SECTION 011010 – SUMMARY OF WORK

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section.

B. BLM Manual 9100 – Facility Planning, Design, Construction and Maintenance

1.2 WORK INCLUDED

A. This project will construct a new ADA-accessible concrete sidewalk and stabilize a hiking path at an existing site operated by the Bureau of Land Management (BLM). The site is located at 453 Three Rivers Road, in Otero County, New Mexico. Work includes:

1. Overexcavation and subgrade preparation for concrete paving.

2. Placement and compaction of aggregate base course.

3. Placement and finishing of concrete sidewalk.

4. Overexcavation, scarifying, mixing and stabilizing the surface of existing hiking trail.

5. Stockpile and restore rock edging along existing trails.

6. Limit disturbance to improved and previously improved areas.

1.3 PROJECT INFORMATION

A. Owner: Bureau of Land Management

1. Project location: 453 Three Rivers Road, Otero County, New Mexico

1.4 CONTRACTOR USE OF PREMISES

A. Confine operations to the site of the proposed Work or within the areas provided and shown on the drawings. Construction camps and staging areas outside the construction area must be approved by the Contracting Officer (CO). Obtain advance approval from the CO of all staging areas, material stockpile and waste areas and camp areas.

B. It shall be understood the responsibility for protection and safekeeping of equipment and materials on or near the site will be entirely that of the CONTRACTOR and that no claim shall be made against the GOVERNMENT by reason of any act of an employee or trespasser whether GOVERNMENT has paid CONTRACTOR for equipment or materials in storage or not. It shall be further understood should any occasion arise necessitating access by the GOVERNMENT to the sites occupied by these stored materials and equipment, the CONTRACTOR owning or responsible for the stored materials or equipment shall immediately provide same. No materials or equipment may be placed upon the property of the GOVERNMENT until the CO has agreed to the location proposed by the CONTRACTOR to be used for storage. CONTRACTOR is solely responsible for obtaining and shall pay all costs in connection with any additional work area, storage sites, access to the site, or temporary right-of-way, which may be required for proper completion of the Work.

C. Confine operations to normal government business days and hours, exclusive of Federal holidays, unless provided written permission from the GOVERNMENT to work on the site outside of those days and hours.

1.5 PROTECTION OF EXISTING STRUCTURES

A. Where excavation will be required adjacent to existing structures, the CONTRACTOR is solely responsible to maintain the structural integrity of the existing structures. Take whatever means necessary to ensure the existing structures are not damaged. Repair all damage to the existing structures at CONTRACTOR's expense. Repair any fences, posts or signs damaged during construction to the satisfaction of the owner. Unless otherwise noted on the Construction Drawings, restore all existing drainageways disturbed by construction to their original size, line, and grade.

B. The paved road, signage and culverts shall also be protected during construction. Immediately sweep away any spilled soil, rock or gravel material. Restore or repair to original condition roads, culverts, cattle guards and fences or any other structures damaged by the CONTRACTOR’s activities and access to the sites at no additional cost to the project.

1.6 PROTECTION OF SENSITIVE ARCHEOLOGICAL AREAS

A. Refer to Section 013513 – SPECIAL PROJECT PROCEDURES – ARCHEOLOGICAL

B. An archeological monitor must be present on site during all ground disturbing activities.

CONTRACTOR shall coordinate schedule of these activities with the monitor.

1.7 FIELD CHECK OF EXISTING STRUCTURES

A. Dimensions and elevations of existing structures and locations of existing fences, pipelines, and vegetation shown on the drawings were taken for the most part from available records and survey data and are not guaranteed for accuracy.

B. Check all dimensions and elevations of existing structures or other existing items, both above and below ground, affected by or affecting the Work under this contract, prior to the start of construction or ordering materials and equipment affected thereby.

1.8 SITE ACCESS

A. Determine the adequacy of all roads, culverts, cattle guards, and bridges used in moving or gaining access for equipment and materials to the construction site. Provide alternative methods of access, such as a temporary crossing for any equipment that exceeds the structural limits of existing facilities. Improvements for road access including fill, culverts, and fencing to remain after project completion as approved by CO.

1.9 FIELD OFFICES AND SHEDS

A. Provide field office and storage areas or sheds as required for completion of the work. Locate these temporary structures in areas approved by the CO. All expenses for telephone, utilities, security and waste disposal are the responsibility of the CONTRACTOR. Provide the name and phone number of a representative who may be contacted after hours in case of emergency.

