SYNOPSIS:

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE

THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is a Request for Quote (RFQ). This RFQ is an Unrestricted Competitive Solicitation. The solicitation and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2023-01 Effective December 01, 2022.

The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), has a requirement to obtain tools necessary to perform compositional reservoir simulation for Carbon Sequestration (CS) on the Outer Continental Shelf (OCS), while maintaining technical parity with industry. This procurement will provide for acquisition of Commercial-Off-the-Shelf (COTS) Reservoir Simulation Software application licensing, software maintenance, software and non-software consulting services, and training to effectively perform compositional reservoir simulation.

The BOEM manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development, and environmental reviews and studies. One task BOEM performs is evaluating offshore reservoirs and aquifers for long term subsurface storage of carbon dioxide (CO2), a process called Carbon Sequestration (CS). CS includes activities that provide for, support, or are directly related to the injection of a carbon dioxide stream into sub-seabed geologic formations for the purpose of long-term carbon storage. A Compositional Software Application, with training and consulting, is required for this analysis. The estimated period of performance for this requirement is a twelve- month Base Period, and four 12-month Option Periods, that if exercised, would be a total of 60 months.

The purpose of this combined synopsis/solicitation is to solicit quotes as described in the attached solicitation. The Government anticipates awarding a hybrid purchase order, mainly consisting of firm fixed price CLINs and a small amount of labor hour CLINs. This procurement is being conducted in accordance with FAR Part 13.5, "Simplified Acquisition Procedures – Simplified Procedures for Certain Commercial Products and Commercial Services" and FAR Part 12, “Acquisition of Commercial Items”.

The North American Industrial Classification Systems (NAICS) code is 513210, Software Publishers, with a small business size standard of $47 Million. This solicitation is being issued on an unrestricted basis.

SPECIFICATIONS/REQUIREMENTS

Compositional Simulation Software Application for Carbon Sequestration (CS) Analysis for Bureau of Ocean Energy Management

2.1 MISSION

The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development, access to marine minerals, carbon sequestration, and environmental reviews and studies. One task BOEM performs is evaluating reservoirs and aquifers for long term subsurface storage of carbon dioxide (CO2) on the Federal Outer Continental Shelf (OCS), a process called Carbon Sequestration (CS). CS includes activities that provide for, support, or are directly related to the injection of a carbon dioxide stream into sub-seabed geologic formations for the purpose of long-term carbon sequestration.

The analysis is carried out by personnel located in Washington, D.C, Sterling, VA, Camarillo, CA, Anchorage AK, and New Orleans, LA.

BOEM’s intent under this effort is to purchase compositional reservoir simulation technology to model the behavior of injected CO2 into subsurface geologic formations.

2.2 PURPOSE/ OBJECTIVES

BOEM intends to award a contract to obtain tools necessary to perform reservoir simulation for CS analysis while maintaining technical parity with industry. This contract will provide for acquisition of commercial off the shelf (COTS) Compositional Simulation Software application licensing, software maintenance, software training, and consulting services.

The main objective of this contract is to obtain a cost-effective solution to modernize current simulation software, while leveraging existing investments in hardware infrastructure and software. BOEM has invested heavily in existing reservoir simulation and geoscientific interpretation software through both direct costs, including the cost of the software, maintenance, and support services; and through indirect costs, which include the cost of personnel time, training, and technology. However, no current software is capable of running the compositional simulations required for accurate CS analysis. Critical data are stored in existing software application database formats, including output data from geoscientific interpretation platforms. A complete CS simulation workflow is being developed.

BOEM under this contract seeks a compositional simulation software application to conduct CS simulations and analysis. The Contractor must have the ability to provide a total compositional reservoir simulation solution to meet the requirements highlighted in this statement of work (SOW) as described in Section 2.3.

BOEM requires flexibility in managing software licenses. The flexibility includes the ability to reorganize the existing and future portfolio of software applications, and ability to purchase perpetual software licensing to be deployed within BOEM IT environment. All licenses must be network/floating/concurrent licenses.

2.3 SCOPE

The Contractor must have ability to provide COTS compositional simulation software, maintenance, technical support, software and non-software consulting services, and training to meet the requirements of BOEM. The Government will describe specific supplies and services in specific delivery/Task Orders as they arise over the course of the contract.

2.3.1 TASK 1: COTS COMPOSITIONAL SIMULATION SOFTWARE APPLICATIONS &

ACCOMPANING DOCUMENTATION

The Contractor should be in possession or have ability to possess reservoir simulation software applications for the functional and technical disciplines outlined below.

