Scope of Work for Boat Rental Blanket Purchase Agreement (BPA)

FY21 to FY25

Padre Island National Seashore Division of Sea Turtle Science & Recovery

20300 Park Rd 22 Corpus Christi, TX 78418

I. Background:

Padre Island National Seashore is located along the southern coast of Texas and has a diverse natural and cultural resource background. Since 1962, Padre Island National Seashore has provided a vast array of critical habitat types to an even more diverse spectrum of inhabitants.

Active conservation efforts depend on surveys of the island which encompasses 130,434 acres of undeveloped beach terrain and grasslands. It is imperative to rely on many forms of transportation to maintain cultural and resource conservation work in the park. There are many areas of the park that are not accessible by foot or by vehicle, therefore requiring alternative forms of transportation such as boats to access the Upper Laguna Madre and Gulf of Mexico waters.

II. Description of Agreement:

a. A blanket purchase agreement (BPA) is a simplified method of filling anticipated repetitive needs for services by establishing "charge accounts" with qualified sources. A BPA allows for a call or order be made as support is required.

b. Airboat rental with operator for a five-year BPA supporting events managed by PAIS incident command team including sea turtle cold water stunning events, sea turtle rescue or release, wildlife surveys, debris removal, and SUP monitoring.

c. When requested by the Contracting Officer Representative and/or the Contracting Officer, the contractor shall provide a boat and boat operator for hours requested to conduct work where a boat is needed, and work is unable to be performed in remote areas without a boat. Padre Island National Seashore will perform duties by providing trained personnel and/or trained volunteers.

Detail of anticipated work to be supported by boat rental service will include:

i. Rescue sick and injured sea turtles.

ii. Conduct surveys to locate and rescue cold stunned turtles in the Upper

Laguna Madre waters.

iii. Release sea turtles in the Upper Laguna Madre and the Gulf of Mexico.

iv. Wildlife surveys in tidal flats (primarily for birds, including colonial waterbird nesting counts, migratory/winter resident counts, etc.).

v. Marine debris removal in tidal flats.

vi. SUP monitoring (e.g., for removal of floating cabins grounded within the park boundary in tidal flats).

d. The contractor shall provide firm-fixed price hourly rates, to be updated annually upon request from the Contracting Officer. Annual price sheets will stand for one year.

III. Extent of Obligation:

a. The Government is obligated only to the extent of authorized purchases actually made under the

BPA.

b. Recommendations and estimates for all the boat rentals shall be submitted to the Incident Commander (IC) and approved PRIOR to conducting billable labor. The Contracting Officer Representative (COR) and/or Contracting Officer (CO) must confirm there is funding available on the BPA prior to performance for a call.

c. Work shall be coordinated directly with the PAIS IC or his/her designee. PAIS IC is typically Chief Ranger Joe Roberts or someone in his chain of command when he is not available. A list of individuals authorized to purchase under the BPA, identified either by title of position or by name of individual, organizational component, and the dollar limitation per purchase for each position title or individual will be furnished to the contractor by the contracting officer at least annually.

IV. Purchase Limitations:

a. There is no purchase limitation other than the funding provided by the BPA.

b. It is anticipated the maximum per year will not exceed $10,000.

V. Delivery Tickets/Service Receipts:

a. The contractor shall provide a detailed receipt for all calls under the agreement upon completion of the service. The following minimum information must be provided:

i. Name of supplier