A. The GOVERNMENT has established primary control with control points adjacent to the project site.

The CONTRACTOR is responsible to perform measurements and maintain controls to complete the construction to the lines and grades shown on the Drawings.

1.3 PRESERVATION OF REFERENCE POINTS

A. Carefully preserve bench marks, reference points, lot corners, section corners, and stakes. In case of destruction, the CONTRACTOR is responsible for the resetting of such points and responsible for any mistakes that may be caused by their loss or disturbance.

SECTION 011500 – MEASUREMENT AND PAYMENT

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

1.2 SCOPE

A. The method of measurement and basis of payment is described in this section.

1.3 GENERAL

A. Bid price for each item of the Contract covers all Work shown on the Drawings and required by the specifications and other Contract Documents.

B. All costs are included in the unit and lump-sum prices bid including all materials, equipment, supplies and appurtenances; all construction plant, equipment, and tools; and all labor and supervision necessary to fully complete the Work.

C. No item that is required by the Contract Documents, for the proper and successful completion of the Work, will be paid for outside of or in addition to the prices submitted in the Bid.

D. All work not specifically set forth as a pay item in the Bid Form is considered an incidental obligation of the CONTRACTOR, and all costs in connection therewith shall be included in the unit prices bid.

1.4 ESTIMATED QUANTITIES

A. All quantities in the Price Schedule of the Bid Form or other Contract Documents, which are to be paid per field measurement, are approximate only, and are to be used only as:

1. A basis for estimating the probable cost of the Work, and

2. For the purpose of comparing Bids submitted for the Work.

B. Actual work performed, and materials furnished under the unit-price items for those items to be field measured may differ from the estimated quantities.

C. Basis of payment for work and materials will be the actual amount of work done and materials furnished to the pay lines defined in this section.

D. Payment will be paid at the unit price bid for listed items successfully completed according to Contract requirement.

E. Lump-sum items and those based on neat-line plan dimensions are not field-measured. They will be paid at neat-line or the lump-sum price bid for the items listed.

1.5 AUTHORITY

A. Contracting Officer (CO) will perform all measurements and compute quantities for payment.

CO will verify measurements and quantities provided by CONTRACTOR.

B. CONTRACTOR provides access to work areas for survey measurements, as required.

1.6 MEASURED QUANTITIES

A. Measurement by Volume: Measured by cubic dimension using mean length, width, and height or thickness.

1. Measurement for payment of excavations upon or against which concrete or cementitious backfill is not to be placed will be limited to the lines and grades shown on the Drawings or to the most practical lines, grades, and dimensions established by the CO, in writing. No measurement will be made of over excavations beyond design lines and grades.

2. Fill quantities will be computed using the average-end-area method or other computation method approved of by the CO.

B. Measurement by Area: Measured by square dimension using mean length and width. Items that are measured by area will be measured parallel to the ground surface.

C. Linear Measurement: Measured by linear dimension at the item centerline or mean chord. Items that are measured by the lineal foot will be measured parallel to the ground surface, unless otherwise specified.

D. Stipulated Sum/Price Items: Measured by weight, volume, area, or linear means, or combination, as appropriate, as completed items or units of the work.

E. Lump-Sum Items: Will not be measured for payment. Interim measurements may be made to monitor work progress.

1.7 SCHEDULE OF VALUES

A. A schedule of values or “allocation of contract price” is required for all lump sum items.

B. The schedule of values is used only to help assess the intermediate value of work completed for the purpose of making progress payments. The schedule of values is not considered as a commitment to prices in the event of later negotiations.

1.8 MEASUREMENT AND PAYMENT ITEMS

A. Items #1 and #12 – Mobilization & Preparatory Work

1. Consists of preparatory work and operations performed by the CONTRACTOR, including but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for the establishment of offices and other facilities necessary for all work on the project; for premium on bonds and insurance for the Contract; and for other work and operations that must be performed or costs incurred before beginning work on the various items on the project site.

2. Mobilization costs for subcontracted work are also considered included.

3. Demolition and disposal of all existing structures designated for removal in the Contract

Documents but not specifically included in other payment items are included in this payment item.

