I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in

Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) This action is being processed in accordance with FAR Part 12, and FAR Part 15. The solicitation number is

140P1222R0002. This solicitation is issued as a Request for Proposals (RFP). The solicitation will result in the award of a firm fixed priced contract based upon the operational hours each year. The National Park Service, Interior

Regions 6, 7 & 8, Lakewood MABO, on behalf of the National Park Service, Rocky Mountain National Park, is issuing this combined solicitation/synopsis.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition

Circular Number 2022-06, which was effective May 26, 2022.

(iv) This requirement is Unrestricted Full and Open competition. The NAICS code is 485113 and the size standard is

$16.5 million.

(v) Section B of this document contains the Price Schedule. Section C of this document contains the Performance

Work Statement.

(vi) Description of the requirements: See Section C, Performance Work Statement (PWS). Period of Performance shall be a sixty (60) month base period and five (5) 12-month option periods.

PERFORMANCE SCHEDULE

The performance schedule for this effort is as follows:

• 04/01/2023 through 03/31/2028 – Base Award Years

• 04/01/2028 through 03/31/2029 – Option year 1

• 04/01/2029 through 03/31/2030– Option year 2

• 04/01/2030 through 03/31/2031 - Option year 3

• 04/01/2031 through 03/31/2032 – Option year 4

• 04/01/2032 through 03/31/2033 – Option year 5

September 13, 2022.

(viii) The provision at FAR 52.212-1, Instructions to Offerors—Commercial (NOV 2021), is incorporated and applies to this acquisition. This provision is printed in full in Section L.

(ix) The provision at FAR 52.212-2, Evaluation—Commercial Items (NOV 2021), applies to this acquisition. See

Page 77 for full text of the provision, along with the specific evaluation criteria to be included.

(x) Offerors must include a completed copy of the provision at FAR 52.212-3 (NOV 2021), Offeror Representations and Certifications – Commercial Items, with their proposals. The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for

Award Management (SAM) website accessed through http://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.

B.1 PRICE SCHEDULE

Base Award: 04/01/2023 through 03/31/2028 Five (5) year base contract

Option Years 1 – 5: 04/01/2028 through 03/31/2033 Five (5) 12-Month Option Years

Price Schedule Notes: The contractor shall furnish all necessary personnel, materials, equipment and non-personal services to perform transportation services at the Rocky Mountain National Park in accordance with Section C, Performance Work

Statement (PWS), and provide required reports as identified in the PWS. Contractors shall submit prices on all lines in the tables below. Incomplete price proposals will not be eligible for award. If error in summation occurs, the unit price will prevail.

Base contract lines:

The base contract operational hourly rate includes Element A Shuttle Bus Operations.

The price schedule includes line items broken down in some detail to support the hourly rate. All service contract hourly wage rates shall be priced as the fully encumbered rate, including all benefits.

Option Lines:

Option Line 1 adds Parking Lot Attendants to manage three of the busiest parking lots within the Bear Lake Road.

Option Line 2 add a Dispatcher position to work at the Town of Estes Park Visitor Center, coordinating the park’s Hiker

Shuttle and assisting visitor.

The price for these option lines includes all costs required to furnish these services.

SECTION C – PERFORMANCE WORK STATEMENT

C.1. OVERVIEW AND DEFINITIONS

C.1.1. OVERVIEW: Transit System and Parking Management

The National Park Service (NPS) at Rocky Mountain National Park (ROMO) has provided the Visitor Transportation

Service (VTS) as operated by government contract, since the year 2000. At the park’s peak for visitation (2019), ROMO hosts over 4.7 million visitors and the ridership is ~800,000. Those numbers have been lessoned slightly under the park’s pilot timed entry systems (2020 -2022). The common denominator for this firm, fixed price, 10-year service contract (5 base years, with 5 option years) is the Operation Hour (see definitions below). NOTE: All terms beginning with capital letters are defined in the definitions section C.1.2 DEFINITIONS.

ROMO has operated a VTS in the Bear Lake corridor since the late 1970s. The early systems utilized off-season school shuttle vehicles and provided limited service and a poor transit experience. Beginning in 2000 ROMO began its “modern” era of visitor transportation with the creation of the current Bear Lake Road shuttle system. The Park has a developed Park and Ride facility along Bear Lake Road which services as the VTS hub for the park with routes emanating from there servicing trailheads along Bear Lake Road, two of the park’s major campgrounds and trailheads along Fern Lake road.

