About this file

This document outlines quarantine protocols for arrivals to Midway Atoll National Wildlife Refuge. The quarantine protocol requires all residents and visitors to Midway Atoll to be fully vaccinated against COVID-19, including recommended boosters. Upon arrival, individuals will be tested for COVID-19 and must quarantine for their first five days on the atoll. During quarantine, strict mask requirements, social distancing, and limited access to communal facilities like the Clipper House dining hall apply. On the sixth day, individuals will be retested, and if negative, full access to the atoll and interaction with other residents and guests will be permitted. Non-compliance with quarantine protocols may result in immediate home quarantine or expulsion from the atoll on the next available flight.

The related federal contract opportunity is for the delivery of rip rap, stone, and rock to Midway Atoll in 2023. The solicitation was issued by the U.S. Fish and Wildlife Service for the Midway Atoll National Wildlife Refuge.

Midway Atoll NWR Quarantine Protocol

QUICK REFERENCE

September 2022

ALL RESIDENTS AND VISITORS TO MIDWAY ATOLL MUST BE

FULLY VACCINATED AGAINST COVID-19*

* This provision may not apply to certain contractors such as our air carrier.

In addition to being fully vaccinated (primary series completed PLUS all boosters that someone is eligible for, according to the CDC), you will be tested for COVID-19 prior to boarding the plane to Midway. If you test negative, you will be allowed to board the plane. You must wear a facemask for the duration of the flight and in the Signature lobby.

Once on Midway, please follow these guidelines for the first full 5 days of your time on

Midway; for night flights this is usually Wednesday through Sunday with testing on Monday morning and for day flights this is usually Tuesday through Saturday with testing on Sunday morning:

1. Always wear a facemask (Bandanas, scarves, and buffs are not acceptable) when you are around other people, including other quarantined individuals, and in any building, other than your private accommodations.

2. Maintain a social distance of at least 6 feet from other people when practicable. You will have unlimited access to the island and buildings except for the Clipper House; see below.

3. Clipper House Dining Facility will be available to you; however, timeframes for access to serve yourself will be limited and you must eat outside, at Captain Brooks or take your meal to-go (please see mealtimes on page 3). You MUST wash your hands before entering the facility. You MUST wear a mask while inside. You MUST use utensils to touch food items. While eating outside with others in quarantine, minimize the amount of time you have your mask off to eat and spread out to try to maintain a 6-foot spacing while eating. Only quarantined individuals will be allowed to eat outside.

4. On the 6th day of your stay on Midway, you will be tested again by the Physician’s

Assistant for COVID-19. For day flights this is usually Sunday morning and for night flights this is usually Monday morning. If you test negative, you have completed your quarantine and you may fully interact with all island residents and use all facilities, including the Clipper House.

If you begin to feel ill at any time, please consult the Physician’s Assistant (X802 or X837).

Midway Atoll NWR Quarantine Protocol

July 12, 2022

Introduction: Welcome to Midway Atoll! Midway Atoll is extremely remote with limited access to regular air transportation. Our medical resources are also limited. The following rules are designed to greatly reduce the risk of introducing the coronavirus to the residents and guests of Midway Atoll.

Flight to Midway:

1. You must be fully vaccinated (all primary series and recommended boosters of the

COVID vaccine) to travel to Midway. Note: Some contractors are exempt from this requirement such as our air carrier.

2. Do not forget to bring your passport as you will need it upon return to Honolulu.

3. Wear a facemask while in the Signature Air waiting room and maintain 6-foot social distancing as much as possible.

4. A USFWS Manager will have you take a rapid COVID-19 test; you will also be asked to show your COVID-19 vaccination card. If you test negative, you will be allowed to board the plane as directed by the flight crew.

5. Wear a facemask for the duration of the flight, except while drinking or eating, and upon deplaning at Midway Atoll.

6. Do not deplane until invited to do so; continue wearing your mask until you arrive at your designated residence.

7. A quick orientation will be given upon arrival to Midway. For anyone who is new to the island, there will be a mandatory orientation the next morning.

5-day Island Quarantine

8. Facemask Use:

Per the CDC: “Masks are made to contain droplets and particles you breath, cough, or sneeze out. Masks and respirators can provide different levels of protection depending on the type of mask and how they are used. Loosely woven cloth products provide the least protection, layered finely woven products offer more protection, well-fitting disposable surgical masks and KN95s offer even more protection, and well-fitting

NIOSH-approved respirators (including N95s) offer the highest level of protection.”

“Whatever product you choose, it should provide a good fit. Fitting closely over the face without any gaps along the edges or around the nose. It should be comfortable enough when worn properly (covering your nose and mouth) so that you can keep it on when you need to.”

Acceptable mask types:

• N95

• KN95

• Surgical or procedure mask

• Cloth mask

Bandanas, scarves, and buffs are not appropriate mask types and therefore will not be accepted as such.

Always wear a facemask inside buildings, other than your private residence.

All residents are encouraged to wash and sanitize their hands regularly.

9. Social Distancing:

During the entire quarantine period (5 days), maintain a social distance of at least 6 feet and preferably 10 feet from all island residents including other people in quarantine.

10. Clipper House Dining Facility:

You will be able to dine at the Clipper House following these rules:

Because all island residents gather at the Clipper House and the food service is buffet-style, you will have limited access to the inside of the building for 5 days. Quarantined individuals will have access to the Clipper House at the end of each meal period. Non-quarantined individuals will be encouraged to eat at the beginning of the meal period.

ALL individuals are to thoroughly wash their hands before entering the facility.

Quarantined individuals must wear a mask while inside the Clipper House and avoid touching any foods by only using utensils to serve themselves. For example, do not touch ice cream cones or bread with your bare hands. Once you have served yourself, you will need to eat outside on the picnic tables, eat inside Captain Brooks, or take your meal to-go. Only quarantining individuals may sit outside. Once outside you may remove your mask to eat but replace your mask after eating if you continue to socialize with others. Please space yourself at least 6 feet apart on the picnic tables. When you are finished with your meal, you must wear your facemask to re-enter the Clipper House to take your plates, silverware, and cups/glasses inside to place in the proper location.

Quarantine Breakfast Hours: M-Sat. 7:15 am to 7:45 am

Quarantine Lunch Hours: M-Sat. 12:15 pm to 12:45 pm

Quarantine Dinner Hours: All week 5:45 pm to 6:15 pm

Quarantine Sunday Brunch Hours: 9 am to 12:30 pm

11. Violation of Midway’s quarantine rules:

Violation of the quarantine rules will result in immediate home quarantine and possible expulsion from the island on the next available flight.

12. Completion of 5-day quarantine:

After 5 days of quarantine, you will be tested by the Physician’s Assistant for COVID-19. If you test negative and remain healthy, you will have full access to the Island and other residents beginning on day 6. If you test positive, you will be isolated from the rest of the residents and guests on the Island.

Departing Flights to Honolulu, Hawai'i:

Passengers must wear a facemask for the duration of the flight to Honolulu except to eat and drink. You will be provided a facemask if you do not have one.

This protocol will be reviewed monthly by the project leader to ensure the health and safety of all

Island residents.