4. Measurement and payment for mobilization and preparatory work will be made at the Contract lump sum price. Progress payments for mobilization and preparatory work will be as follows:

a. When 5 percent of the total original Contract amount is earned from other Contract items, 50 percent of the amount bid for mobilization will be included in the progress payment estimate.

b. When 40 percent of the total original Contract amount is earned from other schedule items, the balance of the amount bid for mobilization and preparatory work will be included in the progress payment estimate.

B. Item #2 – Excavate for Sidewalk and Compact subgrade: Consists of stripping topsoil, cutting, compacting and shaping subgrade in preparation to place forms and pour concrete. Work will be measured and paid at the Contract lump sum price. Removal and salvage of rock adjacent to the existing walkway is covered in Item #10.

C. Item #3 – Cast-in-place Concrete Sidewalk: Consists of furnishing, placing and finishing concrete sidewalk in accordance with the Contract Documents. The quantity measured for payment will be computed using the neat line dimensions shown on the plans. Payment for this work will be made at the Contract unit price per cubic yard.

D. Item #4 – Mix top 2” of Trail Surface 1:1 with imported material: Consists of hauling, placing and mixing imported gravel or screened rock into the trail surface in accordance with the Contract Documents. Overexcavation is considered incidental to the price of this item. The quantity measured for payment will be to the defined neat-lines or as otherwise directed by the CO.

Payment will be made at the Contract unit price per cubic yard. Removal and replacement of rock adjacent to the existing walkway is covered in Item #10.

E. Item #5 – Stabilize Trail Surface: Consists of furnishing and applying Polymer stabilizer per manufacturer’s directions into the prepared trail surface in accordance with the Contract Documents. The quantity measured for payment will be computed using the neat line dimensions shown on the plans. Payment for this work will be made at the Contract unit price per square foot.

F. Item #6 – Trail Edging: Consists of furnishing and installing approved trail edging in accordance with the Contract Documents. The quantity measured for payment will be computed using the neat line dimensions shown on the plans. Payment for this work will be made at the Contract unit price per linear foot.

G. Item #7 – Concrete joining to existing bridge: Consists of installing concrete joints at existing bridge abutments and limits of pavement. The quantity measured for payment will be computed using the neat line dimensions shown on the Drawings. Payment for this work will be made at the Contract lump sum price.

H. Item #8 – Steel Tube Scuppers: Consists of furnishing primed and painted steel tube scuppers and installing them into the new concrete sidewalk in accordance with the Contract Documents.

Payment for this work will be made at the Contract unit price for each.

I. Item #9 – Steel Tube Scupper w/Handrail: Consists of furnishing primed and painted steel plate scupper with anchors, hardware and handrail and installing into the new concrete sidewalk in accordance with the Contract Documents. Payment for this work will be made at the Contract unit price for each.

J. Item #10 – Salvage and replace existing rock: Item includes removing existing rocks bordering trails by hand, storing them safely onsite and replacing them along the improved trails in accordance with the Contract Documents. Measurement and payment will be made at the Contract lump sum price.

SECTION 012000 – PROJECT MEETINGS

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section.

1.2 PRE-CONSTRUCTION MEETING

A. A virtual (online) pre-construction conference will be held prior to the start of work. CONTRACTOR will be notified in advance of meeting time, date and platform. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

B. The CONTRACTOR, subcontractors and the persons responsible for coordination of the work are required to be present at the meeting.

C. The CONTRACTOR is required to be prepared to summarize and explain procedures planned for the project and to present the pre-construction submittals required.

SECTION 013513 – SPECIAL PROJECT PROCEDURES – ARCHEOLOGICAL

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes protecting archeological resources on a site.

1.2 DEFINITIONS

A. Archeological Resources: Archeological resources are the physical evidences of past human activity, including evidences of the effects of that activity on the environment. Archeological resources represent both prehistoric and historic time periods. They are found above and below ground and under water.

B. Archeologically Sensitive Areas: Areas that have the potential to contain significant (National Register eligible) archeological resources. If National Register eligible or listed archeological resources could not be avoided, an appropriate mitigation strategy would be developed in consultation with the state historic preservation officer and, if necessary, associated American Indian tribes.

C. Non-sensitive Areas: Areas with little, if any, potential of containing significant (National Register eligible) archeological resources.

D. Archeological Monitor: Representative of the Government designated to oversee construction activities that could disturb archeological resources.

