STATEMENT OF WORK

IMRO Radio Repair, Maintenance and Installation

7 February 2022

The National Park Service (NPS), Regions 6, 7, & 8 (formerly Intermountain Region), has a requirement across all its regional park sites to provide installation, programming support, periodic maintenance, and emergency troubleshooting/repairs, to its Project (P25) narrowband-digital Land

Mobile Radio (LMR) systems.

The contractor shall provide the necessary technical and business resources as required to:

(1) Document the existing P25 Land Mobile Radio (LMR) systems;

(2) Troubleshoot and repair P25 LMR systems as required to meet user coverage and option requirements while meeting federal mandates;

(3) Redesign or modify existing P25 LMR systems to meet user coverage and option requirements while meeting federal mandates;

(4) Install new P25 LMR systems;

(5) Develop and write mixed mode (digital/analog) P25 radio programming templates that utilize narrowband channels, Advanced Encryption Standard (AES), Data Encryption

Standard (DES), Block Cipher mode of Output Feedback (OFB), Over the Air Rekeying

(OTAR), or multiband configurations;

(6) Program P25 LMR Systems that may use multiple types of radios for infrastructure and subscriber units;

(7) Reprogram and retune radio systems to new frequencies utilizing National

Telecommunications and Information Administration’s (NTIA’s) new Low-In High-Out frequency plan;

(8) Test LMR Systems to document system coverage and verify that system programming options meet user requirements;

(9) Determine if upgrade of radio communication backhaul is possible by Radio over

Internet Protocol (RoIP) and design and cost the system components;

(10) Prepare cost estimates for routine equipment upgrades.

The contractor shall coordinate and work with regional radio staff, local radio system cooperator agencies, and park staff (as needed) to facilitate all work on radio systems. The contractor shall be familiar with and follow the existing Department of Interior (DOI) frequency management procedures and be able to communicate with DOI/NPS frequency management personnel to effectively process requests for Radio Frequency Assignments (RFAs).

A) Description of work as required by the contractor shall be, but not limited to, the following:

1. Work must be performed at elevations ranging from sea level to over 10,000' elevation, and under all weather conditions. The work may also require using helicopters, horses, boats, 4-wheel drive vehicles, or hiking up to 10 miles to access remote repeater sites. Occasional overnight stays at remote sites may be required.

2. Complete inspections and site surveys of existing park radio systems to verify infrastructure configuration, tower and equipment shelter capacity and physical readiness, site locations, grounding/lightning systems, RFA documentation, and site sharing opportunities with other agencies or cooperators.

3. Provide LMR system documentation, including digital pictures, system block diagrams, network interconnect diagrams and documentation of test or performance findings.

4. Conduct radio assessments with local radio system users to determine the coverage and operational requirements of the existing radio system design.

5. Provide radio propagation coverage studies and modify LMR Systems in accordance with user requirements, R-56 grounding/lightning standards, P25 equipment specifications, and

DOI and NPS requirements.

6. Identify and document communications interoperability needs. Investigate opportunities for co-locating radio infrastructure with other users at electronic sites, or sharing LMR Systems between multiple users or agencies.

7. Provide detailed documentation of all radio equipment and installation materials required to modify or repair LMR Systems. Specific item information will include manufacturer or vendor, type and model number, generic description, item supplier, part or catalog number, cost, quantity, total per item cost, total all item cost.

8. Provide necessary hand tools and test equipment required to install and test radio/antenna/grounding systems; i.e. hand drills, wattmeter, test cables, radio frequency connectors, tape, various hand tools, etc.

9. Provide all software and hardware required to program P25 LMR infrastructure and subscriber radios. These radios will include, but are not limited to, Motorola Astro-

Spectra/XTL/APX mobiles and base units, Motorola XTS/APX portables, Motorola

Quantar repeaters, Relm/BK DPH/KNG portables, Relm/BK DMH/KNG mobiles and bases, Daniels D/E repeaters, and Vertex P820/P920 series portables.

10. Provide all test equipment required to troubleshoot and repair P25 LMR systems, including a P25 service monitor. The NPS will provide an Encryption Keyloader when required for a project. The NPS may provide an Aeroflex 3500 P25 service monitor, when available, for use by the contractor on a project by project basis. Use of the Aeroflex 3500 P25 service monitor will require prior approval by NPS staff as well as coordination of its availability. If the monitor is not available from the NPS, the contractor is responsible for supplying needed test equipment.

11. Install new radio equipment as per design using equipment and materials from the supplied lists. The installation standards will meet or exceed industry technical standards and also meet standards and guidelines for communication sites (R-56).

12. Install, at a minimum, Category 5E twisted pair cable runs from P25 base/control stations to digital remote control and RoIP unit locations, and/or make required cross-connects to enable using existing telephone cables for tone remote control units. Cable terminations shall be RJ-45 T568B standard for data or 4-pin RJ-11 for telephone.

13. Install mobile radios per user requirement and industry standards. In cases where these requirements conflict, industry standards will take precedence. Contractor shall notify the

Regional Radio Program Manager immediately of instances of conflict for coordination and resolution.

12. Program LMR System infrastructure equipment (repeaters, base/control stations, comparators, Digital Interface Units, radio-over-ip, etc.), mobile radios, and portable radios as per system design and operational requirements. Most installations will require mixed mode operation using multiple Network Access Codes and Talkgroups.

13. Test and re-tune duplexers and cavities, and repeater transmit and receive modules, as required.

14. Provide hands-on training for park personnel on how to operate the new radios and how to use the new radio system. Prepare training and use documents for distribution to park staff.

15. Prepare detailed equipment lists and cost estimates for sites that require system component upgrades or repairs.

B) Deliverables: Contractor is required to deliver these items based on the work performed.

While not required for every trip, most projects changing the radio system(s) will require these. Deliverables shall be provided via email to the Regional Radio Program Manager.

Acceptance of deliverables will be made in writing via return email by the NPS.
