GENERAL

SECTION INCLUDES

This section provides a summary of the principal components of work to be performed and specifications requirements for the project.

LOCATION

The Project is located in Yakima County, WA.

Work is located at the Wapato Diversion Dam on the Yakima River. The diversion is located between the towns of Wapato and Union Gap just downstream of a flow split in the Yakima River around a channel island.

The Wapato Diversion Dam consists of two concrete gravity diversion dams: one diversion on each of the east and west channels of the Yakima River. The Wapato Irrigation Project Main Canal irrigation headworks structure is located on the west bank of the west diversion structure.

PRINCIPAL COMPONENTS OF WORK

Site Construction:

1. Phased cofferdam construction upstream of the east and west diversion channels.

2. Dewatering areas upstream and downstream of the east and west diversion structures.

3. Geotechnical borings and test pits.

4. Fish recovery (to be performed by the Yakama Nation)

Concrete:

1. Coring of existing concrete structures.

2. Concrete repair of the irrigation headworks intake structure.

Gates and Actuators:

1. Remove the existing two sluice gate stems, stem guides, gate pedestals, and actuators.

2. Remove the six existing headgate stems, gate pedestals, and actuators.

3. Install eight new Owner-procured gate stems, gate pedestals, and actuators and provide commissioning after installation.

Electrical and Controls:

1. Remove existing gate control panel and motor starters.

2. Furnish, install, and commission new electrical gate control system.

DEFINITIONS

When the specifications use a word or term defined in the Federal Acquisition Regulations (FAR), the definition of the word or term shall be in accordance with FAR sections in effect at the time the solicitation was issued.

GENERAL

GENERAL

This specification describes the general work sequence anticipated as part of the work included in the Contract Documents. This sequence outlines the general procedure of work within environmental and property constraints. This intent is not to be prescriptive, but to layout general sequencing requirements within which the CONTRACTOR can determine and employ their own best practices and means and methods.

PROJECT PHASING

Owner desires to complete the project in two phases. If awarded, Phase 1 would need to occur in advance of Phase 2; however, Phase 2 is the more urgent and larger of the two anticipated construction phases. Therefore, although occurring second if both phases are awarded, Phase 2 is the Base Bid and Phase 1 is included as Bid Additive 1. The phases are summarized in the following paragraphs and described more completely in subsequent sections of this specification.

1. Phase 1 (Bid Additive 1) would occur on the east diversion and river channel and would provide a cofferdam and inspection of the east structure. This work would be completed while the Wapato Irrigation Project is actively diverting water (e.g., in late September and/or early October).

2. Phase 2 (Base Bid) would occur after completion of Phase 1 (if Bid Additive 1 is awarded) and would begin after the irrigation project ceases irrigation operations for the year. Phase 2 includes a west channel cofferdam, repairs to the headworks downstream, and geotechnical explorations.

GENERAL WORK SEQUENCE:

Depending on the nature of the award, the project may include the general evolutions of work summarized below and described in more detail in subsequent sections.

BASE BID WORK SEQUENCE

Mobilization and barge assembly

1. This project evolution includes the CONTRACTOR’s mobilization to the site and assembly of barges. Construction and deconstruction of cofferdams will primarily occur from barges in the Yakima River. Barge sections will be placed in the water using a boat ramp located on the left (if looking downstream) bank of the Yakima River approximately 0.5 miles upstream of the diversion dams and subject to the boat ramp terms of use defined in the Contract Drawings. It is anticipated that barge sections will be assembled into one or more barges on the water using one or more boats to control barge section movements and work crew(s) to assemble them.

2. Although primary access to the site is via barge, Contractor may supplement access to the island using the overland island access routes shown in the Contract Drawings. The maximum allowed number of total vehicle crossings of the Yakima River at the unimproved (i.e., no bridge) river crossing is subject to the limitations defined in the Contract Drawings.

