When non-web software requires multiple steps to accomplish an activity, all related software must conform to WCAG 2.0 specifications. Electronic content must comply with E205 standards, with specific accessibility requirements for agency official communications including emergency notifications, administrative decisions, program announcements, benefits notices, employment opportunities, personnel actions, acknowledgments of receipt, survey questionnaires, templates, forms, educational materials, and intranet content. Software must interoperate with assistive technology and conform to Section 502 requirements, including documented accessibility features, programmable object information (role, state, properties, boundary, name, description), user-modifiable states and properties, data table row and column headers, current and allowable values, label relationships, hierarchical relationships, text content, focus cursor tracking, and event notifications. Applications must comply with Section 503 standards, permit user preferences for color, contrast, font type, font size, and focus cursor settings, and allow assistive technology to execute available actions on objects. The Accessibility Requirements Report should be incorporated into solicitation documents (SOO, SOW, PWS) with additional information available through the Revised 508 Standards Toolkit.
