SECTION 1

PRICING

1.1 GENERAL INFORMATION

This acquisition is being conducted in accordance with FAR Part 12 – Acquisition of Commercial Products and Commercial Services as specified in the Federal Acquisition Regulation (FAR) Overhaul. Under this Request for Quote (RFQ), the United States Department of the Interior (DOI) anticipates awarding a Firm Fixed Price purchase order for Crushed Aggregate Stone, as detailed in the Statement of Work (SOW). The North American Industry Classification System (NAICS) code for this acquisition is 212319, Other Crushed and Broken Stone Mining and Quarrying, with small business size standard of 550 employees.

This requirement is a Total Small Business Set-Aside.

SECTION 2

STATEMENT OF WORK

2.1 GENERAL REQUIREMENTS

Provide crushed aggregate materials in accordance with specifications below. Materials shall be delivered to Acadia National Park, Maine at the specified delivery locations listed below. Notice to Proceed will be issued upon receipt of certified test results and Certificate of Compliance.

2.2 REQUIREMENTS

The Contractor shall provide the following crushed stone aggregate in accordance with the following specifications.

2.3 SPECIFICATIONS

2.3.1 Crushed Stone Aggregate Surface Course Material (Half Inch Minus)

a. Aggregate shall consist of hard, durable particles or fragments of crushed stone manufactured from blasted ledge conforming to the following requirements and gradations:

Los Angles abrasion, ASTM C 131 and C 535 .............. 50% max.* Fractured faces (one face) ................................................ 95% min.* Fracture faces (two faces) ................................................ 75% min.* Soundness loss, 5 cycles, ASTM C 88 (magnesium) ..... 18% max.* Flat/Elongated (length to width >5 ASTM D4791 ......... 15% max.*

* Based on the portion retained on the 3/8" sieve

b. Materials shall be free from organic material and lumps or balls of clay.

c. Material passing the No. 4 sieve shall consist of natural or crushed sand and fine mineral particles. The material including any blended filler, shall have a plasticity index of not more than 6 and a liquid limit of not more than 25 when tested in accordance with ASTM D4318.

d. Aggregate shall contain a minimum of 5% clay particles by no more than 50% of that portion of material passing the No. 200 sieve size shall be clay. Inorganic clay to be used as binder shall conform to the following:

Plastic Index ............................ 8 min.

e. The fraction of material passing the No. 200 sieve size shall be determined by washing as indicated in ASTM D1140, "Amount of Material in Soils Finer Than the No. 200 Sieve."

The fractured faces for the coarse aggregate portion (retained on the No. 4 Sieve) shall have an area of each face equal to at least 75% of the smallest midsectional area of the piece.

When two fractured faces are contiguous, the angle between the planes of fractures shall be at least 30 degrees to count as two fractured faces. Fractured faces shall be obtained by mechanical crushing.

f. Gradation shall be obtained by crushing, screening, and blending processes as may be necessary. Material shall meet following screen analysis requirements by weight.

2.3.2 Crushed Stone Aggregate (Inch Minus)

a. Material shall be composed of clean, hard, durable fragments or particles of crushed stone manufactured from previously blasted ledge. Material shall be free from organic matter and lumps or balls of clay.

b. Material shall have 50% minimum fractured faces per FLH T 507.

c. Obtain the aggregate gradation by crushing, screening, and blending processes as necessary.

Fine aggregate, material passing the no. 4 sieve, shall consist of natural or crushed sand and fine mineral particles.

d. Material shall meet following screen analysis requirements by weight.

2.3.3 Crushed Stone Aggregate (Four Inch Minus)

a. Material shall be composed of clean, hard, durable fragments of crushed or blasted stone.

Material shall be free from organic matter and lumps or balls of clay.

b. Material shall have 50% minimum fractured faces per FLH T 507.

c. Obtain the aggregate gradation by crushing, screening, and blending processes as necessary.

Fine aggregate, material passing the no. 4 sieve, shall consist of natural or crushed sand and fine mineral particles.

d. Material shall meet following screen analysis requirements by weight.

e. Government reserves the right to approve found inch minus based on visual inspection.

2.4 TESTING AND QUALITY CONTROL

2.4.1 Within 10 days of award, Contractor shall submit test results from a certified testing laboratory demonstrating compliance with these specifications and a Certificate of Compliance.