Cofferdam Phase 2 – West Diversion Sitework

1. Contractor is allowed to begin Work in the vicinity of the west diversion after the Wapato Irrigation Project ceases irrigation deliveries (typically early to mid-October, see Specification Section 01 14 00 for Work Restrictions and Phase 2 cofferdam start dates). It will involve cofferdam construction/deconstruction, control of water, west diversion and headworks investigations, and headworks maintenance activities as shown on the Contract Drawings. Phase 2 includes barge-based drilling upstream of both the east and west diversion structures.

2. Contractor will construct a supersack cofferdam as shown on the Contract Drawings.

Cofferdam construction will occur during a period of active water flow in the west channel. The west channel cofferdam will fully dewater the west channel upstream of the diversion structure to allow maintenance and site investigation activities.

a. For the purposes of bidding, the Base Bid work sequence is assumed to include transport of cofferdam construction materials from the boat launch to the site of the west cofferdam.

b. Work will involve the installation of a supersack cofferdam and dewatering upstream/downstream of the diversion. It will also involve anchoring the barge constructing the cofferdam as well as preparing, loading, and ferrying supersacks.

c. The area between the cofferdam and diversion structure will be completely dewatered. Dewatering will likely involve a combination of adjusting rock weirs downstream of the diversion and installing/operating a series of pumps with fish screens.

d. The Contractor will coordinate the dewatering effort with fish rescue and salvage conducted by the Yakama Nation Fisheries Department.

3. Site investigations will include concrete coring and geotechnical borings from a land-based or mobile drilling rig. Owner will complete other visual investigations and surveys during this period when the structure and channel are dewatered downstream of the cofferdam.

4. Headworks rehabilitation will include concrete repairs; removal/replacement of gate stems, gate pedestals, and gate actuators; and replacement of the electrical equipment and controls for the Main Canal Headworks and Sluiceway gates.

a. Gate equipment is Owner-procured.

b. The electrical equipment and control system is Contractor-procured.

c. Contractor is encouraged to consider multiple crews working in shifts to accomplish elements of the headworks rehabilitation which require dewatering to reduce the duration cofferdams need to be maintained in place.

5. Specific timing and sequencing of elements of work that do not necessarily require dewatering the site is up to the Contractor. Examples may include, but may not necessarily be limited to, land-based geotechnical borings and test pits, installation of the electrical control system, and gate/control system commissioning.

6. After completion of the site investigation and headworks rehabilitation activities, the cofferdam will be disassembled and supersacks recovered off site, including supersack infill materials. This is anticipated to require transporting the supersacks to the boat ramp and removal from site.

Geotechnical Borings from Barge-Mounted Drilling Rig

1. Contractor will complete geotechnical borings in the Yakima River from a barge-mounted drilling rig. Borings will be located in both the east and west branch channels of the Yakima River.

2. Barge anchoring methods to facilitate geotechnical borings are considered part of the Contractor’s means and methods.

3. Specific timing and sequencing of barge-mounted drilling operations is up to the Contractor (e.g., west branch channel borings do not necessarily have to occur when the west branch channel cofferdam is in place and east branch channel borings may occur prior to October 15th).

Barge Recovery and Demobilization.

1. In this evolution, Contractor will remove equipment from the work area (primarily by barge) to the boat ramp. The barges will be disassembled, removed from the river, and demobilized off site. Demobilization is complete after movement of all barges, equipment, supersacks, supersack material, and all other work implements are removed from the project site.

BID ADDITIVE 1 WORK SEQUENCE

Cofferdam Phase 1 – East Diversion Sitework

1. If awarded, sitework included at the east diversion includes the construction of a cofferdam along a portion of the east diversion, dewatering activities, and site investigations.

2. East diversion sitework is allowed to begin while the Wapato Irrigation Project is actively diverting water from its headworks adjacent the west diversion (i.e., east diversion sitework is not limited by the same irrigation restrictions that governs the allowed start date of the west diversion sitework).