Starting in the summer of 2006 the Park started an express route known as the “Hiker Shuttle” to serve as a connecting route between the park’s Park and Ride and the Town of Estes Park’s visitor center. During that same year the Town of Estes

Park started their own visitor transportation system known as the “Shopper Shuttle” serving the town’s downtown area and local hotels. The town’s visitor center serves as the transit hub for the town’s operations.

The VTS operates during the period of highest Park visitation i.e. May – October, with fewer visitations at the start and end of this season. During the operation of the Park’s modern shuttle system park visitation remained relativity flat while shuttle ridership steadily increased with to just under 800,000 riders in 2019. During that time the system experienced increased use during the fall season and additional service days were added as needed.

Currently under the park’s pilot timed entry system shuttle use has become more consistent throughout the day and throughout the season. The timed entry system has ‘flattened” peaks in visitation and more evenly spread that use out throughout the service day.

Although schedules are developed by the Contractor and approved by the National Park Service (NPS), the emphasis is on providing service and not on meeting specific times at stops. Many factors affect schedules, including traffic congestion, which are beyond the control of the Contractor. Schedules are altered as approved by the NPS to meet desired levels of service, based on availability of equipment.

Contract Requirement Element A

The Contractor must provide, maintain, and operate the fleet of shuttle buses, operating on the three park routes, Bear, Moraine and Hiker Shuttle Routes.

Contract Options

Option#1 Parking Lot Attendants – these shuttle contract employees manage, provide visitor information, and coordinate operations at three of the Bear Lake Road corridor’s busiest parking lots (Bear Lake, Glacier Gorge, and Park and Ride).

They ensure that shuttle operations are not impeded by traffic congestion in these lots

Option#2 Dispatcher at Estes Park Visitor Center. Provide dispatching duties at the Town of Estes Park’s visitor center and coordinates hiker shuttle boarding.

C.1.1.2. Purpose

Park roads and visitor transportation systems are intended to enhance visitor experience while protecting park resources.

Transportation is, in many ways, the connection between the National Park Service mission of resource protection and visitor enjoyment. The purpose of the Visitor Transportation System (VTS) in Rocky Mountain National Park (ROMO) is to reduce traffic congestion along the Bear Lake Road corridor thus increasing the visitors’ experience. The shuttle system allows the park to expand the parking capacity of the Bear Lake Road corridor through allow parking anywhere within the corridor and allowing visitors to access the trailhead of their choice. Additionally, the shuttle system creates a variety of loop hike options for visitors, allowing parking at one location and hiking out at another and connecting via the shuttle to their original starting point.

C.1.1.3. Objectives

The Contractor shall operate The Visitor Transportation System (VTS) 7-days per week, including all holidays from Mid-

May thru Mid-October, with the capacity to provide additional service through Mid-November, weather dependent and at the request of the NPS by providing, maintaining, and overseeing:

a) A right-sized fleet of shuttle buses capable of:

- accommodating 60 to 75 riders per bus with seating for a minimum of 26

- safely navigating the three shuttle routes

- ensuring that headways average of 10 to 15 minutes along the Bear Lake Route, 30 minutes on the Moraine Route and 30 to 45 minutes on the Hiker Shuttle Routes the peak hours of peak season,

- enhancing the national park experience by minimizing both vehicle emissions and noise pollution.

b) Accurate and actionable ridership data collection providing ridership numbers for each route by day.

c) Employee training specific to all of the job descriptions above, emphasizing technical skills and safety, as well as customer service training to create a workforce united in the common cause of providing competent, professional, and courteous service to park employees, park partners, and especially Park Visitors.

C.1.1.4. Partnership

The Contractor’s On-Site Operations Manager is a key member of the park community and is expected to attend and participate in meetings hosted by ROMO Superintendent as facilitated by the COR, especially those where decision making pertains to and/or can benefit from the involvement of the VTS.

C.1.2. DEFINITIONS

The following words are defined based on their relevance to the VTS and the service contract that authorizes and guides its operation.

Backcountry Hiker – Usually a hiker of advanced ability who is exploring the most remote sections of ROMO by hiking the more primitive trails in the park. Staying overnight in the backcountry requires a backcountry permit which can only be issued by the NPS.

Contracting Officer (CO) – A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.

Contracting Officer Representative (COR) – NPS-designated individual authorized by the CO to inspect the Contractor’s performance and other delegations as assigned.

