The contractor must coordinate with the Government-scheduled Hach-certified technician for final inspection, calibration, and verification, then make any recommended adjustments. DIVISION 01 – GENERAL REQUIREMENTS
SECTION 01 10 00 – DIVISION 1 SHORT FORM GENERAL REQUIREMENTS
PART 1 – GENERAL
ITEM 1 – DESCRIPTION OF WORK
1.1 Background
The Lake Creek Raw Water Treatment Plant at Oregon Caves National Monument & Preserve (ORCA) provides potable water to critical park infrastructure including staff housing, the Visitor Center, and cave tour operations. The system is regulated under the EPA Safe Drinking Water Act and must comply with 40 CFR 141 Subpart H – Surface Water Treatment Rule (SWTR).
The existing Hach 1720D turbidity meters have exceeded their service life and present reliability risks. Turbidity monitoring is a critical control parameter used to verify filtration effectiveness and ensure safe drinking water. Failure of this instrumentation could result in undetected water quality issues and regulatory non-compliance.
This project replaces outdated turbidity monitoring equipment with Government-furnished modern, EPA- compliant instrumentation to ensure operational reliability, regulatory compliance, and protection of public health.
1.2 Work Covered by Contract Documents
Project Location:
Lake Creek Raw Water Treatment Plant, Oregon Caves National Monument & Preserve, Josephine County, Oregon. Refer to Appendix A – Site Logistics and Location Map.
CLIN Structure:
CLIN 1 – Mobilization/Demobilization CLIN 2 – Remove Meters & Valves CLIN 3 – Install Meters & Components
Scope of Work:
The Contractor shall furnish all labor, materials, tools, transportation, and supervision necessary to:
• Remove existing turbidity meters, valves, tubing, and fittings.
• Install Government-furnished equipment as follows:
o Two (2) Hach TU5300sc turbidity meters:
One (1) with basic cleaning head One (1) with self-cleaning head o One (1) Hach SC4500 controller
• Provide electrical integration including:
o 120V power connection (verify field conditions) o 4–20 mA output and/or Modbus communication integration with existing system
• Install approximately twenty (20) linear feet of sample tubing, isolation valves, flow control valves, and fittings.
• Install isolation valves and a bypass/sample loop configuration to allow maintenance without system shutdown.
• Once installation is complete, and after the Government schedules a Hach-certified technician to inspect, calibrate, and verify communications for all installed equipment, make any recommended installation corrections and/or adjustments necessary to ensure proper functionality.
Period of Performance
Work shall be completed within 30 calendar days, inclusive of:
• Trail access limitations
• Manual transport of materials
• Shutdown coordination
ITEM 2 – EXISTING UTILITIES
2.1 Utility Coordination
Contractor shall coordinate with COR prior to any system interruption.
2.2 Protection
Contractor shall protect all existing piping, instrumentation, and controls.
2.3 Utility Interruptions
• Water shutdowns shall not exceed 2 hours.
• Submit a Water System Continuity Plan for contingency operations.
• Provide 48-hour notice prior to shutdown.
ITEM 3 – CONTRACTOR’S USE OF PREMISES
3.1 Conduct of Operations
Comply with all NPS regulations.
3.2 Site Access Constraints
• Site located approximately 0.2 miles via Big Tree Trail.
• All materials shall be transported by hand unless otherwise approved.
• No motorized or mechanized transport allowed without written approval.
3.3 Work Hours
8:00 AM – 5:00 PM unless approved otherwise.
3.4 Environmental Protection
• Protect vegetation and trails.
• Restore disturbed areas.
3.5 Storage and Staging
• Staging limited to COR-designated area shown on Appendix A.
ITEM 4 – COMMENCEMENT, PROSECUTION, AND COMPLETION
Contractor shall submit detailed schedule including:
• Mobilization
• Demolition
• Installation
• Shutdown coordination
• Coordination with Government-scheduled Hach-certified technician inspection
• Final Installation Adjustments (if needed)
ITEM 5 – EXAMINATION OF THE SITE
Contractor responsible for understanding:
• Terrain
• Trail access
• System layout
ITEM 6 – ABBREVIATIONS AND STANDARDS
Work shall comply with:

ITEM 7 – ACCIDENT PREVENTION
Contractor shall submit APP including:
• Trail hazards (slip/trip)
• Manual handling risks
• Remote emergency response planning
PPE shall comply with OSHA 1926 Subpart E.
ITEM 8 – PRECONSTRUCTION CONFERENCE
Mandatory meeting to address:
• Access logistics
• Shutdown sequencing
• Safety
ITEM 9 – SUBMITTALS
Submit:
• Product Data
• Shop Drawings
• Construction Schedule
• Schedule of Values
• APP
• Calibration certificates (NIST-traceable)
• O&M Manuals
ITEM 10 – TEMPORARY SERVICES
Contractor shall provide all required temporary utilities and equipment.
ITEM 11 – PROJECT CLOSEOUT
11.1 Deliverables
• As-built documentation
11.2 Final Inspection
In coordination with Government-scheduled Hach-certified technician inspection of installation work, make any recommended installation adjustments to ensure system operation and compliance.
11.3 Warranty
Minimum 1-year warranty.

PHASE 1 – MOBILIZATION
• Transport materials via trail
• Protect environment
PHASE 2 – DEMOLITION
• Remove existing meters
• Dispose per EPA regulations
PHASE 3 – INSTALLATION