3. Contractor will construct a supersack cofferdam as shown on the Contract Drawings.

Cofferdam construction will occur during a period of active water flow in the east channel. This will involve using one or more barges to transport, move, and set supersacks to form the cofferdam. It will also involve anchoring the barge constructing the cofferdam as well as preparing, loading, and ferrying supersacks.

a. The area downstream of the cofferdam will be dewatered. Dewatering will likely involve a combination of adjusting rock weirs downstream of the diversion and installing/operating a series of pumps with fish screens.

b. Depending on the depth of the riverbed downstream of the diversion and the magnitude of flow at the time of dewatering, the Contractor may not be able to completely dewater the area immediately downstream the diversion. In this event, a dive inspection will be used to inspect submerged portions of the structure downstream of the diversion.

c. Contractor will coordinate the dewatering effort with fish rescue and salvage conducted by the Yakama Nation Fisheries department.

4. During the dewatering period, Contractor will perform geotechnical borings and concrete coring and Owner will complete other visual investigations and surveys.

Owner requires a minimum of 48 hours to complete their investigations downstream of the cofferdam.

Transport Cofferdam Materials to the East Branch Channel

1. At the conclusion of site investigation activities, the contractor will deconstruct the cofferdam by removing supersacks via barge.

2. Supersacks are anticipated to then be transferred to the west branch channel to facilitate subsequent construction of the Phase 2 cofferdam, as described under the Base Bid

Work Sequence. Although it is expected that supersacks and other cofferdam materials included in the Base Bid can be first installed in the east channel and then reused in the west channel, Owner makes no guarantee regarding the suitability of cofferdam materials for reuse.

GENERAL

This section covers the restrictions for sequencing the work and maintenance of the Wapato Headworks Rehabilitation project.

OWNERS REPRESENTATIONS AND OPERATION OF THE DIVERSION

Owner makes no promises or representations regarding the river flow at the time of construction. River flows are partially controlled by a series of U.S. Bureau of Reclamation (USBR) dams upstream of the project such as the Rimrock, Bumping, Keechelus, Kachess, and Cle Elum dams. Normal Wapato Irrigation Project operations will be maintained at the Wapato Diversion, with no planned deviations for construction operations.

Contractor is solely responsible for assumptions regarding river flow at the time of construction.

AVAILABLE INFORMATION

Current and historic data including stream flows on the Yakima River and Ahtanum Creek upstream of the project are available from the U.S. Geological Survey. See additional hydrologic/hydraulic information included in specification Sections 31 52 00 and 51 00 20.

Historic drawings of the existing Wapato Diversion are available in specification section 51 00 30.

Previous bridge inspections for the Interstate 82 bridge over the Yakima River are available in specification section 51 00 40.

WATER DIVERSION REQUIREMENTS

The Wapato Irrigation Project provides its water users with irrigation water during the irrigation season (typically late March through October 9th).

CONSTRUCTION SEQUENCE

The Contractor will schedule the Work to maintain regular operation of the irrigation headworks during the irrigation season.

The Contractor will sequence the construction work as described in Section 01 12 16 – Work Sequence.

East diversion sitework (cofferdam Phase 1)

1. May begin on September 19th subject to the issuance of Notice to Proceed to the Contractor and permitting requirements.

2. In-water activities are limited to 21 consecutive days.

West diversion cofferdam activities (cofferdam Phase 2)

1. May begin on October 10th (the day after the last day of the Wapato Irrigation Project diversion season).

2. In-water activities are limited to 49 consecutive days.

SAFETY

These Specifications do not address safety issues associated with the Work or materials. It is the sole responsibility of the CONTRACTOR to establish a Construction Safety Program that complies with Burlington Northern Santa Fe Railway (BNSF), local, state, and federal requirements, as applicable, to provide for the health and welfare of the construction workers, construction site visitors, and the general public.

CONTRACTOR USE OF PREMISES

Confine operations to the site of the proposed Work within the access limits shown on the drawings or otherwise approved by the Owner.

The responsibility for protection and safekeeping of equipment and materials on or near the site will be entirely that of the CONTRACTOR, and no claim will be made against the Owner for damaged equipment or material, whether or not the Owner has paid CONTRACTOR for equipment or materials in storage. The CONTRACTOR shall be solely responsible for obtaining, and shall pay all costs in connection with, any additional work area, storage sites, access to the site, or temporary right-of-way which may be required for proper completion of the Work.