Federal Acquisition Regulation (FAR) – Provides uniform policies and procedures for acquisitions by executive agencies of the federal government.

Headway – Time elapsed between bus arrivals at any given stop along the Shuttle Route.

Inspection – Examining and testing supplies or services to determine whether they conform to contract requirements.

National Park Service (NPS) – Established in 1916, the NPS is the federal custodian of all our nation’s federal parks and monuments. It has the responsibility of preserving and protecting the environmental and cultural values of our national parks, allowing for “the enjoyment of the people in a manner and by such means as to leave them unimpaired for future generations.”

Operational Hour – Fundamental unit of measure used in contract Elements, upon which pricing, ridership, and other quantities of service are based. Note that the keyword ‘operational’ literally means when buses are in motion or Parking Lot

Attendants are working parking lots. The NPS will not directly compensate the Contractor for training hours, vehicle maintenance, lunch breaks, warming-up buses before they go on shift, or cleaning buses after they go out-of-service. All of those essential expenses and any others incurred by the contractor over the course of a service year, must be incorporated into the price bid for that type of Operational Hour, before those costs can be compensated by the government.

Park Visitors – Members of the public visiting Rocky Mountain National Park.

Performance Plan – Contractor’s system to control the equipment, systems, or services so that they meet the contract requirements.

Performance Standard – An acknowledged measure of comparison.

Proposal Submission – Collection of documents, as specified in Section L, that comprises a prospective contractor’s entire proposal and price-bid in response to a solicitation for contracted work.

Root Cause Analysis – The investigative process where preceding events or conditions are studied to determine which ones contributed to the occurrence of a safety violation or an incident like a motor vehicle accident.

Parking Lot Attendants – Parking Attendants who excel in customer service and situational awareness so as to improve the efficiency of the VTS either by temporarily closing busy parking lots to visitor vehicles, or ideally, just rerouting motorists to less busy locations where they can park and then ride the VTS.

C.2. – TRANSIT INFORMATION –ROUTE, SCHEDULE, CHANGES, EMERGENCY CHANGES

C.2.1. TRANSIT SERVICE

C.2.1.1. General

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide the transit service as defined in this Performance Work Statement (PWS), and in accordance with the laws, regulations, codes, etc.

C.2.2. ROUTE DESCRIPTIONS AND OPERATIONAL DETAILS

C.2.2.1. Element A: The Shuttle Route

Following are the current VTS routes:

Bear Lake Route

The Bear Lake route operates from the Park and Ride lot along Bear Lake Road to the Bear Lake trailhead/parking area with stops at Glacier Gorge Trailhead and Bierstadt Lake Trailhead. This is the main park route that carries most riders on the system. There are many “loop hikes” originating from stops along the Bear Lake route which contributes to the high ridership along this segment. The trailhead parking lots along this route typically fill early in the day making the shuttle system the only option to access these areas. The Park and Ride facility is the park’s transit hub and holds

Page about 370 visitor vehicles and usually reaches capacity each day during the season. The average length of stay for a vehicle in the park and ride lot is 4.5 hours.

Moraine Route

The Moraine Park route operates from the Park and Ride lot along Bear Lake and Fern Lake Roads to the Fern Lake

Trailhead. The Moraine Park route serves the park’s two largest campgrounds: Moraine Park and Glacier Basin with additional stops at Sprague Lake, Tuxedo Park, Hollowell Park, the “C” Loop of Moraine Park Campground, and Cub

Lake Trailhead. This is a valuable connector route as it serves the two campgrounds and completes many other “loop hikes”.

Hiker Shuttle

The Hiker Shuttle is an express route that connects the Park’s Park and Ride Lot with the Town of Estes Park’s visitor center located at the intersection of HWY 34 and 36. The route is designed to provide access to the park from the

Town of Estes Park either using the town’s shuttle system or through parking at the town’s parking structure/visitor center complex. This allows visitors who have lodging or are parked in town to access the park without having to use their private vehicle to enter the park. This is considered an express route with only those two terminal stops.

C.2.3. ROUTE SCHEDULE

C.2.3.1. Schedule Adherence

The Contractor shall develop and submit, for approval, a Route Schedule to the CO no later than the end of January of each year. The proposed Route Schedule submitted by the Contractor shall be based upon the following limiting factors:

• The daily hours of operation shall not begin earlier than 5:00 AM and shall not end earlier than 7:00 PM.

