SCOPE OF WORK

NATIONAL PARK SERVICE
KATMAI NATIONAL PARK & PRESERVE
INSTALL FIRE SUPPRESSION SYSTEMS IN EMPLOYEE HOUSING
BROOKS CAMP, ALASKA
4/1/2025
Background
The purpose of this services contract is to demolish the existing fire suppression systems and install an International Building Code (IBC) and International Fire Code (IFC) compliant fire suppression systems in up to five (5) employee housing units that support the Katmai National Park and Preserve (KATM) located in Brooks Camp, Alaska.
Objectives
The Contractor shall furnish the necessary personnel, material, equipment, and services (except as otherwise specified), to design and install new IBC and IFC compliant wet-pipe fire suppression systems in up to five (5) residential employee housing facilities located in Brooks Camp, Alaska. The existing fire systems must be demolished and all materials removed from the Park. The facilities are in close proximity to each other, their locations are shown on the attached Site Map (Attachment 1).
The units are sized as follows:

This project will include demolition of old systems, design, installation, testing, and certification of the new fire suppression and alarm systems.
During the performance of the work, the contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness and progress of work. The facilities may be occupied by employees and tenants, and coordination will be necessary to complete the work. The park will require a 48-hour notice to the primary POC prior to any on-site activities.
Period of performance 9/1/2025 – 9/30/2026. The work on the residences will be completed during the shoulder seasons from April 15 - May 30 and/or September 1- September 30. Work shall be performed during regular Park hours, from 7:00 a.m. to 7:00 p.m. Work performed outside of those hours to be scheduled with National Park Service personnel and shall require a 24-hour notice. The housing units do contain furnishings.
A 2” diameter insulated HDPE water line continuously circulates water to each residence from April 15 to September 30 of each year. The water line enters the building in the crawl space beneath the occupied areas of each facility. These systems are purged and winterized at the end of each season.
This Scope of Services applies to one site visit for the purpose of site inspection, and all travel required for the purpose of completing the work associated with this contract. It is the responsibility of the contractor to verify that all the information provided in this solicitation is accurate.
Basic utilities such as water and wastewater, and electrical services will be available at no charge to the selected contractor. The site is generally accessed by plane.
All work is to be completed in accordance with the Scope and Specifications, and all applicable Codes and Standards. The Contractor shall, without additional expense to the Government, be responsible for obtaining necessary licenses and permits, and for complying with any and all applicable federal, state, and borough laws, codes, and regulations pertaining to the performance of the service that is to be rendered.
The Contractor shall take proper safety and health precautions to protect workers, the public, and property. The Contractor shall provide the Government all requested reports, and supporting material developed during the performance of the work. The Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness and progress of work. The Contractor shall ensure protection during work, and restoration (if damaged), of building finishes, tenant property, furnishings, etc.
Description of Tasks:
1) Demolish the existing fire suppression systems in the cabins selected for new fire suppression systems.
2) Design and Install Wet Fire Suppression systems in Five Valley Housing Units Base bid: VR-11, VR-13, and VR-14 Option 1: VR-15 and Option 2: VR-12 to meet IBC, IFC and other current code and safety requirements in these facilities located in Brooks Camp, Alaska.
3) Fire suppression systems shall consist of sprinkler systems that allow for draining of the system at the end of each summer season.
4) Furnish and Install fire alarm systems to meet current codes and fire safety standards.
5) Upon completion of work, contractor shall test all systems, and alarms to ensure proper function, and shall provide commissioning service to ensure all facets of the newly constructed systems are operational. Testing and inspection shall be recorded on NPS forms included in this solicitation.
6) Upon completion, contractor shall inventory the newly installed fire suppression and alarm systems on government provided inventory forms and provide photographs of the completed installation.
7) As-Builts of the installed systems will be required for final payment.
8) Provide system design information on riser nameplate or placard to include design flow, minimum system pressure, and pressure at riser base.
9) Provide current inspection certificates for the newly installed fire suppression systems.
10) Removal off-site of demolition and construction waste and subsequent sale, recycling, reuse, or deposit in landfill or incinerator acceptable to authorities having jurisdiction.
List of Equipment
The Contractor shall furnish all labor, management, supplies, equipment and material, and perform all tasks necessary for performance of the work.
Government Furnished Materials
Contractor to furnish all materials.
Hazardous Materials
No hazardous materials have been identified for this project.
Re-performance of Service
When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract requirements at no additional cost to the government.
Non-Payment for Additional Work
Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.
Quality Assurance
The Government may utilize a Quality Assurance Surveillance Plan (QASP) throughout the life of the contract to ensure that the Contractor is performing the services required by this Scope of Services in an acceptable manner. The use or nonuse of any quality assurance methods by the Government will not constitute a waiver of or excuse from contract requirements. The Government may implement or change quality assurance measures at any time during the term of the contract. Surveillance methods may include 100% inspection, periodic inspection, random sampling, or customer input.
Period of Performance
The anticipated period of performance for the resultant contract is from September 1, 2025 through September 30, 2026. Testing and certification of the system shall occur prior to the end of the period of performance and in coordination with Park Service personnel.
Warranty
Provide one-year warranty from date of substantial completion.

Submit the original invoice to the Invoice Processing Platform (IPP), https://www.ipp.gov/ and a copy, via email, to the COR.
Monthly Progress payments shall be made on this Contract on estimates of work accomplished which meets the standards of quality established under the contract.
Partial Payment will not be authorized for this contract.
Contracting Officer’s Authority:
The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:
(1) Direct or negotiate any changes in the Statement of Work or specifications;
(2) Modify or extend the period of performance;
(3) Change the delivery schedule; or
(4) Otherwise change any terms and conditions of this contract.
The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