No loose pets are allowed on site.

No firearms are allowed on site.

PROTECTION OF EXISTING UTILITIES

Existing underground installations including, but not limited to: telephone lines, power lines, fiber optic lines, and buried structures in the vicinity of the Work are indicated on the drawings only to the extent such information has been made available to, or discovered by, the Engineer in preparing the Contract Drawings. There is no guarantee as to the accuracy or completeness of such information, and all responsibility for the accuracy and completeness thereof is expressly disclaimed.

CONTRACTOR is solely responsible for locating all existing underground installations, including service connections, in advance of excavating or trenching, by contacting 1-800-424-5555 (or 811), or the owners suspected utilities, and prospecting using “soft” dig

The CONTRACTOR shall use his own information and shall not rely solely upon information shown on the drawings concerning existing underground installations. The CONTRACTOR shall shore, brace, and protect all utilities exposed during excavation. The CONTRACTOR shall repair all damage to utilities or property at CONTRACTOR expense.

CONTRACTOR shall expose all utilities with a Vacuum Truck or other “soft” dig methods in proposed excavation areas based on utility locates.

1. CONTRACTOR shall identify potential utility conflicts and their proximity to the Work.

2. CONTRACTOR shall notify the COR and Owner’s representative of all utility conflicts in writing within 24 hours of identifying a utility conflict.

If any existing underground facility not shown on the drawings is located that interferes with the Work and has to be moved or otherwise modified, such work shall be done by the CONTRACTOR, as directed in writing by COR or Owner Representative. CONTRACTOR shall adequately support and protect existing utilities from damage.

PROTECTION OF EXISTING STRUCTURES

Where excavation will be required adjacent to existing structures and where selective demolition is required of existing structures, the CONTRACTOR shall be solely responsible for maintaining the structural integrity of the existing structures. The CONTRACTOR shall take whatever means necessary to ensure that the existing structures are not damaged. The CONTRACTOR shall repair all damage to the existing structures at CONTRACTOR's expense. Any fences destroyed during construction shall be repaired to the satisfaction of the property owner. Unless otherwise noted on the Construction Drawings, all existing ditches disturbed by construction shall be restored to their original size, line, and grade.

FIELD CHECK OF EXISTING STRUCTURES:

The dimensions and elevations of existing structures and locations of existing fences, pipelines, conduits, cables, and equipment shown on the drawings were taken, for the most part, from available records and engineering field measurements and are not guaranteed for accuracy.

It shall be the responsibility of the CONTRACTOR to check all dimensions and elevations of existing structures, pipelines, conduits, cables, equipment, or other existing items, both above and below ground, that may affect the Work or CONTRACTOR’s operations, prior to the start of construction.

SITE ACCESS:

The CONTRACTOR shall be responsible for determining the adequacy of all roads, culverts, and bridges used in moving or gaining access for equipment and materials to the construction site. The CONTRACTOR shall provide alternative methods for access, such as a temporary crossing, for any equipment that exceeds the structural limits of existing facilities.

Contractor’s use of the Yakima River boat launch owned by the Yakima Greenway is subject to the boat ramp terms of use defined in the Contract Drawings.

GENERAL

SECTION INCLUDES

For each bid item, the work will be measured and paid for on either a unit price basis or on a lump sum basis. The quantities provided in the descriptions of the bid items are estimates of the actual quantities of work only and are included solely for guidance in determining the probable cost of work. The actual quantities of work may differ from the quantity estimates provided. The quantities for measurement and payment for unit price bid items shall be as calculated to the neatlines shown on the drawings, based on measured quantity in place, or recorded operating hours (as applicable). All labor, equipment, materials, and incidentals required to complete the work shall be considered subsidiary to that bid item and will not be paid for separately. The contractor agrees to make no claim for damages, loss of anticipated profits, or otherwise, due to differences between the actual work quantities and the quantity estimates provided.