• The route frequency may not exceed a time period of every 15 minutes for the Bear Lake Route, 30 minutes for the Moraine Route, and 60 minutes for the Hiker Shuttle during the peak daily hours of operation.

• The route description as described in part “C.1” above.

• The contractor should work closely with the NPS is determining a schedule than meets visitor use demands while managing costs to ensure contract funds are used efficiently.

C.2.3.2. Period of Performance and Operational Season

The VTS shall operate seasonally between the Memorial Day Weekend through the Columbus Day Weekend. In addition, the contractor shall provide shuttle service on a day by day basis through as late as mid-November when requested by the CO. Refer to the Route, Schedule and Period of Performance Changes section below for additional information.

C.2.4 SHUTTLE BUS VEHICLES AND TRANSPORTATION EQUIPMENT

C.2.4.1. General

The Contactor shall provide and maintain all vehicles necessary for the accomplishment of services for this contract including buses. Fleet size must meet the minimum equivalent of the Peak Hours of Peak Season of Element A, which is (7)

30 to 35 ft buses with seating for at least 28 passengers and an additional standing room for up to 60. The contractor must also have 1 additional bus of the same size, immediately able to stand-in for any vehicle needing repair or otherwise even temporarily inoperable (e.g., flat tire).

C.2.4.2 Specifications and Operations Requirements

The Contractor shall provide a detailed description of all buses the contractor intends to utilize to provide this service.

Each shuttle vehicles shall:

a) Limit vehicle noise to protect the ROMO soundscape. A vehicle operating at normal operating load should not exceed a noise level of 60 decibels measured on the A weight scale at 50 feet.

b) Be operable at altitudes between 7,000 and 9,500 feet above sea level. In addition, a limited number of vehicles may need to operate up 12,500 feet above sea level.

c) Must be fully compliant or exceed EPA highest Emissions Standards (e.g., Tier 3 standards that, at the time of this writing, are still under review by the new Administration) for class of vehicles proposed. All other things being equal, selection preference will be given to vehicles with the lowest rated emissions. Operate on regular diesel fuel, hybrid, or alternative fuel, if another fuel source besides diesel is proposed the contractor shall full explain how that fuel source will be supported. Due to the numerous grades on the park routes diesel is still the preferred fuel source to ensure reliability and consistent service.

d) Operate per federal, state, and local regulations.

e) Be fully enclosed.

f) Not idle at any stop for more than 5 minutes at a time and thus shall be capable of being restarted quickly after being turned off.

g) The entire fleet shall be Americans with Disabilities Act (ADA) compliant wheelchair lifts (such as a solid platform onboard lift) or other lift device.

h) Be equipped with:

• operable windows

• air conditioning and heating devices,

• interior railings for standees to hold onto

• A fully functional interior public address system. The system shall be functional such that the speaker’s voice can be clearly always heard and understood in all areas of the vehicle that the vehicle is in operation.

• Two-way programmable radios or cellular phones for communications to the Contractor’s dispatch.

i) Maximum vehicle lengths, widths, minimum seating / standing capacity, entry / exit doors locations:

• Bear Lake Route: 35’ x 9’, 25 seated / 20 standing passengers, doors at front and middle of vehicle

• Moraine Park Route: 25’ x 9’, 14 seated / 0 standing passengers, door at front of vehicle

• Hiker Shuttle Route: 35’ x 9’, 25 seated / 20 standing passengers, door at front & middle of vehicle

j) Be operated & maintained in a clean burning state so that emissions are minimized so that park visitors and residents are not subjected to exhaust fumes during idling or moving stages. Adaptive measures may be required if problems are noted. Shuttle vehicles shall meet current State and Federal emission standards and shall be tested according to Federal and State standards. Emissions by the shuttle vehicles are a major concern of the NPS - especially at Rocky Mountain

National Park

k) Be clean and have an attractive appearance as defined herein:

1. Free of graffiti – interior and exterior.

2. Absence of oil or other excessive residue on the exterior.

3. Windows, seats, dashboard, stanchions, and exposed surfaces free of dust, gum, grease, soil, etc.

4. Floor areas free of dust, gum, grease, oil, etc.

Any vehicle that the NPS determines does not meet the above standards shall not be utilized and shall be immediately replaced by the Contractor.

l) Have a venue inside the vehicles to educate visitors on various park safety messages, signage will be supplied by the

NPS.

m) Manufactured with entry locations (doors) at both front of vehicle and rearward of the vehicles mid-section. Both sets of doors must off-load on the right side of the bus.

n) Signage: Vehicles shall always display the proper signage, including but not limited to vehicle number/route signage, etc. while in service. No advertising signs shall be placed or displayed on, or affixed to, any vehicle in transit service.