E. Archeological Resources Protection Act (ARPA) of 1979 (P.L. 96-95; 93 Stat. 712): defines archeological resources as any material remains of past human life or activities that are of archeological interest and at least 100 years old; Section 4 of the statute describes the requirements that must be met before Federal authorities can issue a permit to excavate or remove any archeological resource on Federal or Indian lands; the curatorial requirements of artifacts, and other materials excavated or removed.

1.3 SUBMITTALS

A. Daily Work Schedule; Submit a Daily work Schedule detailing construction work in or near archeologically sensitive areas. Submit to Contracting Officer 30 days before start of ground disturbing site work.

1.4 QUALITY ASSURANCE

A. At least one week before on-site work begins, Contractor shall meet with Contracting Officer and Archeological Monitor to discuss Daily Work Schedule and equipment and special methods to be used in archeologically sensitive areas. Contractor shall ensure that approved Daily Work Schedule is followed throughout construction.

PART 2 - PRODUCTS

2.1 DAILY WORK SCHEDULE

A. A Daily Work Schedule is required for all work occurring within archeologically sensitive areas.

Include all work that is to occur within the area and key the schedule to the drawings to include the following:

1. Starting and ending dates of ground-disturbing construction.

2. Locations of temporary facilities, such as barriers, field offices, staging areas, sanitary facilities, stockpiles, and haul and access roads.

3. Types of construction, such as topsoil stripping, paving or stabilizing, and post construction clean-up.

4. Methods and equipment used for each type of construction.

5. Plan for relocating work in the event of temporary work stoppages at an archeologically sensitive area

PART 3 - EXECUTION

3.1 FENCING AND FLAGGING

A. In the areas shown on the plans and as approved by the Contracting Officer.

3.2 ARCHEOLOGICAL INVESTIGATION BY NON-BLM PERSONNEL

A. No archeological investigations (e.g. excavation, shovel testing, coring, pedestrian survey, underwater archeology, rock art documentation, or other types of reconnaissance including the archaeological monitoring of construction) by non-BLM personnel are included or anticipated in this scope of work.

3.3 OBSERVATION

A. Archeological Monitor will observe all ground-disturbing site work, including construction of temporary facilities, at all archeologically sensitive areas, from a safe location mutually agreed on by Contractor and Monitor. As new ground is broken, Monitor will examine excavated materials, using construction layout centerline and perimeter staking as a reference point to record locations of findings.

3.4 DISCOVERY OF RESOURCES

A. If Archeological Monitor discovers resources, immediate relocation of the work to a non-sensitive area may be required to allow Monitor to identify and document resources and, if necessary, develop an appropriate mitigation plan. While Archeological Monitor is documenting resources in sensitive areas, Contractor shall relocate work to non-sensitive areas where monitoring is not normally required.

B. If resources are discovered while Archeological Monitor is absent, stop work immediately and report the discovery to the Contracting Officer.

SECTION 014000 – QUALITY CONTROL/QUALITY ASSURANCE

PART 1 - GENERAL

1.1 DEFINITIONS

A. Quality Control - planned and specific actions or operations necessary to produce a product that complies with the contract documents. Quality control consists of actions, inspections, sampling and testing necessary to ensure the work is in compliance with the contract documents and to control production and construction processes. Quality control is keyed to the construction sequence to quickly determine when the work is out of compliance with the contract documents and to respond to correct the situation and bring the work into compliance.

Quality control is the responsibility of the CONTRACTOR.

B. Quality Assurance – planned and systematic observations, testing and actions to verify the work complies with the contract documents. Quality assurance includes oversight of the CONTRACTOR’s quality control, verifying the results of the CONTRACTOR’s testing and additional assurance sampling and testing. The GOVERMENT will provide quality assurance at a level determined necessary by the Contracting Officer.

C. Verification/Compliance Testing – sampling and testing which is carried out independent of the CONTRACTOR’s quality control testing to confirm/verify the work complies with the contract documents. The frequency of verification/compliance testing will be determined by the Contracting Officer. Verification/compliance testing will not be used to determine construction procedures or operations (i.e. rolling patterns, lift thickness, etc.). Verification/compliance testing will be provided by the Contracting Officer.

1.2 SUBMITTALS

A. Conduct testing and prepare submittals according to the SUBMITTALS SCHEDULE.

B. Submit records of all CONTRACTOR tests to the Contracting Officer within 24 hours of the testing.

The Quality Control laboratory is to notify the CONTRACTOR and Contracting Officer promptly of irregularities or deficiencies observed in the Work during performance of the Quality Control Testing.

