About this file

This is a Solicitation/Contract Form and Request for Quote (RFQ) for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the procurement of compressed industrial, high-purity, and specialty gases.

The contracting activity is the U.S. Army Combat Capabilities Development Command (DEVCOM) Chemical Biological Center, located at Aberdeen Proving Ground, Maryland. The solicitation number is W91ZLK26QA011, with an issue date of 08 JUL 2026 and offer due date of 23 JUL 2026 by 12:00 PM ET. The acquisition is set aside for Women-Owned Small Businesses (WOSB), classified under NAICS code 325120 (Industrial Gas Manufacturing) with a size standard of 325120. The estimated ceiling value of the contract is $2,058,554.00, with a guaranteed minimum of $1,000.00 on the first delivery order. The ordering period is 60 months from award, with the Government reserving the right to exercise up to an additional six-month extension per FAR 52.217-8. All funds will be obligated on individual delivery orders rather than the base IDIQ contract. The contract involves five contract line items (CLINs): Industrial/High-Purity/Specialty Gases (CLIN 0001), Delivery Services (CLIN 0002), Cylinder Rental Services (CLIN 0003), Hazardous Materials Packaging/Labeling (CLIN 0004), and Surge Capacity/Emergency Support Services (CLIN 0005), with corresponding option CLINs for years two through five and a six-month extension option. All CLINs are priced on a firm-fixed-price basis. The contractor must deliver gases to CONUS, Alaska, and Hawaii locations and provide a guarantee to supply all specified gas types with replacement of non-compliant gases within 48 hours of notification at no cost to the Government. Technical evaluation focuses on supply/replacement guarantees, order fulfillment logistics, corporate experience with military specialty gases (specifically 1,2-Ethanedithiol, Cyanogen Chloride, and Phosgene), shipping timeline adherence, and cylinder/inventory management systems. Evaluation will award to the lowest-priced offeror whose proposal is deemed technically acceptable. Questions must be submitted by 12:00 PM ET on 15 JUL 2026 to Tiffany White (tiffany.d.white23.civ@army.mil) and Birgit M. Jones (birgit.m.jones.civ@army.mil).
