1.0 Introduction & Background

Point Reyes National Seashore, a unit of the National Park Service (NPS), is required to maintain and annually certify all fire extinguishers in Government office and workspace buildings. The certification must be compliant with OSHA and NFPA 10 Standards. There are approximately 130 five-pound fire extinguishers located in Government buildings in the park unit area and the park estimates approximately 15 ‘2.5lb extinguishers’ located in vehicles, which may need a recharge and inspection due to vehicle motion over time. The park also requires the inspection of on-site suppression systems located in the facility division’s hazardous materials storage areas.

2.0 Scope of Work

The contractor must perform an inspection on all portable Government office building fire extinguishers gathered and centralized by the Government, from throughout the 70,000-acre park and the hazardous material suppression systems, located in the facilities area. The inspection is required by OSHA certification standards to identify any needed service requirements, as well as any repairs needed. The Contractor must complete any needed service and repairs, so that all extinguishers are OSHA certified. There are approximately 130

Inspect & Service Fire Extinguishers, 2024, Point Reyes National Seashore five-pound fire extinguishers. Every fire extinguisher needs a certification tag for the 2024 calendar year. Most fire extinguishers are ABC extinguishers. There are approximately 15 Clean Agent Fire Extinguishers for areas of sensitive electronic equipment. There are an estimated 20 fire extinguishers due for hydrostatic testing and estimated 25 requiring a recharge. 20 of the needed recharges are of the 5lb standard ABC dry chemical extinguishers and two are the 2.5lb. One 5lb Halotron extinguisher also requires a recharge. The park would also like to anticipate the need for an additional 15, 2.5lb extinguishers, which may need recharges from movement in Government vehicles.

The Contractor shall bring all required tools, necessary to perform work on-site, to the park headquarters area. The Government will approve removal of extinguishers to a specialized facility for hydrostatic testing and for clean agent recharges.

3.0 Objectives

1) The first objective of this project is to fulfill certification requirements, by having all Government office building portable fire extinguishers inspected and serviced as needed to meet OSHA certification requirements.

2) The second objective is to provide required cyclical service and inspection certification to three fire suppression systems, located in the hazardous materials storage locker area of the park’s facilities division within the park headquarters area.

3) The third objective is to provide a projection of service records to plan the scope of work for the following year’s inspection service.

4.0 Tasks

The work under this contract includes:

Item 01 Fire Extinguisher Inspection and Tag Certify (130 count portable +/- 3%)

Item 02 Recharge 5lb fire extinguishers (20 count +/- 3%) Item 03 Recharge 2.5lb fire extinguishers (17 count +/- 3%)

Item 04 Broken/worn parts replacement (Clips, Pins, O Rings) per inspection as needed

Item 05 Hydrostatic Testing 5lb (20 count +/- 3%) Item 06 Inspection/Certify hazardous material Suppression systems at facilities (3 count) Item 07 Recharge Clean Agent (1 count +/- 3%) Item 11 (Option Item) Purchase of new replacement five-pound (5lbs) Item 12 (Option Item) Purchase of new replacement two and one half pound

Item 1 - The Contractor must visually and physically inspect the 130 five-pound portable fire extinguishers and place the standard and required inspection tags with appropriate date information. Pin ties with the inspection calendar year performed are also preferred.

Item 2 - The Contractor must inspect and recharge 5lb fire extinguishers due for that service (20 count), as determined by labeling on previous tags by the preceding inspector. The provider must be able to perform a standard recharge on-site.

Item 3 - The Contractor must inspect and recharge 17 2.5lb fire extinguishers due for that service, as determined by labeling on previous tags by the preceding inspector, or for those vehicle fire extinguishers which have lost their charge due to vehicle motion. The provider must be able to perform a standard recharge on site.

Item 4 - The Contractor shall perform the standard checks on fire extinguishers as part of the required inspection process and will determine if parts, such as O ring seals, clips and pins are broken or worn and need replacement. The Contractor will replace those parts as required for certification.

Item 5 - The Contractor may remove the 20 fire extinguishers requiring hydrostatic testing, off site to another facility. The Contractor must transport the fire extinguishers for testing and shall deliver them back to the park within a specified time-period (See period of performance).