Failure to submit test results meeting specifications and Certificate of Compliance within 30 days will result in termination for default of the contract.

2.4.2 In addition to initial testing, Contractor shall perform additional gradation tests and furnish results as materials are processed and/or delivered. Frequency of additional testing shall be 1 test per 500 cubic yards. If source of materials should change after completion of original test, a complete set of tests, as required above, shall be performed again.

2 4.3 Government reserves the right to conduct quality control inspection and testing to determine the reliability of the test results and Certificate of Compliance. Materials delivered that do not comply with the specifications and/or certifications shall be removed from the site at no cost to the Government.

2.5 MATERIAL STORAGE

2.5.1 The material stockpiles shall be located on a stable, clean, drainable, working surface with sufficient distance between stockpiles to allow working area for receiving and handling materials without contamination or intermingling of materials. The stockpiles shall be constructed in layers with limited mechanical movement of each layer. Truck dumping or pushing over the face of a stockpile will not be permitted. Stockpiles built in tall conical piles will not be allowed.

2.5.2 Material storage sites shall be provided with sediment control to prevent contamination or migration of aggregates off storage sites into nearby watercourses.

2.6 SUBMITALLS

Submittals shall be prepared for items including, but not limited to:

a. Gradations, Sampling, and Testing Schedule

b. Two copies of certified weight tickets for each load of each type of aggregate delivered to site.

SECTION 3

TERMS AND CONDITIONS

3.1 TYPE OF ORDER

This is an FFP Delivery Order under the authority of the Department of the Interior, Office of Acquisition and Property Management on behalf of National Park Service (NPS) in accordance with Section 2, Statement of Work.

3.2 PERIOD OF PERFORMANCE

The total period of performance of the order is 4 months. The base requirements shall be delivered within 30 days of the date of the order, after NPS approval of test results. If the option is exercised, delivery shall be within 30 days of the option exercise date, after NPS approval of test results.

3.3 DELIVERY LOCATIONS

3.3.1 Crushed Stone Aggregate Surface Course Material (Half Inch Minus) to be delivered to main park stockpile located on Liscomb Pit Road off Route 233, Bar Harbor, Maine. GPS Coordinates: 44.372782, -68.241792.

3.3.2 Crushed Stone Aggregate (Inch Minus), to be delivered to secondary park stockpile off Seal Cove Road, Southwest Harbor, Maine. GPS Coordinates: 44.280569, - 68352525.

3.3.3 Crushed Stone Aggregate (Four Inch Minus), to be delivered to main park stockpile located on Liscomb Pit Road off Route 233, Bar Harbor, Maine. GPS Coordinates:

3.5 INVOICING REQUIREMENT

Upon acceptance of all deliverables by the Government (base period and option period if exercised), one invoice per performance period may be submitted through the Invoicing Processing Platform (IPP), in accordance with the instructions provided in Section 3.5.1 below. Payment shall be made at the unit price per ton based on certified weight tickets.

3.5.1 ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS -

INTERNET PAYMENT PLATFORM (IPP) (FEB 2021)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

- Type of stone delivered, amount/weight, price per yard/ton, total price

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email:

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

3.6 DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011)

(a) The CO is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The CO will designate a COR at time of award. The COR will be responsible for technical monitoring of the Contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the CO or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the CO in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the CO's response issued under paragraph (e) of this clause.

(e) The CO shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the CO and the COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the CO or the COR acting within his or her appointment, shall be at the Contractor's risk.

3.8 FAR CLAUSES INCLUDED IN FULL TEXT

The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days from when the option is exercised. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.

3.9 NOTICE REGARDING LATE/DELAYED PERFORMANCE

In the event the Contractor anticipates difficulty in meeting performance requirements, or when it anticipates difficulty in complying with any requirements, or whenever the Contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this effort, the Contractor shall immediately notify in writing the CO and COR, giving pertinent details, provided this data shall be informational only in character and that this provision shall not be construed as a waiver by the DOI of any requirements, or date or any rights or remedies provided by law under this task order.

If the Contractor fails to respond in a timely manner to any requirements of the purchase order, delay will be attributed to the Contractor and the price may be subject to a downward adjustment.