A. Assure the GOVERNMENT and Contracting Officer have access to all work areas at all times work is in progress. Provide any special facilities or equipment to access work areas at CONTRACTOR expense.

B. Notify the Contracting Officer when the work is ready for quality assurance/quality control testing. Establish and update the construction schedule to provide the Contracting Officer estimated sampling/testing dates and times. Contracting Officer may choose to obtain a split and comparison test of any samples collected for quality control testing. Provide adequate notice of testing plans to coordinate collection of samples.

SECTION 017000 – CONTRACT CLOSEOUT

PART 1 - GENERAL

1.1 DESCRIPTION

A. The work covered under this section includes items required in final closeout of this Project.

Included are items such as post-construction inspection, acceptance of the work, closeout records and Project record drawings.

1.2 SUBMITTALS

A. Provide closeout submittals for approval prior to final payment. Items to be submitted are:

1. Project Record Documents - See subsection 3.B.1 for requirements.

A. Cleaning:

1. Remove all tools, equipment, surplus materials, and rubbish. Repair all marred surfaces, and remove grease, dirt, stains and foreign materials from finished surfaces.

B. Project Record Drawings:

1. Using red colored ink, CONTRACTOR shall mark changes on a set of clean prints. Indicate all changes and revisions to the original design that affect the permanent structures and that exist in the completed work. Reference all underground facilities to permanent physical objects. Reference elevation of all existing lines on profile sheets or call out elevations in plan if no profile exists. Keep record drawings current during construction activities. Certification of accuracy and completeness is required on monthly payment requisitions.

C. Post-Construction Inspection:

1. Prior to expiration of the one-year correction period, the GOVERNMENT will inspect the Project to determine whether corrective work is required. The CONTRACTOR will be advised 14 days prior to inspection and notified in writing of all deficiencies. CONTRACTOR shall attend the post- construction inspection.

1.3 DEFINITIONS

A. Remove: Detach items from existing construction and legally dispose of them off-site unless indicated to be removed and salvaged or removed and reinstalled.

B. Remove and Salvage: Carefully detach from existing construction, in a manner to prevent damage, and stockpile on site.

C. Remove and Reinstall: Detach items from existing construction, prepare for reuse, and reinstall where indicated.

D. Existing to Remain: Existing items of construction that are not to be permanently removed and that are not otherwise indicated to be removed, removed and salvaged, or removed and reinstalled.

1.4 MATERIALS OWNERSHIP

A. Unless otherwise indicated, demolition waste becomes property of Contractor.

1.5 FIELD CONDITIONS

A. Conditions existing at time of inspection for bidding purpose will be maintained by Owner as far as practical.

C. Hazardous Materials: It is not expected that hazardous materials will be encountered in the Work.

1. If suspected hazardous materials are encountered, do not disturb; immediately notify Engineer and Owner. Hazardous materials will be removed by Owner under a separate contract.

3.1 EXAMINATION

A. Review record documents of existing construction provided by Owner. Owner does not guarantee that existing conditions are same as those indicated in record documents.

B. Survey existing conditions and correlate with requirements indicated to determine extent of selective demolition required.

C. Survey of Existing Conditions: Record existing conditions by use of preconstruction photographs and/or preconstruction videotapes.

3.2 PREPARATION

A. Site Access and Temporary Controls: Conduct selective demolition and debris-removal operations to ensure minimum interference with roads, trails, and other adjacent used facilities.

Work shall be conducted within the existing trail limits unless otherwise noted.

B. Temporary Facilities: Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent structures and facilities to remain.

1. Provide protection to ensure safe passage of people around selective demolition area.

C. Temporary Shoring: Provide and maintain shoring, bracing, and structural supports as required to preserve stability and prevent movement, settlement, or collapse of construction to remain, and to prevent unexpected or uncontrolled movement or collapse of construction being demolished.

2.1 MATERIALS

PART 3 - EXECUTION

3.1 PREPARATION

A. Protect and maintain benchmarks and survey control points from disturbance during construction.

B. Locate and clearly identify trees, shrubs, and other vegetation to remain or to be grubbed.

B. Fill depressions caused by clearing and grubbing operations with satisfactory soil material unless further excavation or earthwork is indicated.

1. Place fill material in horizontal layers not exceeding a loose depth of 8 inches and compact each layer to a density equal to adjacent original ground.

