140P1224Q0085 Barney L. Ford House National Historic Landmark (NHL) Nomination Specifications and Scope of Work

Preparation of National Historic Landmark Nomination for Barney L. Ford House, Breckenridge Summit County, Colorado

I. Executive Summary Operating under the authority of the 1935 Historic Sites Act (16 U.S.C. 461-67) and the National Historic Preservation Act of 1966, as amended (54 U.S.C. § 300101 et seq.), the National Park Service (NPS) administers the National Historic Landmark (NHL) program, which provides for the identification, documentation, preservation, and interpretation of nationally significant historic buildings, sites, objects, structures, and districts. The NPS Heritage Partnerships Program seeks an NHL nomination package for the Barney L. Ford House located in Breckenridge, Summit County, Colorado, for the site’s association with Barney L. Ford (1822- 1902) self-emancipated entrepreneur and civil rights activist.

The NHL nomination written components shall be completed within 18 months from the date of award. The work shall be accomplished through contract and consist of the components discussed in the statement of work.

II. The Barney L. Ford House Born into slavery in Virginia in 1822, by 1848 Barney L. Ford was working on a steamboat on the Mississippi River as a leased enslaved laborer. At port in Quincy, Illinois, Ford wrote a letter informing his enslaver of his intent to self-emancipate. Ford then escaped to Chicago, where his letter was eventually published by Black abolitionist Henry O. Wagoner in the Western Citizen.

In Chicago, Ford worked as a barber and became part of the free Black abolitionist and activist community involved in the Underground Railroad. Between 1851 and his death in 1902, Ford would own and operate hotels, restaurants, mines, and mills across the US and in Nicaragua, eventually becoming one of the wealthiest African Americans in the western US. A successful nomination will demonstrate Ford’s individual accomplishments as an entrepreneur and activist, while contextualizing Ford’s life as illustrative of the ways thousands of freedom-seeking and free Black men and women took advantage of increased opportunity in the west.

For more information on the property’s historical background as well as specific guidance regarding preparation of the NHL nomination, please email Contracting Officer at Billie_Thomas@nps.gov to request the completed Letter of Inquiry and the NHL program response letter. These letters, which have been approved by the NPS National Historic Landmark program, were used to create this scope of work. While they are for internal use only, they can be made available to potential contractors to assist in developing their proposals.

III. Statement of Work The NPS is seeking the services of a qualified consultant to research, coordinate, and prepare key components of an NHL nomination using NHL Criterion 2 for the Barney Ford House’s nationally significant association with Barney L. Ford. The nomination should also explore possible additional significance under Criterion 1 for the site’s association with Black-owned businesses in the 19th and 20th Centuries.

The nomination, including photographs, maps, and GIS data, will be prepared in accordance with the NHL and National Register (NR) of Historic Places guidelines; these include Bulletin 16A, How to Complete the National Register Form, the NR Bulletin, How to Prepare National Historic Landmark Nominations, as well as NPS Cultural Resource Spatial Data Transfer Standards. It shall be prepared on a “National Historic Landmark Nomination” Form 10-934 (Revised 03-2023) and the final submission will be compliant with Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (29 U.S.C. § 794 (d)), to provide disabled individuals access to information that is comparable to access available to others. The presentation will include a 5–10-minute PowerPoint presentation, which will be created by the contractor in accordance with NPS standards. Materials for this presentation (written script and the PowerPoint presentation) will be provided to NPS no later than five weeks before the Landmarks Committee meeting. The contractor will also respond to any and all requests to revise the presentation. The final presentation, with all requested changes, will be submitted no less than two weeks before the Landmarks Committee meeting.
