PRE-SOLICITATION NOTICE: 44010798

The National Park Service, CONOPS Central Buying Office, intends to issue a Request for Proposal (RFP) for Replace Failing Solar Array Panels at Natural Bridges National Monument, Lake Powell, UT 84533-0001.

The project covers work at the solar array field, the Battery Building, and minor work at the main Visitor Center. The Work consists of:

1. Demolition and proper disposal of existing photovoltaic (PV) system components including aging PV panels, PV inverters, battery inverters, above ground PV wiring, and the PV system control panel. The PV array racking is intended to be reused and reconfigured as needed for the new system components unless the optional work is selected. Demolition work will also include the existing hydrogen gas monitoring system from the battery and inverter building.

2. Providing replacement of demolished PV system components including PV panels, PV inverters, battery inverters, above ground PV wiring, and the PV system multi-cluster control panel. PV panels are to be upgraded based on latest available technologies. The inverters and associated equipment are anticipated to be replaced in-kind with the same manufacturer, SMA. Replace all the above ground, direct current (DC) wiring from the PV modules and strings. Replace the interior DC combiner fuse box at the inverter room with new overcurrent protection board. Provide new permanent labeling to all components to comply with latest NEC requirements.

Update the lightning protection system as required for the new PV array layout.

3. Replacement of the existing hydrogen gas detection and alarm system. Reuse the existing power and control wiring where available and integrate with other systems per the existing system configuration.

4. Proper disposal of the previously demolished PV panels that are currently located in the PV array field. The quantity of these panels is estimated at five hundred (500) and may vary in age and manufacturer.

5. Integration of the PV components with the site electrical generation and distribution including the existing diesel fired generator system.

6. Providing a new digital display at the Visitor Center front desk to show energy data collection from the site micro-grid system. The display will be connected to the nongovernment internet network that is existing at the Battery Building. The data collection will be SMA WebBox, Flashview, and Sunny Portal, or functionally similar. The data display will be government furnished equipment.

7. Start-up and testing of the newly installed components and the integration with the existing site utility system. Testing will demonstrate system performance across the entire range of conditions. Proper system training will be provided to NPS staff. The contractor will be responsible for preparing a complete system manual covering all electrical generation and energy storage components. The system manual will include but may not be limited to asbuilt documents, operating and maintenance (O&M) documents, standard operating procedures, and hazard analysis.

8. Testing of all existing to remain system components. This will include diagnostics of the existing underground PV electrical wiring, existing to remain PV array panels, and other miscellaneous PV system components. The contractor must submit the proposed testing plan for approval by NPS prior to mobilization and system test results. The results must include test data, contractor recommendations, and known future system needs.

9. Optional work that may be selected by the Government:

a. Complete removal of all unused panel racking and replacement of all racking for the newly installed and existing to remain array panels. New array racking will be compatible with the new PV panels, rated for the installation site, and optimized for installation angle, shading, etc. based on the installation location. This work will include any foundation and structural work required and additional site grading to return the array field to an acceptable condition.
