Hot Asphalt Mix Grand Teton National Park

REQUIREMENT

Grand Teton National Park needs to purchase 2900 tons of Hot Mix Asphalt for the 2021 construction season.

The period of performance will start approximately June 6, 2020 and end September 30, 2020.

Offers are currently due on Friday, February 26, 2020 at 1PM MT. The government’s preference for offer submissions is via email with electronic documents. Submit electronic offers to luis_cibrian@nps.gov.

Salient Characteristics:

Hot Mix Asphalt Supply (½” 58-28 30% RAP 5.10 AC or similar AIMMS-2)

Specifications:

This is a supply requirement for Hot Mix Asphalt Supply (½” 58-28 30% RAP 5.10 AC or similar AIMMS-2) to be used in Grand Teton National Park during the summer of 2021 for repaving within the park boundaries.

The Contractor shall provide all equipment, operating supplies, operators, supervision, and support functions necessary in order to furnish the Hot Mix Asphalt to the Government. NPS trucks and personnel and/or contract trucks will complete the pickup and transportation to the site. The Contractor will load trucks.

Vendor is to produce hot asphalt to Grand Teton National Park within 25 miles of the Park’s boundary. The distance limitation is necessary to assure that the asphalt reaches the job site while maintaining a minimum working temperature of 250 degrees. This is necessary so that the material stays pliable and can flow through the paving machine.

Period of Performance:

The period of performance is from June 7, 2020 through September 30, 2020.

Scheduling:

The Hot Mix Asphalt shall be readily available for pick-up during the period of performance, between 06/07/2020 through 09/30/2020, Monday through Friday, from 7:00am to 5:30 pm: approximate quantities will range between 6 yards and 300 yards per scheduled pick-up. Park point of contact identified at contract award will contact Contractor three weeks in advance to confirm schedule.

Note: The pick-up quantity variation is due in part to uncertainty in weather conditions and availability of equipment (e.g., a change in weather conditions may only allow work for ½ day and/or equipment failures/availability may result in fewer yards of asphalt being transported in a day).

The Government will provide a minimum of 24 hours’ notice prior to pick-up. Should the Government give less than 24 hours’ notice, the Contractor may elect either to load the trucks as requested or to schedule an alternate day. Pick-up days will be scheduled when conditions are favorable, and are weather dependent.

Inspection, Testing, &Acceptance:

The Contractor shall have test samples submitted to the Government for suitability evaluation at least two (2) weeks prior to the actual delivery or acceptance of the material. The Government may require additional material testing if specifications are suspect. Material that does not meet contract specifications and requirements following test sample evaluation and Government inspection shall be rejected. The Contractor shall be notified in writing to correct the deficiencies and must produce and acceptable product within five business days. Failure to furnish an acceptable product within five business days may result in the termination of the Contractor’s right to proceed.

Submittals: At the time of loading the trucks, and with each invoice, the Contractor shall provide truck scale weight tickets to the Government which shall serve as contractor certification as to the number of tons picked up.

Measurement and Payment/Method of Measurement:

The contractor shall furnish truck scale weight tickets from state certified scales for each pick up made to the Government. Payment will be made on actual quantities ordered and picked up in accordance with FAR 52.211-16 -- Variation in Quantity and 52.211-17 -- Delivery of Excess Quantities.