Payment will be made only for each item included in the bid. No work will be paid for that is not completed in accordance with the drawings and specifications and accepted by the Owner. Except as may be otherwise stipulated, no labor, equipment, materials, or incidentals required to complete the work will be furnished by the Tribe.

The basis of measurement and payment for each bid item is described below. A general listing of bid items, accompanied by a brief summary of the work, is also provided. The summaries are not intended to completely describe all work. Refer to the drawings and specifications for detailed information on each bid item.

MEASUREMENT AND PAYMENT PROCEDURES

Bid Item 001: Mobilization and Preparatory Work

This bid item includes, but is not limited to:

a. Furnishing, installing, and removing temporary fencing and construction markers around project work areas and other fencing/security.

b. Establishing and removing the contractor's offices, buildings, and other facilities.

c. Obtaining, complying with, and transferring permits.

d. Installing and maintaining environmental controls for the duration of the construction Contract.

e. Providing required bonds and insurance.

f. Preparing and maintaining the project schedule.

g. Delivering and removing the contractor's equipment, supplies, and materials; maintaining the site for the duration of the construction Contract; and final site clean-up and demobilization.

h. Temporary construction power.

i. Preparing and securing approvals of submittals.

j. Preparing record drawings.

k. General site maintenance and clean-up.

l. Providing and installing all signage indicated in the Drawings.

m. Providing all other related and necessary labor, equipment, and materials to complete the work that are not accounted for in the other bid items.

Measurement and payment will be at the Contract lump sum price.

Fifty (50) percent of the lump sum price will be paid at the time of the first monthly progress payment; an additional thirty (30) percent will be paid when one-half the original contract amount (excluding Mobilization and Preparatory Work) is earned. The remaining twenty (20) percent will be paid upon final acceptance of the project.

Bid Item 002: Phase 2 Cofferdam and River Control and Construction Dewatering (West Diversion)

This bid item includes, but is not limited to:

a. Preparing, submitting, and updating Water Control and Dewatering Plans.

b. Evaluating, designing, constructing, maintaining, replacing, monitoring, and deconstructing cofferdam, water control, and dewatering measures.

c. Furnishing and installing all equipment and materials necessary for cofferdam construction/removal and water control.

d. Obtaining and complying with all required permits.

Measurement and payment will be at the Contract lump sum price.

Sixty (60) percent of the lump sum price will be paid at the completion of cofferdam construction, dewatering of the diversion structure, and establishment of all required diversion and care of water equipment and material. The remaining forty (40) percent of the lump sum price will be paid at the completion of cofferdam removal.

The Contractor may elect to present the Owner with a payment schedule that differs from Paragraph 1.02 (B. )(3) based on a detailed schedule of values. Payment based on the Owner’s acceptance of Contractor’s proposed payment schedule is at the sole discretion of the Owner.

Bid Item 004: Concrete Core Sampling

This bid item includes, but is not limited to:

a. Establishment of all equipment pads, scaffolding, and any other features required to perform concrete core sampling described in the Base Bid.

This bid item includes, but is not limited to:

a. Work required for land-based geotechnical boring activities described in the Base Bid.

b. Establishment of all equipment, equipment access, equipment pads, drilling materials, and other features required to perform geotechnical borings as shown on the Contract Documents.

c. Perform geotechnical borings in accordance with the Contract Documents.

d. Remove soil samples and rock core samples and transport to the Engineer.

e. Abandonment of geotechnical boring locations.

Measurement and payment will be made per linear foot of geotechnical boring performed and abandoned in soil and/or rock, with no difference in unit payment for the materials the boring is advanced through.

Bid Item 005: Barge-based Geotechnical Borings

This bid item includes, but is not limited to:

a. Work required for barge-based geotechnical boring activities.

b. Establishment of all equipment, equipment access, equipment pads, drilling materials, barge anchors, and other features required to perform barge-based geotechnical borings as shown on the Contract Documents.

c. Perform barge-based geotechnical borings in accordance with the Contract Documents.

d. Remove soil samples and rock core samples and transport to the Engineer.

