Subject: Discussion of Existing Hazardous Materials Findings for 44 multiple non-historic structures for CACO 304727 Demolish Excess Structures to Improve Safety, Operations, and Promote Financial Sustainability Project
Dear Ms. Claster, WSP USA Inc. (WSP) is pleased to submit this updated summary to the National Park Service (NPS) detailing a review and evaluation of existing hazardous material reports and memoranda provided to us by NPS as well as our visual investigation of all properties.
BACKGROUND
The 44 structures for which a review of existing reports was conducted include: twenty five (25) structures at the Highlands Center, three (3) Mitre sites, sixteen (16) individual residential properties (including 2 foundations). These structures are over 60 years old, of low-quality construction, and present an immediate health and/or safety hazard. Many of the buildings are structurally compromised. The scope of this project is to remove/demolish these structures, their utilities, and impervious surfaces and to grade to natural conditions to allow restoration.
WSP reviewed all information related to Asbestos Containing Materials (ACM), Lead-based Paints (LBP), PCBs and Universal Waste which was provided by the NPS, in order to determine what additional testing and further documentation is required for the structures in this project’s scope of work.
On May 23rd through May 26th, 2022 WSP conducted a visual investigation of all properties for suspect hazardous materials to verify and supplement the findings from existing reports and memoranda.
REVIEW METHODOLOGY
All inspection and sampling data, laboratory analysis reports, assumptions, sample location plans (if any), licensing and certification information was reviewed. If not enough information or sampling of specific suspect hazardous materials was conducted that information was noted in the summary tables.
If the sampling and analysis of suspect materials recorded in existing reports did not conform to current federal and state sampling requirements and regulations, that information was noted as well. In such cases, these materials must be assumed to be hazardous until additional sampling is performed or the material is treated as hazardous.
The updated summaries of information related to ACM, LBP, PCBs and Universal Waste inspections found in existing reports is provided in table format in Appendix 1.
VISUAL INVESTIGATION METHODOLOGY
A thorough visual investigation of all suspect hazardous materials at all structures in the project scope of work was completed to determine the validity of results from the existing reports and to determine if they missed other suspect materials. In the absence of sampling of suspect materials for laboratory analysis, the suspect materials were assumed (presumed) to be hazardous. The suspect/assumed ACM, LBP, PCBs and Universal Waste were documented for locations, quantities and condition, as applicable.
CONCLUSION
A. Summary of Existing Information
In summary, there were some existing reports which listed confirmed ACM and confirmed Non-ACM materials, but did not have any supporting documents such as field data logs and chains of custody, lab analysis reports, sample location drawings, etc. Other Letters/memoranda noted that there were no ACM but again, with no supporting documentation.
There were several existing reports which listed inspection/testing results for suspect Lead-based Paints.
There were also Letters/memoranda which noted that there was no LBP but with no supporting documentation.
B. Summary of Field Visual Investigation
During the visual investigation of all suspect hazardous materials by the WSP team, many more suspect hazardous materials (specifically asbestos and lead paints) were found in all properties than were previously documented.
The updated ACM, LBP, PCBs-Universal Waste Inventories have sub-total quantities, where appropriate, based on the visual investigation and sub-total quantities based on previously provided information.
1. Summary of ACM
The total quantities of ACM at the Highlands Center based on visual investigation are approx.
471,000 SF (square feet) and 28,000 LF (linear feet), which is almost 3 times the quantities calculated based on reports provided by NPS.
The total quantities of ACM at the Mitre Sites based on visual investigation are approx. 54,000 SF and 1,500 LF. No quantities were given in reports provided by NPS.
The total quantities of ACM in Private Homes based on visual investigation are approx. 130,000 SF, 4000 LF and 90 CF (cubic feet). No quantities were given in reports provided by NPS.
2. Summary of LBP
The total quantity of LBP at the Highlands Center based on visual investigation is approx. 22,000 SF, which is 1.4 times higher than the quantity calculated based on reports provided by NPS.
The total quantities of LBP at the Mitre Sites based on visual investigation is approx. 4,000 SF. No quantities were given in reports provided by NPS.
The total quantities of LBP at the Private Homes based on visual investigation is approx. 12,000 SF. No quantities were given in reports provided by NPS.
3. Summary of PCBs and Universal Waste
In general, more universal waste items such as light fixtures, ballasts, water fountains, refrigerators and thermostats were found during visual investigation than was reported in information provided by NPS. However, the comparative difference is not significant.
In summary, the difference between previously reported ACM and LBP and assumed suspect ACM and LBP found during visual investigation is sufficiently great to warrant a full inspection including sampling of and laboratory analysis of all suspect materials.
If you have any questions, or require additional information, please do not hesitate to contact us.
Sincerely yours, Michael Gelfand Timothy Higginson Manager, Industrial Hygiene & Hazmat Services, Project Manager Earth & Environment
