Lake Mead NRA Fire Boat Brown Statement of Work

Background: On June 9th, 2024, Fireboat Brown was used to suppress a large marina fire on

Lake Mead. During suppression operations the engine powering the water pump caught fire.

Smoke and heat from the fire entered the main cabin of vessel. Unable to see, the operator broke out a cabin window in an attempted to clear the smoke from inside the cabin. Fireboat suppression operations were stopped. The vessel returned to dock using the outboard engines where the internal fire was extinguished. A fire investigation found that the rubber impeller used in the engine’s cooling system had failed causing the engine to overheat and catch fire.

Summary:

The visitor and resource protection division (VRP) at Lake Mead National Recreation Area

(LAKE) is seeking a qualified company, specializing in marine repair services or manufacturing to repair the damaged caused by an internal engine fire of the Fireboat. Returning the boat to a mission ready condition by meeting or exceeding the original manufacture specification pre-fire.

Showing no signs that a fire had occurred on the vessel.

The fire destroyed the fire pump motor and burned and either damaged or destroyed other vessel systems and electrical wiring. The vessel is a 30-foot vessel built by Willard Marine and was custom built for this work unit. (Fireboat Schematic attached)

Specifications:

Replace existing V-8 gasoline engine with new marine rated V-8 gasoline engine of at least 6.0-liter displacement to power a 1500 gallon per minute (gpm) Darley fire pump existing system.

• This engine shall be marine rated as it is mounted below the main deck of a fire boat, in close proximity to the gasoline tank.

• Engine shall be able to communicate with the fire pump controls using DIACOM (Rinda

Technologies) programming.

• Procure and install new battery charging/tending system will be able to maintain charge on all 5 12-volt batteries on this vessel.

• Procure and install any required wiring to make systems functional.

Project Tasks and Requirements:

All work and installed equipment, accessories, connectors, etc., will be done using parts and techniques that conform to applicable marine standards, such as NMEA, UL, USCG, or any other that apply.

Replace existing V-8 gasoline engine with new marine rated V-8 gasoline engine of at least 6.0-liter displacement to power a 1500 gallon per minute (gpm) Darley fire pump existing system.

• This engine shall be marine rated as it is mounted below the main deck of a fire boat, in close proximity to the gasoline tank.

• Engine shall be able to communicate with the fire pump controls using DIACOM (Rinda

Technologies) programming.

• Procure and install new battery charging/tending system will be able to maintain charge on all 5 12-volt batteries on this vessel.

• Procure and install any required wiring to make systems functional.

• Contractor shall remove existing, destroyed fire pump engine from its mounted location.

Disposal of old motor shall be done in accordance with all applicable industry and

Environmental Protection Agency guidelines. This motor is not accountable NPS property.

Contractor shall procure new, equivalent gasoline powered engine (described in the

Specifications section above)

Contractor shall install the new fire pump engine, connecting it to the Darley fire pump.

Contractor shall remove all burnt/damage/destroyed wiring from the vessel and replace it to allow all vessel equipment effected to return it to optimal running order.

Upon replacement of the fire pump motor, the fire pump shall be operational, meet National Fire

Protection Association Standards, and able to perform to its rated flow rate maximum of 1500 gpm.

Contractor shall clean and remove all damaged equipment and vessel accessory parts and replace with compatible replacements. This includes the battery tending system and the power steering system. Also included is any burnt/destroyed/or damaged equipment. If there are systems not functional that were not identify prior, notify CO and COR. CO will determine if a modification is required. (This does not include returning the Westerbeeke generator to running condition as that is a different project.)

Contractor shall remove and clean up all signs of fire/heat/smoke damage or discoloration in or on vessel hull and structure, wherever located, and return to as new condition.

Contractor shall replace shattered window on port side of pilothouse.

Contractor shall modify bow ramp with safety latches.

At the completion of the project, the NPS shall verify the seaworthiness of the vessel by testing the operation of all the systems, equipment on board. (outside of the Westerbeeke generator).

As mentioned above, any system not in full operation will need to be repaired accompanied with the proper modifications to the contract. Additional systems include, but are not limited to, Navigation lights, GPS/RADAR and Chart plotters, FLIR system, etc.

Any work performed not included in SOW or authorized by the CO may not be compensated.

Contractor will bear all risk with work performed outside of the contract.

Period of Performance: Contractor shall complete all work 180 days after award.

On-Site Work Restrictions:

A. On-Site Work Hours: Work shall be generally performed during normal business working hours of 6:30 a.m. to 4:30 p.m., Monday through Friday, except when otherwise indicated. a. Weekend Hours: May be requested 48 hours in advance, subject to CO approval. b. Early Morning Hours: May be requested due to higher summer temperatures

B. Nonsmoking Building/Tobacco Use/Vaping: Smoking is not permitted within building or within 50 feet of entrances, operable windows, or outdoor air intakes. Tobacco use and vaping is restricted to the inside of contractor vehicle.

Place of Performance:

Work can either be performed on-site, within the park or at the contractor facility/shop.

Shipping: The contractor will be responsible for transporting the vessel to and from off-site location within the continental United States.

Warranty:

Contractor shall provide the industry standard warranty on any equipment installed and a one-year warranty on labor
