About this file
This document is a Fuel Supply and Delivery Specification for off-road #2 diesel fuel required by the National Park Service for the Alpine Visitor Center in Rocky Mountain National Park. The contract period runs from June 1, 2026, through May 31, 2027, with up to four optional years available. The primary fuel requirement is 2 percent certified diesel biofuel for off-road use with a premium diesel fuel additive at concentrations specified by the biofuel manufacturer. Fuel deliveries are needed during the main visitation season from May through October. The delivery location is situated 28 miles west of Estes Park, Colorado, at approximately 11,796 feet elevation on U.S. Highway 34, accessible via narrow, steep, winding roads subject to seasonal closures and hazardous conditions including snow, ice, and poor visibility. Contractors must call (970) 586-1222 to verify road conditions before delivery attempts, and should expect delays up to five hours each way. The NPS is not responsible for charges if the hauler must reschedule due to road closures.
The fuel tank is a single 4,000-gallon underground double-wall fiberglass reinforced plastic tank. Deliveries of approximately 2,000 gallons occur four times during the season: prior to Memorial Day, during the week of July 4th, the first week of August, and during Labor Day week. Tank operations include spring fluid removal, fall fuel removal of approximately 350–500 gallons, and tank inspections before each delivery. The hauler/supplier assumes all responsibility for product ownership and transportation until delivery into the NPS tank, including liability for any spills and compliance with EPA, OSHA, and Colorado Department of Transportation regulations. Safety requirements mandate daily vehicle inspections, proper operator licensing with applicable endorsements, employee safety training, and physical operator presence at the fill port during unloading. Invoices with certified calibrated dispenser delivery tickets and pre/post tank stick dip measurements must be submitted to Building #828 (1000 US Highway 36, Estes Park, CO 80517) or by email within seven days of delivery. Pricing should be based on current market value with economic price adjustment provisions.

FUEL SUPPLY AND DELIVERY SPECIFICATIONS
OFF ROAD #2 DIESEL
Alpine Visitor Center
Rocky Mountain National Park
1 GENERAL
Contract to deliver bulk fuel. This fuel will be used to run off-road, fixed, primary power generators, at the
Alpine Visitor Center in Rocky Mountain National Park. The period of performance for this contract shall be
June 1, 2026 through May 31, 2027, and likewise for each option year awarded. Fuel is needed during the main visitation season which shall be defined as May through October. However, many variables influence access including snow depths, weather, periodic road closures, park operations and impacts from uncontrollable variables such as wildfires. This contract is for 1 base year with up to 4 option years.
2 ACRONYMS
CDOT (Colorado Department of Transportation)
CO (Contracting Officer)
COR (Contracting Officers Representative)
EPA (Environmental Protection Agency)
OSHA (Occupational Safety and Health Administration)
NPS (National Park Service)
3 FUEL TYPE
2 percent certified diesel biofuel for off road use with a premium diesel fuel additive in a concentration required by the biofuel manufacturer. Provide documentation of purity and grade of fuel on each delivery invoice.
4 DELIVERY LOCATION AND ENVIRONMENTAL CONDITIONS
The delivery site is located 28 miles west of Estes Park, Colorado on U.S. Hwy 34. The location is accessible from both US Hwy 34 and 36; however, US Hwy 34 is the preferred access route. See attached map of approximate delivery location. These roads are narrow, steep, winding and range in elevation from approximately 7,800 feet at the park boundary to a high point of 12,183 feet above sea level. The delivery location is at approximately 11,796 feet above sea level. The road is closed seasonally, and when open is frequently heavily congested and at any time can experience poor driving conditions including rain, snow, ice, sleet, hail, fog and other hazardous road conditions including wildlife. Expect delays up to 5 hours each way due to congestion, road construction and/or other traffic delays. The road may be closed due to weather or other conditions; thus, the hauler/supplier must call for current road conditions at (970) 586-1222 before attempting delivery. Conditions at this altitude and environment can change quickly; hence the NPS is not responsible for any charges if the hauler/supplier needs to reschedule delivery due to the road closing between checking and arrival for delivery. The NPS will provide snow removal over the fill port for the first delivery only; the hauler/supplier shall be responsible for snow removal over the fill port for deliveries the rest of the season if and as needed.
5 BIO DIESEL FUEL DELIVERY DETAILS AND SCHEDULE
Period of performance for this contract is defined as May through October. Delivery time frame is Monday through Friday, between 6 AM to 6 PM, excluding Holidays, unless approved in advance by the NPS COR.
