About this file

This is a Statement of Work (SOW) for OTT Hydromet hydrologic equipment maintenance and repair services required by the USGS Water Mission Area's Hydrologic Instrumentation Facility (HIF). The scope covers maintenance and repair of OTT Hydromet equipment (Sutron, OTT, and Hydrolab brands) including pressure sensors, bubbler systems, radar sensors, rain gauges, temperature sensors, shaft encoders, velocity/weather sensors, water quality sensors, cellular/Iridium modems, dataloggers, and related accessories deployed across USGS's network of over 7,500 stream gauges, 10,000 groundwater monitoring stations, and 2,500 water quality stations.

The SOW outlines specific requirements including: written cost estimates must be provided within 14 days of receiving equipment; government approval/disapproval of repairs within 7 days; repairs and recalibrations must be completed within 30 days of approval; quarterly summary reports required; all repairs must have 1-year warranty coverage; F.O.B. destination delivery to HIF facility in Tuscaloosa, AL; and inspection/acceptance within 14 days after delivery. Pricing is fixed-price based on a schedule of maintenance/repair tasks and commercial rates for parts/services. The work supports both HIF's equipment rental program (500+ items) and repairs of Water Science Center-owned equipment.

Statement of Work for

OTT Hydromet Hydrologic Equipment and Maintenance/Repair Services

SECTION C – REQUIREMENTS

Background

The U.S. Geological Survey (USGS) Water Mission Area, Hydrologic Instrumentation Facility (HIF) has a requirement for maintenance/repair services for OTT Hydromet products.

OTT Hydromet equipment and instruments are deployed and operated at many USGS gaging stations across the Country as part of USGS’s hydrologic data collection network.

USGS hydrologic data is collected, maintained, and interpreted by USGS Water Science Centers operating networks of over 7,500 continuous record stream gages, 10,000 ground water level monitoring stations, and 2,500 water quality stations. Data collected from these monitoring sites are widely used by resource managers, regulators, scientists, engineers, consultants, and the general public to effectively and responsibly use and manage the nation’s water resources.

Maintenance and repair services are needed to support and maintain these instruments and equipment. Such services are also needed to support HIF’s equipment rental program, as well as repairs for Water Science Center-owned equipment. HIF currently conducts a nationwide rental program to support Water Science Center data collection programs with over 500 items on rent. In addition, HIF services customer-owned equipment that is sent to HIF for repair and calibration. Over time, partly due to the harsh environmental conditions in which the equipment is used, the equipment needs repair and servicing. Repair work is often needed after the equipment warranty period has expired, and the work required is beyond the capabilities of HIF’s service technicians.

Scope

The maintenance/repair services shall cover OTT Hydromet equipment (Sutron, OTT, and/or Hydrolab brands) including, but not limited to, the following categories of equipment:

Pressure sensors (submersible and non-submersible), bubbler systems, radar sensors, rain gages, temperature sensors, shaft encoders, velocity and weather sensors, water quality sensors, cellular/Iridium modems, dataloggers, GOES data collection platforms, cellular-based modems, SDI radio devices, cables/interfaces, and mechanical devices and accessories.

General Requirements

Maintenance and repair services shall include all necessary materials, labor, equipment, and facilities, necessary to perform maintenance and make repairs to the damaged and malfunctioning Ott Hydromet equipment. Repair work shall be based on fixed-price pricing based on (1) the maintenance and repair tasks as listed in the attached “Schedule of Maintenance and Repairs for OTT Hydromet Equipement” and (2) commercially established rates for parts and services. The quantities of items needing repairs/servicing will vary depending on failure rates from usage, acts of nature, and vandalism.

Repair Approval Process

The vendor shall provide a written cost estimate, prior to performing any repair/recalibration work. The estimate shall include, at a minimum, the following:

- The vendor part number, item description, manufacturer’s serial number, HIF ID number, and cost of repair. The estimate shall also include a description of the problem or symptoms and needed repair/recalibration work.

The repair/recalibration estimate shall be provided to the Government within 14 days after receipt of the shipment.

The Government shall approve/disapprove of the repair, in writing to the vendor, within 7 days of receiving the estimate.

Reporting

The vendor shall provide a quarterly summary report (spreadsheet) that lists all repairs by repair number (or order number) and an overall summary of monthly charges.