Bid Item 006: Geotechnical Test Pits

This bid item includes, but is not limited to:

Bid Item 008: Gate Stem, Pedestal, and Actuator Replacement

This bid items includes, but is not limited to:

a. Removal, salvage, and transport of existing gate stems, pedestals, and actuators.

b. Installation of Owner-provided gate stems, pedestals, and actuators.

c. Commissioning and testing the operability of the new gate stems and actuators.

Measurement and payment will be at the Contract Lump Sum price.

Progress payments will be made in accordance with complete and accepted work items identified on the Schedule of Values (01 29 73-1).

Bid Item 009: Electrical Equipment and Controls

This bid item includes, but is not limited to:

a. Removal of existing electrical features and controls as shown on the Contract Documents

b. Furnishing, installing, and commissioning new electrical features and controls as shown on the Contract Documents.

c. Furnishing the new backup power generator described in the Contract Documents.

Measurement and payment will be at the Contract Lump Sum price.

Progress payments will be made in accordance with complete and accepted work items identified on the Schedule of Values (01 29 73-1).

Bid Item 010: TERO

This bid item includes the applicable Yakama Nation 3% TERO fees associated with the Base Bid. The CONTRACTOR is responsible for complying with the Tribal Employment Rights Ordinance (TERO) requirements of the Confederated Bands of the Yakama Nation.

This bid item will be invoiced at 100% in the first progress payment. The CONTRACTOR is responsible for prompt payment of all TERO fees to the Yakama Nation.

Bid Item 101: Additional Mobilization and Preparatory Work

This bid item covers any additional mobilization and preparatory work resulting from Bid Additive 1, including, not necessarily limited to:

a. Installing and maintaining east diversion environmental controls for the duration of the construction Contract.

b. Providing required bonds and insurance (above and beyond that required for the Base Bid).

c. Delivering, removing, and or demobilizing any of Contractor's equipment, supplies, and materials required for Bid Additive 1 beyond those already included in the Base Bid.

d. Temporary construction power associated with Bid Additive 1 work elements.

e. Providing all other related and necessary labor, equipment, and materials to complete the Bid Additive 1 work that are not accounted for in the other bid items.

Measurement and payment will be at the Contract lump sum price.

Fifty (50) percent of the lump sum price will be paid at the time of the first monthly progress payment. An additional thirty (30) percent will be paid when one-half the original contract amount of the Bid Additive 1 work elements (excluding Mobilization and Preparatory Work) are earned. The remaining twenty (20) percent will be paid upon final acceptance of the project.

Bid Item 102: Phase 1 Cofferdam and River Control and Construction Dewatering (East Diversion)

This bid item includes, but is not limited to:

a. Any additional efforts required for preparing, submitting, and updating Water Control and Dewatering Plans to include Bid Additive 1 work elements.

b. Evaluating, designing, constructing, maintaining, replacing, monitoring, and deconstructing East Diversion cofferdam, water control, and dewatering measures.

c. Furnishing and installing any additional equipment and materials necessary for East Diversion cofferdam construction, removal, water control, and transferring of cofferdam meterials not already provided for under the Base Bid.

d. Obtaining and complying with all required permits related to the Bid Additive 1 work elements.

GENERAL

SUMMARY

This Section defines the process whereby the CONTRACTOR will develop the Schedule of Values (lump sum price breakdown) for review and approval by the CONTRACTING

OFFICER (CO).

Monthly progress payment amounts for some bid items will be determined from the in-progress status (i.e., estimated percent complete) of the work features identified in Section 01 29 00 – Payment Procedures.

SUBMITTALS

Submit the following in accordance with Section 01 33 00 – Submittals.

01 29 73-1, Schedule of Values

1. Prepare and submit a detailed Schedule of Values for every work feature within 30 days from the date of Award or 14 days prior to the Pre-Construction Meeting, whichever occurs first.

2. The schedule of values must be sufficiently detailed to determine appropriate monthly progress payments.

3. The CO will be the sole judge of acceptable numbers, details, and descriptions of values established.

4. If, in the opinion of the CO, a greater number of Schedule of Values items than proposed is necessary, the Schedule of Values will be returned for revision.