3.4 SITE IMPROVEMENTS

A. Remove existing above- and below-grade improvements as indicated and necessary to facilitate new construction.

1.3 DEFINITIONS

A. Borrow Soil: Satisfactory soil imported from off-site for use as fill or backfill.

C. Unauthorized Excavation: Excavation below subgrade elevations or beyond indicated lines and dimensions without direction by Engineer. Unauthorized excavation, as well as remedial work directed by Engineer, shall be without additional compensation.

1.4 ACTION SUBMITTALS

1.7 FIELD CONDITIONS

A. Do not commence earth-moving operations until temporary site fencing and erosion- and sedimentation-control measures specified in Section 311000 "Site Clearing" are in place.

B. All earth-moving work shall be strictly limited to the areas of improvements, or previous disturbance, and as approved by the Government. The size, weight and type of earth-moving equipment shall be approved by the CO before use on site.

PART 2 - PRODUCTS

2.1 SOIL MATERIALS

A. General: Provide borrow soil materials when sufficient satisfactory soil materials are not available from excavations.

B. Satisfactory Soils: Free of rock or gravel larger than 3 inches in any dimension, debris, waste, frozen materials, vegetation, and other deleterious matter.

1. Unsatisfactory soils include satisfactory soils not maintained within 2 percent of optimum moisture content at time of compaction.

PART 3 - EXECUTION

3.1 PREPARATION

A. Protect and maintain erosion and sedimentation controls during earth-moving operations.

B. Protect subgrades and foundation soils from freezing temperatures and frost. Remove temporary protection before placing subsequent materials.

3.2 EXPLOSIVES

A. Explosives: Do not use explosives.

3.3 EXCAVATION, GENERAL

A. Unclassified Excavation: Excavate to subgrade elevations regardless of the character of surface and subsurface conditions encountered. Unclassified excavated materials may include rock, soil materials, and obstructions. No changes in the Contract Sum or the Contract Time will be authorized for rock excavation or removal of obstructions.

1. If excavated materials intended for fill and backfill include unsatisfactory soil materials and rock, replace with satisfactory soil materials.

3.4 SUBGRADE INSPECTION

A. Reconstruct subgrades damaged by freezing temperatures, frost, rain, accumulated water, or construction activities, as directed by Engineer, without additional compensation.

3.5 STORAGE OF SOIL MATERIALS

A. Stockpile borrow soil materials and excavated satisfactory soil materials without intermixing.

Place, grade, and shape stockpiles to drain surface water. Cover to prevent windblown dust.

1. Stockpile only in areas permitted by BLM and approved by onsite archaeological monitor.

2. Stockpile soil materials away from edge of excavations. Do not store within drip line of remaining trees.

3.6 BACKFILL

A. Place and compact backfill in excavations promptly, but not before completing the following:

1. Removing trash and debris.

2. Removing temporary shoring, bracing, and sheeting.

B. Place backfill on subgrades free of mud, frost, snow, or ice.

3.7 SOIL FILL – Not used.

3.8 SOIL MOISTURE CONTROL

A. Uniformly moisten or aerate subgrade and each subsequent fill or backfill soil layer before compaction to within 3 percent of optimum moisture content.

1. Do not place backfill or fill soil material on surfaces that are muddy, frozen, or contain frost or ice.

2. Remove and replace, or scarify and air dry, otherwise satisfactory soil material that exceeds optimum moisture content by 3 percent and is too wet to compact to specified dry unit weight.

3.9 GRADING

A. General: Uniformly grade areas to a smooth surface, free of irregular surface changes. Comply with compaction requirements and grade to cross sections, lines, and elevations indicated.

1. Provide a smooth transition between adjacent existing grades and new grades.

2. Cut out soft spots, fill low spots, and trim high spots to comply with required surface tolerances.

3.10 SUBGRADE UNDER PAVEMENTS

A. Ensure subgrade is free of mud, frost, snow, or ice. Scarify as required and recompact to ensure 95% max dry density prior to placing concrete or granular trail surface.

3.11 FIELD QUALITY CONTROL

A. Testing Agency: Owner will engage a qualified geotechnical engineering testing agency to perform tests and inspections.

B. Allow testing agency to inspect and test subgrades and each fill or backfill layer. Proceed with subsequent earth moving only after test results for previously completed work comply with requirements.

3.12 PROTECTION

A. Protecting Graded Areas: Protect newly graded areas from traffic, freezing, and erosion. Keep free of trash and debris.