Item 6 – The Contractor must inspect and perform work to certify three suppression tank systems, attached to hazardous materials lockers, at the park headquarters area and may remove part of the system requiring hydrostatic test to an off-site facility to complete work.

The suppression systems include two pyro chem PCI-15 tanks and one pyro chem PCI-25 system attached to hazardous materials lockers. All three tanks are due for inspection.

Item 7 – The Contractor must inspect and perform work to certify one Clean Agent Fire extinguisher, which may be removed from the park to another off-site facility as required to complete inspection and certification work for this specific type of system.

Item 11 (Option Item) – Purchase of new replacement five-pound (5lbs) if repair costs on a broken extinguisher and/or time interval servicing exceeds the cost of a new fire extinguisher it may be a benefit to the Government to purchase a new replacement fire extinguisher. Total amount to be purchased will be determined by COR after completion of base line items 1 through 7.

Item 12 (Option Item) – Purchase of new replacement two and one half pound (2.5lbs) vehicle fire extinguishers if repair costs on a broken extinguisher and/or time interval servicing exceeds the cost of a new fire extinguisher it may be a benefit to the Government to purchase a new replacement fire extinguisher. Total amount to be purchased will be determined by the COR after completion of base line items 1 through 7.

Item 13 (Option Item) – Purchase of new replacement Clean Agent fire extinguishers if repair costs on a broken extinguisher and/or time interval servicing exceeds the cost of a new fire extinguisher it may be a benefit to the Government to purchase a new replacement fire extinguisher. Total amount to be purchased will be determined by the COR after completion of base line items 1 through 7.

Item 14 (Option Item) – This option item will be exercised if repairs are needed on the hazardous materials suppressions systems. The total amount of repairs that will be completed will be determined by the COR after completion of base line items 1 through 7.

5.0 Delivery

- The Contractor shall schedule work no later than two weeks after contract award date to be performed on four consecutive days between July 15, 2024 and September 15, 2024.

- The on-site portion of the work must be completed at the park headquarters Red Barn training facility, at the address:

- The extinguishers removed from the park will be returned, OSHA certified with CY 2024 tags, to the COR at the above address, no later than 15 business days after the last on-site workday.

- A report of completed work will be provided to the COR/NPS Representative upon completion of the project.

- A report of projected CY 2025 inspection work – i.e., # of hydrostat, # recharges will be provided to the COR/NPS Representative, upon completion of the project.

- The Contractor must work with onsite COR, or Government project representative to place completed and tagged fire extinguishers at the correct identified area in the Red Barn training center, (organized by work Division and Building), so the Government will be able to easily return them to the proper building locations upon completion of the work.

6.0 Government Furnished Property

- The Government will provide indoor space for the contractor to perform inspection work. The Government will ensure all portable park building fire extinguishers are brought to one location at park headquarters, in the large Red Barn office training center, prior to the contractor’s arrival. The extinguishers will be organized and labeled by work Division and Building.

- The Government will provide outdoor parking space for one large van or truck style

Contractor work vehicle for any work needing to be performed outside the building.

- The COR/NPS Representative will assist the Contractor with locating the three hazardous material locker suppression systems within the Bear Valley headquarters area which require key access.

7.0 Security

Not applicable to this project

8.0 Place of Performance

- Point Reyes National Seashore – 1 Bear Valley Road, Point Reyes Station, CA 94956. Red Barn Training Facility.

- Contractor shall choose location of facility and must transport only the extinguishers needing off-site inspection for hydrostatic testing, or clean agent site and off-site locations must be determined by the Contractor.

9.0 Period of Performance

The Government will schedule the awarded contract within two weeks after award announcement. The project will be scheduled to take place on dates between August 5, 2024 – November 15, 2024. The on-site work must occur within four consecutive business days and fire extinguishers removed off-site must be returned within 15 business days from the last on-site work performance day.

10.0 Contract Administration

Payment:

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP) at https://www.ipp.gov/. The Contractor shall submit all invoices through www.ipp.gov within 30 days of work completion. Failure of the contractor to upload an attached copy of the invoice and any requested documentation through IPP.gov will result in invoice being rejected.
