About this file

This document is the Department of Defense Lodging Adequacy Standards, effective October 1, 2024, establishing mandatory requirements for all DoD lodging facilities.

The standards comprise seven sections covering traveler safety and security, quality, financial protections, and convenience. Safety standards require compliance with NFPA 101 fire codes, federal laws, ADA/ABA accessibility standards, DoD antiterrorism requirements, documented emergency plans, and 24/7 security protocols for off-installation facilities. Quality standards mandate 24/7 staff availability, non-smoking facilities, free high-speed internet, HVAC temperature control between 65-80 degrees Fahrenheit, exercise facilities, ice machines, and washer/dryer availability. Guest rooms must include commercial mid-grade furnishings, bedding with two pillows and sheets, lighting, microwave and refrigerator/mini-fridge units, coffee makers, in-room safes, televisions (minimum 40 inches), guest-controlled HVAC, workspace with writing surfaces, and full-length mirrors. Bathrooms require private facilities with eco-friendly toilets, shower/tubs with non-slip surfaces, mirrors with GFCI outlets, and commercial mid-grade materials. Cleaning standards mandate thorough cleaning every seven days and between guest stays, with towel replacement upon request. Financial protections prohibit added or hidden fees, advanced deposits, cancellation charges prior to 4PM on arrival day, early departure charges, and minimum stay restrictions for official travelers. Convenience standards require rooms meeting 100 percent of standards to be available through the official DoD Online Booking Tool, acceptance of the Government Travel Charge Card, and staff assistance locating alternate accommodations when necessary. All facilities must achieve 100 percent compliance to be listed in the Defense Travel System; non-compliant rooms are ineligible for the Integrated Lodging Program and mandatory annual reporting to OUSD(P&R) begins with FY25.

Department of Defense

Lodging Adequacy

Standards Approved 9 July 2024

In effect as of 1 October 2024

DoD Lodging Adequacy Standards

The Department of Defense (DoD) Lodging Adequacy Standards will take effect on October 1, 2024, and will cancel the standards currently in effect. These new standards must be used for annual reporting as referenced in section 2.2 of DoD Instruction 1015.11, “DoD Lodging

Policy,” and begin with the FY25 reporting cycle. The standards ensure the care and satisfaction of official government travelers by providing adequate accommodations in quality facilities. It is

DoD’s expectation that all DoD Lodging facilities meet 100 percent of the standards.

Furthermore, all lodging rooms meeting these standards are listed in the official government travel booking portal (e.g., Defense Travel System (DTS)). DoD Lodging facilities and/or rooms that do not meet 100 percent of their respective standards are not eligible for listing in the

Department’s on-line booking tool (Defense Travel Management Office – Defense Travel

System) and are not part of the Integrated Lodging Program (ILP) until they meet all DTS-required standards.

The Standards have been developed with input from the Military Services and Defense Travel

Management Office (DTMO) and are reflective of DTMO’s Integrated Lodging Program standards. All construction, renovations, room upgrades, and DoD Lodging brands must use these standards in planning and execution. Compliance with adequacy standards will be reported to

OUSD(P&R) annually at a minimum by the Military Departments.