B. Repair and reestablish grades to specified tolerances where completed or partially completed surfaces become eroded, rutted, settled, or where they lose compaction due to subsequent construction operations or weather conditions.

1. Scarify or remove and replace soil material to depth as directed by Engineer; reshape and recompact.

A. Cementitious Material: Use the following cementitious materials, of same type, brand, and source throughout Project:

1. Portland Cement: ASTM C 150, portland cement Type II per NMDOT Standard Specifications.

a. Fly Ash: ASTM C 618, Class C or Class F. Maintain type and percentage throughout concrete paving. Amount of fly ash not to exceed 10%.

b. Ground Granulated Blast-Furnace Slag: ASTM C 989, Grade 100 or 120.

B. Normal-Weight Aggregates: A per NMDOT Standard Specifications.

C. Water: Potable and complying with ASTM C 94/C 94M.

D. Air-Entraining Admixture: ASTM C 260.

E. Chemical Admixtures: Admixtures certified by manufacturer to be compatible with other admixtures and to contain not more than 0.1 percent water-soluble chloride ions by mass of cementitious material.

1. Admixtures to include Alkali-Silica Reactivity (ASR) inhibitors to mitigate the effects of highly alkaline, gypsum soils.

F. Color: Standard gray, color samples to be provided to the Government for review and approval.

2.3 CURING MATERIALS

A. Absorptive Cover: AASHTO M 182, Class 3, burlap cloth made from jute or kenaf, weighing approximately 9 oz./sq. yd. dry.

B. Moisture-Retaining Cover: ASTM C 171, polyethylene film.

2.4 RELATED MATERIALS

A. Joint Fillers: Per NMDOT Standard Specifications. Joint filler shall be bituminous joint filler except as noted on the drawings.

2.5 CONCRETE MIXTURES

A. Prepare design mixtures, proportioned according to NMDOT Standard. With the following properties:

1. Compressive Strength 4,000 or per NMDOT Standard Specifications and details (whichever is greater) and as noted in the drawings.

B. Chemical Admixtures: Use admixtures according to manufacturer's written instructions.

2.6 CONCRETE MIXING

A. Ready-Mixed Concrete: Measure, batch, and mix concrete materials and concrete according to per NMDOT Standard Specifications. Furnish batch certificates for each batch discharged and used in the Work.

2.7 PATH EDGING

A. Aluminum or other edging including but not limited to rubber, HDPE, or recycled plastics may be utilized. Edging materials must be UV resistant. Furnish material samples and data sheets for approval by owner, including warranties for review. Include color submittals for material. Edging shall have a minimal footprint, and disturbance of the existing area must be minimized as much as possible for installation. Edging shall meet the top of stabilized surface at 2 inches in height, with no more than 1 inch reveal on outside of the trail. Materials selected must allow for the meander and curvature of the proposed path alignment.

2.8 POLYMER STABLIZER

A. Polymer earthen path stabilizer capable of producing a wear surface for all types of traffic.

Furnish material data sheets and specifications for proposed materials and color samples if available. Stabilizer may be in ready use liquid form or a concentrate or powder for mixing.

Selected stabilizer shall be non toxic to the environment, clear or tinted with an approved color, and quick to apply and cure. Selected stabilizer shall also be available to owner for repairs in the future, and easily used for noted repairs.

2.9 IMPORTED GRAVEL

A. Imported gravel to be screened rock or gravel, clean, with an average diameter of 1/4:“ Provide sieve analysis data for imported materials.

PART 3 - EXECUTION

3.1 GENERAL

3.2 SUBGRADE PREPARATION

3.3 EDGE FORMS AND SCREED CONSTRUCTION

A. Set, brace, and secure edge forms, bulkheads, and intermediate screed guides to required lines, grades, and elevations. Install forms to allow continuous progress of work and so forms can remain in place at least 24 hours after concrete placement.

B. Clean forms after each use and coat with form-release agent to ensure separation from concrete without damage.

3.4 JOINTS

A. General: Form construction, isolation, and contraction joints and tool edges true to line, with faces perpendicular to surface plane of concrete. Construct transverse joints at right angles to centerline unless otherwise indicated.

B. Construction Joints: Set construction joints at side and end terminations of paving and at locations where paving operations are stopped for more than one-half hour unless paving terminates at isolation joints.