3.10 CONTRACTORS TECHNICAL QUOTATION

The Contractor’s technical quotation may be incorporated by reference into the resulting purchase order. In the event of inconsistencies, discrepancies or/and conflicts between the terms and conditions of the resulting delivery order and the contractor’s technical quotation, the terms and conditions of the resulting delivery shall take precedence.

SECTION 4

QUOTATION PREPARATION INSTRUCTIONS

NOTICE: The failure to submit any of the information requested in this RFQ may lead to the rejection of your quotation without further consideration.

4.1 SUBMISSION OF QUESTIONS

Any questions regarding this RFQ must be delivered via email to caroline_laikin-credno@ios.doi.gov no later than 12:00 P.M. Eastern Daylight Time on July 17, 2026.

Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective quoters.

4.2 QUOTATION DUE DATE

Quotations shall be submitted no later than 12:00 P.M. Eastern Daylight Time on July 29, 2026 to be considered for award.

Please be advised that it is the offeror’s responsibility to ensure the Government receives your submission on or before the specified due date. Any submissions received after the date and time specified herein may not be considered for award.

4.3 METHOD OF QUOTATION DELIVERY

Quotations shall be submitted by email to the Contracting Officer, Caroline Laikin-Credno at caroline_laikin-credno@ios.doi.gov.

4.4 QUOTATION INSTRUCTIONS

Provide a quote that meets the technical requirements in Section 2 at the quantities stated in Section

1. Additionally, as required in RFO 4.203(b), Quoters are required to have an active Federal Government contracts registration in SAM when they submit an offer or quotation, and at the time of award

The Pricing Quote shall include:

- Section 1 pricing to include the base price, quantities, and total for base and option.

- Contractor’s Unique Identifier (UEI)

- State if Contractor is a small business

- Any assumptions, conditions or exceptions

- State that the quote is valid for 60 days

The technical quote shall include:

- Product identification (sizes (minus gradations)

- Required Quantities

- Quarry/source location to verify Buy American Act requirements

SECTION 5

EVALUATION OF QUOTATIONS

5.1 GENERAL INSTRUCTIONS

Quotations submitted in response to this RFQ shall be received by the due date and time specified in the RFQ.

5.2 BASIS FOR AWARD

Award shall be made to the responsible Small Business quoter whose quotation, in conforming to this RFQ, provides the Lowest Price Technically Acceptable (LPTA) quote to the Government. The evaluation shall be performed on the basis of the lowest evaluated price of quotes, meeting or exceeding the acceptability standards for non-cost factors. The LPTA source selection process shall not involve tradeoffs between technical and cost details. Quotation/s received will be evaluated for acceptability or unacceptability, but not ranked using the non-cost/price factors.

The Government will first evaluate the total proposed prices. Thereafter, the Government will evaluate the non-price factors of the two lowest overall priced quotes. If the lowest priced contractor’s quote is determined to be rated as Acceptable, the Government may make award to that contractor without further evaluation of the remaining quotes. If the lowest price quote is determined to be rated Unacceptable, then the Government may evaluate the next lowest price quote, and so forth and so on, until the Government reaches the lowest price quote that is determined to be rated as Acceptable. The Government reserves the right to evaluate all quotes should it be desired or determined to be in the best interest of the Government.

The Government also reserves the right not to make an award as a result of this competition if, in the opinion of the Government, none of the submissions would provide satisfactory performance at a price that is considered fair and reasonable.

The Government will evaluate offers on the basis of information furnished by the offeror and shall not be responsible for locating or obtaining any information not identified in the offer.

5.3 EVALUATION CRITERIA

1. Price. Quote clearly identifies the unit price and total price for base and option.

2. Technical Acceptability. Quote must meet all of the following pass/fail criteria:

Provide a product datasheet or catalog that clearly identifies the nominal size, minus material, quarry source, and production process.

Delivery Capability Quoter must demonstrate ability to deliver the specified quantity within the Government’s required timeframe and in accordance with FOB terms.

5.4 FAR 52.217-5 Evaluation of Options (JULY 1990)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

5.5 AWARD

A written notice of award or acceptance of an quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after unless a written notice of withdrawal is received before award.
