About this file
This document is an ICT Accessibility Requirements Statement per the Revised Section 508 of the Rehabilitation Act, which establishes federal compliance standards for electronic software and related deliverables in federal contract procurements.
The document specifies technical criteria for electronic software, electronic content, and web-based applications. For software components that transmit information or have user interfaces, conformance to E207 and Chapter 5 requirements is mandatory. User interface components and platform content must meet WCAG 2.0 Level A and Level AA Success Criteria and Conformance Requirements. When applying WCAG to non-web software, the term "software" substitutes for "Web page" or "page" throughout the standards. Non-web software requiring multiple steps to accomplish activities must conform to WCAG 2.0 as specified in E207.2. Electronic content must comply with E205 standards, with specific requirements for agency official communications including emergency notifications, administrative decisions, program announcements, benefits notices, acknowledgements, surveys, templates, forms, educational materials, and intranet content. Applicable standards include all WCAG A & AA Success Criteria, 602 Support Documentation, 603 Support Services, and 302 Functional Performance Criteria, with limited exceptions for specific WCAG criteria (2.4.1 Bypass Blocks, 2.4.5 Multiple Ways, 3.2.3 Consistent Navigation, and 3.2.4 Consistent Identification). Software must interoperate with assistive technology, document accessibility features, prevent disruption of platform accessibility features, and ensure programmable determinability of object information, modification capabilities, text content, focus tracking, and event notifications. Applications must permit user preferences for color, contrast, font type, font size, and focus cursor settings. This requirements statement should be incorporated into solicitation documents such as SOOs, SOWs, or PWSs, with reference to the Revised 508 Standards Toolkit for procurement guidance.
