About this file
This is a summary of a bridge inspection report and related federal contract opportunity. The bridge inspection report details the condition of the Northern Canal Pedestrian Bridge located in Lowell National Historical Park. Issues found include cracking and spalling of concrete piers, rusting and section loss of steel girders and railings, and debris accumulation. Estimated costs for maintenance and rehabilitation are provided. The related federal contract opportunity is solicitation number 140P4321R0018 from the Department of the Interior National Park Service Northeast Region seeking repair of the Northern Canal Pedestrian Bridge per the deficiencies identified in the inspection report. The required work includes cleaning and painting structural steel, concrete repairs to piers, repairing grout pads, and replacing deteriorated railings.

STRUCTURE EVALUATION SUMMARY
This steel girder pedestrian bridge is located under the Pawtucket Street vehicular bridge, and provides access to a hydroelectric plant and a canal gate control shed. A locked gate is in place at the east end of the bridge, but pedestrians are allowed access at various times during the year.
The structure is currently in fair condition overall. The main problems include a large spall with exposed rebar on the north end of the east pier cap; moderate delamination and cracking of the concrete piers; spot rusting throughout the steel superstructure, particularly at the bolted connections and at the edge of the girder flanges; debris accumulation on top of the girders and bearing seats through gaps between the deck planks; and rusting with section loss throughout the railing system, including broken connections between the panels. There are temporary repairs in place for the railing system, consisting of zip-ties and netting; these should be replaced with more permanent repairs.
Other problems observed include loose anchor bolt nuts, and vegetation growth at the west end of the deck.
Corrective action should be taken as outlined in this report to prevent the possible development of more serious or costly problems in the future. It should also be noted that the Pawtucket Bridge shows advanced structural deterioration and has a history of falling concrete. A safety net has been placed under the Pawtucket Bridge to help protect pedestrians below from debris. Until the highway structure is rehabilitated or replaced, measures to protect pedestrians from falling debris should remain and be maintained, and the pedestrian bridge should be regularly cleared of any debris and/or efflorescence.

G = GOOD (CODES 7 - 9) F = FAIR (CODES 5 - 6) P = POOR (CODES 0 - 4)
CONDITION RATING CODE EQUIVALENTS FOR SUB-ELEMENTS
SERIOUS CONDITION - loss of section, deterioration, spalling, or scour have seriously affected primary structural components. Local failures are possible.
Fatigue cracks in steel or shear cracks in concrete may be present.
CRITICAL CONDITION - advanced deterioration of primary structural elements. Fatigue cracks in steel or shear cracks in concrete may be present or scour may have removed substructure support. Unless closely monitored it may be necessary to close the structure until corrective action can be taken.
“IMMINENT” FAILURE CONDITION - major deterioration or section loss present in critical structural components or obvious vertical or horizontal movement affecting structure stability. Structure is closed to traffic but corrective action may return structure to light service.
FAILED CONDITION - out of service; beyond corrective action.
CONDITION RATING CODES FOR ITEMS 58 - 62, 222, 223
NOT APPLICABLE
EXCELLENT CONDITION
VERY GOOD CONDITION - no problems noted.
GOOD CONDITION - some minor problems.
SATISFACTORY CONDITION - structural elements show some minor deterioration.
FAIR CONDITION - all primary structural elements are sound but may have minor section loss, cracking, spalling, or scour.
POOR CONDITION - advanced section loss, deterioration, spalling, or scour.