The fuel tank is a single, 4,000-gallon, underground, double wall, fiberglass reinforced plastic tank. Fill ports are located at finished grade directly over tank. The hauler/supplier shall perform a general inspection and stick
NPS Diesel Fuel Specifications Page 2 of 2 dip the tank prior to delivering each load, including verification of proper venting. The hauler/supplier shall be prepared to remove, contain and properly dispose of any condensation or fluid present in the tank prior to delivering fuel. The hauler/supplier shall notify the NPS COR of any observed deficiencies or issues with the fuel tank, vent, fill port and/or the removal of any fluid. The hauler/supplier shall include the cost of water/fluid removal and disposal with the delivery invoice. In the fall, the hauler/supplier shall be prepared to remove, contain and properly dispose of any remaining fuel in the tank at the end of each season, approximately shortly following the Columbus Day holiday. The hauler/supplier shall include the cost for removal and disposal, or credit for removal and reuse of recaptured fuel at the end of each season on an invoice. The NPS estimates between approximately 350 to 500 gallons of fuel may be needed to be removed at the end of the season. The
NPS COR will coordinate the scheduling of end of season fuel removal with the hauler/supplier based on weather, facility operations, periodic road closures, de-activation operations and other variables.
In the case the NPS alters, replaces and/or changes the configuration, size or other features of this fuel tank and delivery system—including the fill port location, the requirement for the hauler/supplier to remove fluid in the spring and fuel in the fall may change and hence the contract may be modified or terminated accordingly.
An approximate delivery schedule is presented in TABLE 1. Delivery schedule may be adjusted during the period of performance, and especially in the spring and fall, based on snow depth, spring opening operations, weather, facility operations, periodic road closures, fall de-activation operations and other variables. Changes will be coordinated with the hauler/supplier and the NPS COR. Delivery volume may be adjusted lower in the case a load of 2,000 gallons cannot be delivered into the tank because it is too full (more than 48 inches of product in the tank or more than 50 percent of the 4,000-gallon tank capacity), or higher if more fuel is required.
Tank shall not be filled over 90 percent capacity per NFPA 30 22.11.4.5.
TABLE 1: Delivery Schedule: 2,000 Gallon Loads
Load# Gallons Delivery Week-of Description
1 2,000 Week prior to the Memorial Day Holiday in May
2 2,000 Week of July 4th Holiday
3 2,000 First week of August
4 2,000 Week of Labor Day in September
6 PRICING AND INVOICING
Provide pricing based on current market value and thresholds for economic price adjustments for future pricing per delivered gallon per the schedule in section 5, including all other requirements and specifications.
The hauler/supplier must provide a delivery ticket from a certified calibrated dispenser on the truck for each fuel delivery. The hauler/supplier must also record a tank stick dip measurement in inches before and after each fuel delivery on each delivery ticket. This is also required for any removal of fluid prior to the first delivery in spring and for removal of fuel in the fall. The delivery invoices shall be dropped off at the Facility
Management office (building # 828) located just west of Estes Park (970) 586-1231 at 1000 US HWY 36, Estes
Park, CO 80517, or sent by e mail to the COR, within 7 days of delivery. Points of contact and email recipient may be altered due to changes in park staffing and/or operations, and will be coordinated by the NPS CO or
COR.
7 REGULATORY COMPLIANCE
The hauler/supplier assumes all responsibility as owner and transporter of the product until it is delivered into the NPS tank and is solely responsible for any spill during the loading, transport and delivery of the product.
This includes but is not limited to, immediate notification of the NPS as well as all required local state and federal regulatory authorities, should a spill of 25 gallons or more occur. For small spills less than the
NPS Diesel Fuel Specifications Page 3 of 2 reportable quantity of 25 gallons, the contractor shall notify the NPS as soon as possible after cleaning up the spill using EPA methodologies and to industry standards. The hauler/supplier assumes total liability and responsibility for all cleanup costs, fines or any damage or impacts to park facilities or other resources as a result of any size spill. The hauler/supplier is responsible for compliance with any and all federal and CDOT regulatory requirements, licensing, permits and/or placards that may be required to accomplish the work.
Operators of vehicles shall be properly licensed for the vehicle used for this work including applicable endorsements.
8 SAFETY
The hauler/supplier is responsible for the overall safety of this job. It is the hauler/supplier’s responsibility to know and comply with all applicable EPA, OSHA and CDOT regulations, as well as accepted industry safety standards for tanker hauling, fuel transport and handling. The NPS is not exempt from EPA, OSHA and CDOT requirements. The hauler/supplier will provide proper safety equipment and training for workers on site, and ensure that employees are physically capable to perform their assigned duties in a safe manner. Transport vehicles will be inspected daily before delivery and only used if they are road worthy and capable of safely delivering the product. The NPS reserves the right to request documentation from the hauler/supplier for vehicle compliance and inspections, as well as employee certifications and training. There shall be no smoking or use of e-cigarettes or vaping devices during the unloading of the product. During filling operations, the operator shall be physically present at the fill port site in such proximity to be able to respond immediately if an issue arises or a spill occurs, not in the cab or out of site of the fill port. Special attention shall be paid to the vent prior to delivering the first load to ensure it’s proper functionality.
