Description of Work
The contractor shall provide all labor, transportation, materials, equipment, supervision, and incidentals necessary to:
1. Base Items:
• Work includes Road Reconditioning, Full Depth Reclamation, Pavement Patching, Double Course Chip Seal, Culvert Replacement, and Gate installation.
• Two 24” culverts and one 18” culvert will be replaced, one 24” CMP on Burton Flat
Road and one 24” and one 18” CMP on Miners Creek Road.
• Two gates will be installed on a material staging area adjacent to Miners Creek Road, restricting unauthorized access to staged materials.
• Road Reconditioning is intended to perform brushing and cleaning ditches for maintaining line of sight and drainage on the identified road systems. Limits for brushing are shown in the plans, as are standard dimensions for ditches.
• Full depth reclamation is intended to repair failed chip seal surfacing and will be performed at a depth of two to six inches. The two-inch reclamation is the minimum depth for replacing the chip seal surfacing in the identified road segments. The greater depths of reclamation are for the repair of deeper potholed areas and areas of suspect subbase, identified by heavy patching. Miners Creek road will receive the full depth reclamation on the entire length of chip sealed surfacing. Burton Flat Road will have 4 segments of full depth reclamation totaling 1.17 miles where the road has excessive potholing and patching. Full Depth Reclamation for Burton Flat Road will be staked in the field by BLM staff.
• Pavement Patching is intended to repair potholing on Burton Flat Road at MP 1.77.
• Install double course chip seal on 6.52 miles of roads, 3.57 miles of which needs full depth reclamation (2.4 miles Miners Creek Road and 1.17 miles on Burton Flat
Road). Double course chip seal will be installed after Full Depth Reclamation and
Road Reconditioning.
2. Option Item 1: Pavement maintenance for Spencer Creek Road including Road Reconditioning, Asphalt patching (pothole repair), crack sealing and slurry sealing on approximately 4.10 miles of road.
3. Option Item 2: Remove Cattle Guard. The existing cattle guard on Burton Flat Road that is missing a frame and associated fencing making the guard nonfunctional so the guard can be removed.
4. Option Item 3: Install 18” CMP Miners Creek Road. Option to install a new cross drain culvert on Miners
Creek Road at MP 1.17. Some additional design work needs to be done to determine if the culvert is necessary.
Location: Work under this contract is located in Klamath County, Oregon, in the Klamath Falls Resource
Area of the Lakeview District, Bureau of Land Management (BLM). BLM road number(s) 38-5E-
21.1(Burton Flat), 38-6E-32.0 (Miners Creek) and 39-6E-5.0 (Spencer Creek). The work location is shown on the drawings.

PREFACE
Delete the Preface and substitute the following:
These Standard Specifications for the Construction of Roads and Bridges on Federal Highway Projects are issued primarily for constructing roads and bridges on Federal Highway projects under the direct administration of the Bureau of Land Management. These specifications are cited as "FP-14" indicating "Federal Project"
Standard Specifications issued in 2014 and contain both United States Customary and Metric units of measure.
When designated in a contract, the FP-14 becomes part of the contract and binding upon all parties to the contract. Construction contracts of the Bureau of Land Management are also governed by the following regulations:
● Federal Acquisition Regulation (FAR), Title 48, Code of Federal Regulations, Chapter1
The FAR regulations are not included in the FP-14. A complete copy of the FAR is available from the
Superintendent of Documents, Congressional Sales Office, U.S. Government Printing Office, Washington, DC
20402.
U.S. Customary units of measure are used in the FP-14 as provided in the November 25, 2008 Memorandum from Jeffrey F. Paniati entitled Update on Metric Use Requirements for FHWA Documents. Metric units are noted in parentheses following the U.S. Customary Units. The references to Metric or Metric units apply only when the project or portion of the project expressly calls for Metric units of measure.