5. Adjustments and Acceptance

a. During the Pre-Construction Meeting, the level of detail and value allocations will be discussed to determine if the Schedule of Values provides an acceptable level of detail to support interim progress payments for the work features. The CO’s review of the Schedule of Values submittal shall be returned to CONTRACTOR within 7 days following the Pre-Construction Conference.

b. Make necessary adjustments to the level of detail and/or value allocation and submit a revised Schedule of Values within 7 Days from the date of receiving the CO’s review comments.

1. AGC Manual – Construction Planning and Scheduling Manual

DEFINITIONS

Schedule: Construction schedule using the Critical Path Method (CPM) of planning and scheduling a construction project. Activities are arranged based on activity relationships and network calculations identifying the “critical activities” that determine the earliest completion date.

Project Calendars: Cross reference between the number of work days and calendar days. The project calendar serves as the basis for the day/date conversion and assigns work days and non-work days.

Resources: Equipment, labor or crews, materials, subcontractors, fabricators, manufacturers, and consultants.

Required Submittals: Identifies items to be submitted.

SUBMITTALS

Submit the following in accordance with Section 01 33 00 – Submittals.

01 32 16-1, Representative Information

1. Designation of authorized representative to develop and maintain the Construction Program. Representative shall be experienced in developing and maintaining construction schedules and knowledgeable of activities and progress on-site to develop and maintain accurate and reliable schedules.

01 32 16-2, Baseline Schedule

1. Include:

a. Definition of project Calendars.

b. Gantt Chart (bar chart) for project.

c. Narrative of the construction sequence.

d. Activity report including all logic constraints consisting of predecessors, successors, and constraint dates.

01 32 16-3, Updated Schedule

1. Include:

a. Updated activity and milestone schedule summary.

b. Definition of project calendars if revised from baseline calendars.

c. Gantt chart for project.

d. Narrative report specifically stating status of project.

1. If negative float exists, cite specific actions and conditions which caused the “behind schedule” condition and provide proposed course of action to complete the project within the specified delivery time.

2. List of Contractor-initiated changes to the current schedule, including the reason for the change and any unresolved issues relating to the Construction Program. COR and Owner Representative reserve the right to reject Contractor-initiated changes to the approved schedule.

e. Submittals register. Updated monthly register including: submittals as listed in submittal table, revised submittals, dates, and status. This register document is separate from the scheduling database.

01 32 16-4, Time Impact Analysis

1. Include:

a. Construction Program database with proposed revised activity and milestone data.

b. Proposed schedule revisions, specifically identifying changed or deleted activities and the impact on the completion date.

c. Narrative report explaining results and conclusions.

CONSTRUCTION SEQUENCE

Prepare construction schedules using CPM, under concepts and methods outlined in the AGC Manual.

1. Establish workday calendar(s) and use these in the schedule to translate the activity’s workday duration into calendar dates. Use calendar names unique for this project, do not use software default calendar names. Save calendars as project calendars, not global calendars.

2. Prepare schedule based on required sequence and interdependence of activities.

3. Prepare detailed activity network for accomplishing required work organized by Work Breakdown Structure (WBS).

4. Activities except “Award” shall have predecessor activities and activities except “Contract Complete” shall have successor activities.

5. Include dates for interim milestones, critical interface events for COR or Owner Representative, time or seasonal constraints specified in the contract documents, and contract completion.

6. Include work to be performed by subcontractors.

7. Develop the Construction Program to account for seasonal weather conditions.

8. If activity codes are utilized, use unique activity code names assigned as project codes rather than global codes. Utilize the WBS, in lieu of activity codes, for general organization of the schedule.

9. Define activities to a level of detail to result in no single activity having a duration greater than 20 workdays, unless otherwise accepted by CO.

a. Durations for administrative activities (e.g., submittals and reviews, fabrication, manufacturing) or other specific activities identified in the contract will not be subject to the workday limitation.