The contractor shall submit all signage to the CO for approval. The Contractor shall not change or obstruct in any way and shall maintain all identification markings, decals, logos, and color schemes on all vehicles as approved by the NPS unless agreed to in writing. The contractor shall propose a graphic design for use on all park shuttle vehicles and shall outfit all shuttle vehicles used as part of the contract with the park approved graphics. References to Rocky Mountain

National Park or the National Park Service shall not be displayed (fully covered or removed) when the vehicles are operated outside of the contracted ROMO VTS contract.

C.2.5 CHANGES IN TRANSPORTATION SERVICES

Upon NPS approval of a Route Schedule and maximum number service hours attributed to the approved Route

Schedule, the Contractor shall not deviate from the Route Schedule and shall not perform any additional service beyond the NPS approved Route Schedule without first receiving prior NPS approval from the COR, in writing.

The number of Operational Hours awarded should be considered a business-as-usual maximum. However, the amount may change within any given Operational Season as NPS may require changes to the transit routes and/or schedules, but only within the following conditions:

A) NPS may require a reallocation of operational hours from one or more contract element or contract option to one or more different elements or options via CO approved contract modification, if the overall amount of money invoiced to government will not change.

B) NPS may increase contract’s overall Operational Hours by up to 20%, through a contract modification as approved by the CO without equitable price negotiation for the awarded operational hours firm fixed price, providing performance of those additional hours does not require the Contractor to acquire a larger shuttle fleet, by purchase, rent or otherwise.

C) NPS may decrease the contractor’s overall Operational Hours by up to 10%, without a change to the contract awarded firm fixed price or equitable price negotiations if the decision to do so is justified as an emergency by the government as described below.

C.2.6 EMERGENCY CHANGES TO TRANSPORTATION SERVICES

In response to an emergency, the NPS may require the Contractor to make immediate operational changes. In the event of short duration emergency situations like temporary road closures due to a motor vehicle accident, bus drivers with the concurrence of the Contractor’s On-Site Manager, may modify routes and schedules as they deem necessary during the period of the emergency.

In the case of medium duration (e.g. less than 1-week long) emergencies, like severe storm events, or closures to portions of the park due to forests fires, or other public health risks, the NPS COR has approval authority for changing the Route Schedule and/or temporarily reducing both daily service start and end times, operational hours, and/or fleet size. The Contractor should document and report to the COR any reduction in Operational Hours incurred along with a written plan for how the lost hours might be recouped later within the same Operational Season. If the COR rejects the plan, the Contractor my revise and/or appeal to the CO.

When similar “acts of God” result in longer disruptions, resulting in reductions in Operational Hours, as documented to be in excess of a 10% reduction, or as can be shown in advance to be likely to result in excess of a 10% reduction, the

Contractor may request a price equitable negotiation. If the CO determines the emergency situation may result in greater than a 20% reduction in Operational Hours, the CO may issue a STOP WORK ORDER consistent with the

FAR, until the emergency has ceased or as such time as an on-going emergency like a global pandemic, can be thoroughly addressed with risks mitigated through a significant modification to the contract.

In an extreme and immediate emergency, the COR, Superintendent, or Chief Ranger may request the Contractor’s On-

Site Manager to utilize, but NOT commandeer, Contractor’s bus fleet or employees to alleviate the emergency, providing none of the work required is outside the scope of this PWS or results in any increased level of danger to

Contractor employees or equipment (e.g. transporting large numbers of firefighters or evacuating Park Visitors). If the performance of these actions results in a change in Operational Hours, damage or excessive wear and tear to equipment, or injury, the Contractor should document and report all such impacts to the CO, seeking appropriate compensation.

C.2.7 OUT-OF-CONTRACT USE OF FLEET

Though ownership of all fleet buses is retained by the Contractor, this contract requires the Contractor make the needs of the VTS come first, including at least 1 backup/standby bus of identical specifications, throughout the entire

Operational Season of the contract. Provided that the buses are re-branded (as described below), the contractor may use their fleet at their discretion during the winter off-season. During the operation season, the Contractor must not utilize any buses involved in the contract as defined, by being painted, wrapped, or otherwise identified as part of the ROMO fleet, for any use, be it compensate, donated, or otherwise, outside of the terms of this contract, without 2-weeks prior notification to the COR.

