About this file

This Statement of Work (SOW) details a project to replace the barbed wire fence at Devil's Hole in Death Valley National Park, Nevada. The project involves removing the existing 961 linear feet of 3-strand barbed wire fence and 13 damaged armatures, and replacing it with a new security barrier. Key objectives include preventing human and animal intrusion, filling existing fence gaps, and maintaining the site's aesthetic integrity while protecting the critical habitat of the endangered Devil's Hole pupfish.

The project requires careful execution with strict environmental guidelines. A Death Valley National Park staff member must be present throughout the work, and contractors must minimize vegetation disturbance and follow a strict "leave no trace" policy. The fence replacement involves installing new metal armatures, threading three strands of barbed wire, and ensuring no gaps or handholds that could allow access. The contractor must complete the work within 120 days of receiving the order, conduct a final site restoration, and submit a comprehensive report with photographic documentation of the completed project.

Replace the Barb Wire Strands & Supports on the Devil’s Hole Security Fence Statement of Work (SOW)

1. Project Background

Devil's Hole is a unique geological feature and a critical habitat for the endangered Devil’s Hole pupfish. The existing 961 Linear Feet, 3 strand barbed wire fence atop the chain link enclosure (including a 4’ gate) has deteriorated, is broken in several places and requires replacement to ensure the continued protection of this sensitive area from human and animal intrusion. This project aims to remove the existing 961 LF of 3 strand barbed wire fence and 13 damaged armatures atop posts and replace it with a new 3 strand barbed wire barrier and new armatures that enhance security while minimizing negative impacts on the surrounding environment.

2. Project Overview

2.1 Project Location

Devil's Hole, Death Valley National Park, NV Devil's Hole Rd, Ash Meadows Wildlife Refuge

2.2 Project Objectives

A. Remove the existing barbed wire fence and damaged armatures and properly dispose of materials (See Photos Section below).

B. Replace with a new barbed wire fence to prevent access to the area by both humans and wildlife.

C. Ensure that the new fencing design fills existing gaps and utilizes armatures that extend outward to deter climbing. Gaps to be filled are approximately 3 foot wide by 1 foot tall and exist in 3 locations. The first location is above the entrance gate, 2nd and 3rd locations being the sides of the copula (where visitors are allowed to walk through the tunnel) where it meets the chain-link fencing. Process to fill these gaps can be tying a vertical 18”+/- strand of the barbed wire around the top horizontal run by wrapping it 3 times, wrapping the middle horizontal run once and terminating the vertical piece on the bottom run by wrapping it 3 times.

D. Maintain the aesthetic integrity of the site and minimize disturbance to the surrounding environment.

2.3 Project Schedule

A. Period of Performance: 120 days after receipt of order

B. Contractor shall schedule all work with the COR at least 5 business days in advanced

2.4 Site Conditions

Due to the sensitive nature of the Devils Hole ecosystem and the critically endangered Devils Hole Pupfish the following guidelines must be adhered to during this project.

A. A Death Valley National Park staff member must always be on-site during this project.

Devils Hole has a security system that has motion sensors that trigger an alarm. Access to locked gates needs to be provided by park staff as well. Locked gates are located at the service road next to the main road, at the parking lot of the service road, and in the visitor’s tunnel side entrance.

B. Contractor shall take care to minimize trampling of vegetation along the fence line, when accessing different portion of the fence, and when placing equipment on the ground within and outside the fenced off area of Devils Hole.

C. A leave no trace policy is required so that foreign material doesn’t enter the Devils Hole ecosystem. This includes supply wrapping, shavings of metal cuttings, cigarette butts, and all other types of harmful items.

D. Contractors may not descend the metal ladder that provides access to the water’s surface of Devils Hole unless guided by a Death Valley employee.

3. Scope of Work

3.1 Pre-Construction Activities

A. Obtain all necessary permits and approvals from relevant authorities.

B. Hold an onsite kick-off meeting with the project team to clarify roles, responsibilities, and safety/environmental protocols. Can be held on the first day of on site work but must be coordinated with the COR.

3.3 Removal of Existing Fence

A. Carefully dismantle the existing barbed wire fence and damaged armatures.

B. Properly haul away and dispose of the removed materials in accordance with local regulations.

3.4 Installation of New Barbed Wire Fence

A. Install new metal fence armatures to replace in-kind ones that have deteriorated. 13 total have been observed, others may be revealed as the old fencing is removed.

B. Thread and secure barbed wire in three strands, roughly 961 linear feet each, incorporating posts and armatures extending outward at the top of the fence to deter climbing.

C. Ensure that there are no gaps or handholds that could allow access for animals or humans.

D. Install additional reinforcement as needed based on environmental and structural assessments.

3.5 Site Restoration

A. Restore any disturbed areas around the installation site to their natural condition, including replanting native vegetation where necessary.

B. Conduct a final inspection to ensure that the installation meets all specifications and quality standards.

3.6 Documentation and Reporting

A. Maintain a detailed log of all activities, materials used, and any issues encountered during the project.

B. Submit a final report to the relevant authorities, including photographic documentation of the completed project.

4. Deliverables

Final report including site assessment, installation processes, and before-and-after photographs.

Certificate of completion confirming compliance with all safety and environmental regulations.