10. Include activities for COR or Owner Representative review and approval. Assign submittal review activities to a 7-day calendar with durations as specified in Section 01 33 00 – Submittals. Include activities for issuance of submittals, submittal reviews, and fabrication or manufacturing activities when work involves significant quantities, long lead times, is on the critical path, or as requested by the COR or Owner Representative.

11. Include contract title, contract number, and Contractor’s name on each sheet of the Gantt chart.

12. For each activity on the Gantt chart, display identification number, activity description, planned duration, start date, finish date, total float, and calendar identification.

13. Include table of abbreviations used in the schedule, listed and defined alphabetically.

14. Use durations in units of whole workdays.

15. Equate durations for COR or Owner Representative reviews and other identified actions to the maximum number of calendar days specified in their respective paragraphs.

Baseline Schedule:

1. Represents Contractor’s as-planned approach to accomplishing the work. Does not include actual start dates, percent completes, or actual finish dates.

Updated Schedule:

1. Meet monthly with the COR and/or Owner Representative at Owner’s project office, or at a location approved by the COR or Owner Representative, to review progress.

Establish dates that activities were started and completed, discuss remaining durations for each activity started but not yet completed.

a. Discuss schedule status and identify potential negative schedule impacts.

b. Submit revised schedule that accurately identifies actual start/finish dates, identifies corrective actions to recover schedule, or request approval to extend the construction schedule.

2. Provide a 3-week look-ahead schedule at weekly progress meetings.

3. Following receipt of an executed contract Modification, incorporate the activity data and logic relationships stipulated in the modification into the schedule for discussion at the next progress meeting.

4. The project schedule shall be updated and submitted to the Owner or the Owner Representative for approval with the Contractor’s monthly progress payment.

5. Assign a unique project file name to each schedule update issued. Schedule updates shall be issued as a pdf and comply with the following file naming convention:

TIME IMPACT ANALYSIS

Provide a time impact analysis for contract changes, e.g., a change order, proposed modification, or value engineering change proposal, to support a claim or request for an equitable adjustment to the contract that involves a delay or accelerated schedule.

The CO may use the time impact analysis to determine if a time extension or reduction to the contract milestone dates is justified.

A time impact analysis is applicable whether the Contractor’s current schedule milestone dates are the same as, earlier, or later than those required under the contract.

Changes, additions, or deletions to activities, activity durations, or activity time frames will not automatically mean that an extension or reduction of contract time is warranted.

Time extensions for performance will be considered only to the extent that the Contractor’s current scheduled milestone dates exceed the contract milestone dates.

For each activity directly affected by a change or delay, include the current and proposed items:

1. Activity description

2. Types and quantities of major pieces of equipment, principal manpower, and pacing materials (materials that affect activity start, duration, or finish).

3. Activity duration.

4. A narrative containing the rationale used in developing the proposed logic relationships and activity data.

Float is not for the exclusive use by, or benefit of, either the Owner or the Contractor.

Prepare a single time impact analysis for modifications issued after Notice to Proceed (NTP) and prior to approval of the baseline schedule. Submit the time impact analysis with the baseline schedule submittal.

Perform time impact analyses using data in the current, approved schedule at the time of the change or delay event.

1. Prepare proposed revised schedule and narrative description describing and highlighting where changes or delays are included.

2. Prepare summary comparing the results of two schedule analyses: One using current schedule data, and one using proposed schedule data incorporating the changes or delays.

a. Show contract milestone and activities whose periods of performance have shifted.

b. Base mathematical analyses on status of work and available float from the time the CO directs or proposes changes to the work, the Contractor submits a value engineering change proposal, or when a delay occurs.

REVIEW AND EVALUATION

Baseline Schedule:

1. Within 14 calendar days after receipt of baseline schedule:

a. CO will accept or reject the proposed baseline schedule.

b. If schedule is rejected, revise and resubmit within 7 calendar days following the date of rejection.

2. Do not proceed with onsite work, except for mobilization and survey, until baseline schedule has been accepted.

Updated Schedules:

1. The Owner will require 14 calendar days after receipt of each monthly update to review and accept or reject the updated schedule.