This notification must specify the out-of-contract use and include adequate assurances that no impact to service, or capability (as defined by the terms of contract and any awarded Contract Options for that given year), will be incurred during OR AFTER the vehicle(s)’ absence. When utilized for out-of-contract use, all identifying markings (as specified below) must be covered so that the vehicle cannot be mistaken for serving in its primary use, which is the VTS.

C.2.8. TRANSIT VEHICLE MAINTENANCE

C.2.8.1 GENERAL

The Contractor shall maintain all buses in a safe and clean operating condition. All repairs and painting shall be done in a professional manner, ensuring that repairs result in a like new condition and avoid a patched or unfinished appearance. The

Contractor shall provide a maintenance facility, maintenance personnel and institute a bus maintenance program. The

Contractor shall provide maintenance repair vehicles and mechanics for repair of buses during all hours of service.

Maintenance vehicles and mechanics shall be available by radio or cell phone at all times. Maintenance vehicles shall be equipped in order to repair and/or move the bus in an emergency.

Contractor shall be fully responsible for the safe and efficient maintenance of all vehicles in strict conformity to all applicable federal, state, and local statutes, ordinances, laws, regulations, and manufacturer requirements.

C.2.8.2. Preventative Maintenance

All preventative maintenance requirements shall be performed at regularly scheduled intervals as per vehicle owner’s manuals and/or manufacturer's recommendation.

There are no maintenance facilities within the park or furnished by the government, the contractor will need to procure the appropriate facilities within the local area.

All buses shall have an annual US DOT inspection and sticker. This sticker must be in plain view from the outside of the vehicle at all times.

C.2.8.3. Mechanical Maintenance

Maintenance shall include:

a) Brake inspections and maintenance shall be performed at manufacturer's recommended intervals to insure the safe and efficient operation of the braking system.

b) All components of the bus bodies, appurtenances and frames shall be maintained in a safe, in a sound and undamaged condition.

c) All decals that are faded or damaged shall be replaced. When paint is damaged, deteriorated or faded, that area or the entire bus must be repainted. Visibility for driver and passengers shall not be obstructed, and glass shall be replaced when cracks and/or scratches are excessive or are a safety hazard. Excessive rattles and other annoyances to passenger comfort shall be repaired.

d) Interior conditions:

e) All mechanical, electrical, fluid, air, and/or hydraulic systems shall be maintained in a safe, operating condition.

f) Heating and cooling systems shall be maintained and used to ensure that the passenger compartment temperature is comfortably maintained.

C.2.8.4. Bus Cleanliness

Daily All buses utilized in service shall be cleaned, including washing and scrubbing to include:

● The full exterior

● Wheels

● Fuel-fill area

● Absence of oil or other excessive residue on the rear end

● Clean inside windows, seats, dashboard, stanchions and exposed surfaces

● Clean floor areas free of dust, gum, grease, oil, etc.

● No graffiti on interior or exterior surfaces.

● Other repairs (including body, glass, and all bus appurtenances), unless the defect would affect safety or passenger comfort or have a significant effect on appearance. In the latter cases, repairs shall be made before the vehicle is put back into service.

OPTION 1 - PARKING LOT ATTENDANTS

C.3.1 Service Requirements

The primary goal of Option 1 is for the Contractor to help the NPS at ROMO manage its 3 most busy parking lots:

Bear Lake, Glacier Gorge, and Park and Ride to improve the efficiency of the VTS. The Contractor will NOT be evaluated on things beyond their control, such as how many times and for what duration these parking lots must be temporarily restricted to only allowing entry from the Park Shuttles. However, the contractor will be required to keep those statistics to inform the visitor-management decision making of the NPS.

Instead, the Contractor will be evaluated on how well their staff provides excellent customer service especially when telling motorists that they must park their car at a less popular location and use the VTS or return at a later time if they want to access trailheads. The contractors will need to be vigilant to make sure that motorists don’t park illegally, be it double-parking, or worse yet, shoulder parking which not only creates a safety hazard, but results in wear and tear to the road edge and does natural resource damage to soil and vegetation, and encourages copy-cat behavior.

The Parking Lot Attendants do not have any law enforcement authority. The Contractor must train them in “soft power” techniques in working with disappointed or ill-informed visitors, such as reason, persuasion, and providing actionable alternatives.
