank. Refuge believes the tank size is 50 gallons.

Contractor to cut, remove and dispose of existing maintenance concrete slab area to remove the tank and then install new concrete patch. Install reinforcing steel to match existing and dowel new concrete patch to existing slab.

7. Welding Shop Exhaust Fan: Refuge desires a commercial shutter mount exhaust fan for an existing louvred window. Minimum Specification: Shutter Mount Exhaust Fan, 1 Speed, 4700 cfm, 115V. Contractor to verify existing window opening dimensions. Contractor to provide product manufacturer’s specification, and color to refuge staff for approval – prior to ordering.

8. Bathroom Exhaust Fan: Refuge desires a new restroom exhaust fan: Minimum spec to be – Minimum 200 cfm Max Air Flow, 1 speed, 8.5 sones, medium profile, 120V AC. Contractor to provide product manufacturer’s specification, and color to refuge staff for approval – prior to ordering.

9. Shop Garage Doors: Refuge desires the four Maintenance Shop overhead doors be serviced to correct locking mechanisms, tracks, and door wheels.

NOTE: Prior to submitting a proposal, government strongly suggests contractors conduct a site visit to assess existing conditions and take field measurements.

Upon completion of project, and before staff final walkthrough, contractor to clean entire site (interior and exterior) of all project waste and debris.
