Statement of Work

HASKELL INDIAN NATIONS UNIVERSITY

Temporary AC Building 129 Coffin Sports Complex

March 2025

A. GENERAL

1. Purpose:

Haskell Indian Nations University is requesting temporary air conditioning services (4 days) in the gymnasium at Coffin Sports Complex, from May 9 through May 11, 2025. The gym is approximately 27,000 SF and can accommodate up to 2,000 spectators. The Contractor shall provide all services required including, but not limited to providing ac unit(s) properly sized, with proper performance (low noise, and condensate drainage systems), power supply, and configuration to temporarily provide cooling in the space to a comfortable temperature when the facility is at maximum occupancy.

The contractor is to provide construction, installation, and Engineering services to accomplish the tasks in accordance with this statement of work, contract terms, conditions, specifications, and any special requirements. After the temporary conditioning period has expired, the contractor is to remove any temporary measures except any that HINU determines should remain. Design and construction shall follow NFPA 5000 and all applicable codes for mechanical, electrical, plumbing, and other applicable codes as determined by BIA. Refer to Codes and Standards below.

The purpose of this Statement of Work is an invitation for Proposals, “Not an Award”, or a “Commitment to Award” for work at this location.

2. Project Location:

Building 129, Coffin Sports Complex was built in 1980 at Haskell Indian Nations University located in Lawrence, Kansas.

3. The following specifications/guidelines shall be utilized work described.

Definitions and Acronyms:

“ADAABAAG” means “Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines”.

“A-E” refers to the Architectural and/or Engineering firm.

“AHJ” refers to the Authority Having Jurisdiction

“BIA” refers to the Bureau of Indian Affairs.

“BIE” refers to the Bureau of Indian Education.

“CO” refers to the BIA or BIE Contracting Officer.

“COR” refers to the Contracting Officer’s Representative.

“Design Handbook” refers to the current edition of the BIA School Facilities Design Handbook.

“DOI” refers to the U.S. Dept. of the Interior.

“DSRM” refers to the “Division of Safety and Risk Management” which is the AHJ and located in Albuquerque, NM.

“HINU” refers to Haskell Indian Nations University, located in Lawrence, Kansas.

“Plan Review Procedure” refers to the May 2020 “Safety, Health and Accessibility Design Guidelines for Architects, Engineers and Design Firms”.

B. CODES AND STANDARDS

The Contractor shall provide a multi-disciplined team to furnish services required to complete the work. Each responsible team member must be knowledgeable of and provide work in compliance with the most current editions of all applicable codes, standards, design handbooks, plan review procedures, and guidelines as adopted by BIA.

Where applicable, the Contractor shall adhere to all federal and state statutes pertaining to archaeological, historical, and environmental clearances which may affect this project. Strict adherence to the National Environmental Protection Act (NEPA) and the National Historic Preservation Act (NHPA), Section 106, will be mandatory.

Haskell Indian Nations University utilizes an Environmental Management System (EMS) to follow regulations concerning environmental laws. The Contractor shall follow all applicable environmental laws.

C. SCOPE OF WORK

1. Meet with HINU staff as directed by the HINU Facilities Manager and/or COR to discuss specific requirements.

2. Upon request and if available, existing drawings and other relevant building information may be provided for informational purpose only.

3. Field verify all existing building conditions, utilities, finishes, dimensions, and clearances impacted by the work -notify COR of any deficiencies.

4. The materials used shall conform to the historical status requirements of the building in relation to the work to be performed under this SOW.

5. The Contractor shall determine the quantity and type of work to provide all labor and materials required to complete the project as stated in this Statement of Work (SOW) -refer to Section D, TASK DESCRIPTION.

6. Design/Build Requirements:

a. Locate, inspect, and determine capacity of any structural, mechanical, electrical, and plumbing that will be affected by the construction.

b. Based on the determination of the design requirements as presented for each task or work order, the Contractor shall provide Engineering services including, but not limited to, design and calculations for architectural, structural, mechanical, electrical, and plumbing work.

7. Provide all mechanical, electrical, and plumbing work required for the new construction or remodeling.

8. All waste materials shall be removed and disposed of in a manner as specified by local, State, and Federal regulations.

9. All salvageable materials shall be turned over to HINU or lawfully disposed of as directed by the COR.

10. After all work is complete, provide testing, analysis, and a report to assure proper operation of all replaced piping. This report shall be submitted as part of project close-out documentation to the COR and Contracting Officer.

11. The Contractor shall perform its own final inspection of the installation with appropriate checklists and submit this to the COR before the government’s final approval.

12. The Contractor’s inspection checklist report shall include how noted items have been addressed and are to be submitted to the COR prior to securing the government’s final approval.

13. The Contractor shall provide all close out documents as required by the contract.

D. TASK DESCRIPTION

1. The following contract line-item numbers (CLIN) shall be priced separately and as a total.

The Government reserves the right to accept any or all contract line-item numbers.

See other sections of this Statement of Work for additional requirements.

NOTE: No work may proceed without approval by the Contracting Officer.

CLIN #001 (Building 129 Provide installation Documents and install and remove temporary AC in Gymnasium

a. The Contractor shall engage a qualified person to inspect the building, to verify existing conditions, and provide plans and specifications if needed to install temporary AC unit in the building.

b. Design shall include install and de-install AC unit to cool the Coffin sports complex gym during the dates of May 09 to May 11, 2025.

c. Provide condensate drain system as necessary.

d. Uninstall and remove all temporary components.

e. Check existing surfaces for sources of dampness, mold or cracking. -Remediate, repair, and /or replace as required.

f. Repair and refinish all interior surfaces, lines or fixtures that are affected as a result of the installation and removal of the system.

E. DELIVERABLES

1. Contractor shall provide installation documents for the installation and removal of

Temporary AC equipment. Install and remove temporary system as presented.

2. The Contractor shall submit samples, product data, and other submittals and share with HINU Facilities and the COR regarding details, materials and equipment that will be used as part of the project.

F. PERIOD OF PERFORMANCE

The Contractor shall have the temporary AC operational by May 8, through May 11 2025..