2.3.1.1 Compositional Simulation Software

The Contractor shall have the ability to provide a software application that performs compositional simulation. The compositional simulator shall be compatible with standard industry data formats as well as 3D geocellular models from geoscientific interpretation applications. This category includes gridding and preparation routines to ready models for simulation. Software applications must be capable of calculating or processing the following information:

Wellbore:

Well cross section showing casing program for the proposed well to include casing/liner sizes (outside and inside diameters) and setting depths in both measured depth (MD) and true vertical depth

(TVD)

Various borehole sizes as the well is being drilled and depths at MD and TVD Water depth at proposed well location Surface and bottom hole location Directional survey

Geological and Geophysical Data:

Geopressure and pore pressure data and interpretation as inputs and outputs Geomechanical data and interpretation as inputs and outputs Geophysical data and interpretation as inputs Petrophysical data and interpretation as inputs Geological data and interpretation as inputs Geochemical data and interpretation as inputs Receive 3D geocellular models (including structural, property, petrophysical, pore pressure and geomechanical) generated by the SLB platform Petrel, and other geologic interpretation platforms.

Fluid Properties:

Wellbore Flowrate Analysis:

Perform analysis to determine the injection and flow rates within wellbores. Includes bottom hole pressure at each change in the internal wellbore diameter and at the wellhead flange on the seafloor

2.3.2 TASK 2: SOFTWARE DOCUMENTATION

The Contractor upon award shall provide software licenses and appropriate documentation, including a programmer guide, installation guide, quick reference guide, technical reference manual, and on-line help, written in plain English to the BOEM user or the Contracting Officer’s Representative.

2.3.3 TASK 3: SOFTWARE MAINTENANCE AND TECHNICAL SUPPORT

2.3.3.1 Software Maintenance

The Contractor shall provide software maintenance with new software version upgrades and the latest software corrections, modifications, and fixes once the Government acquires software applications. New software versions, patches, or releases generated with the latest corrections shall be provided to BOEM in a timely fashion, where “timely” is defined as the same time the corrections are made available to any other software client.

The contractor shall deal with software issues or system incompatibilities reported by BOEM in a timely and efficient manner. Within 24 hours of notifying the Contractor of a problem, BOEM will receive a report indicating the status of the problem and a time frame for problem resolution. BOEM retains the right to assign a mission critical status to an issue to ensure that the problem is effectively dealt with.

2.3.3.2 Technical Support

The Contractor shall provide technical support for the software applications purchased by BOEM.

2.3.4 Task 4: CONSULTING SERVICES

The Contractor shall provide consulting services. Services as related to application software include, but are not limited to, on-site support, guidance, and software customization. Typical on-site support services include software installation, project upgrades, and workflow analysis. Software customization involves modifying the software application or database to meet BOEM needs.

2.3.5 TASK 5: TRAINING

The Contractor will be required to provide training services to BOEM personnel. The Contractor shall be capable of providing training classes at the Contractor’s site for teaching basic software use. The Contractor shall also be in position to provide on-site training options at BOEM office locations based in Washington D.C, Sterling, VA, Camarillo, CA, Anchorage, AK, and New Orleans, LA. The software training shall be focused on system level, project level, and user training that incorporates BOEM data and workflows. The training shall provide a knowledge base and provide understanding of the software allowing users to carry out BOEM business processes related to CS activities. The contractor shall be able to provide virtual/remote training at BOEM’s request.

The contractor must provide one day of refresher training per year, virtually or in-person, as well as one day of training for software version upgrades to the reservoir simulation software application.

2.4 SOFTWARE LICENSING

BOEM requires the application license model to be network/floating and concurrent use. BOEM requires flexibility in managing software licenses. This flexibility will include the ability to reorganize the existing and future portfolio of software applications, application service provider (ASP) options, license remix (BOEM can trade licenses for credits to be used to acquire newer technologies), perpetual, pay per use, and leasing. Licensing shall be allowed both in an on-premises datacenter and a secure cloud environment.

2.5 SYSTEM REQUIREMENTS

To leverage existing investments in IT infrastructure and software, the functionality of the software acquired must be compatible with BOEM/BSEE systems architecture. The current system environment utilizes client/server architecture that includes both Linux and Solaris-based Oracle database servers, Network Appliance file servers, Dell T7920 and M8800 laptop workstations running Windows 10 or 11, and Dell Latitude E5490 personal computers as clients running Windows 10 & 11. The software application will run on personal laptop computers, which currently have 64-bit Windows on a i5 2.6GHz processor with 32GB RAM or T7920 tower workstations, which have 64-bit Windows on a Xeon Gold 6152 2.1 GHz processor with 128GB RAM.

The current environment is assembled around both a local area network (LAN) and a wide area network (WAN) using a combination of Ethernet, fiber optic and dedicated communication lines. The architecture utilizes both on-line and near-line data storage in a network attached storage (NAS) configuration. System architecture may change in parallel with available technology or due to IT Security requirements as mandated by the Department of the Interior. All software must maintain compatibility with changes in BOEM/BSEE system architecture throughout the life of the contract, provided that such changes are aligned with the documented contractor’s recommended specifications.

The current data management philosophy is based on the master data store to project level data store concept. The master data store is the primary repository for corporate data in BOEM and BSEE and includes Technical Information Management System (TIMS), an internally developed data model. Project level data reside on the NAS and locally on the client. The corporate database is continually updated by program groups throughout BOEM and BSEE regions and remote district offices. Any proposed software solution must provide an efficient means to access and transfer the data to and from the corporate data store and other project data stores.

As technologies develop and are acquired, compatibility amongst software applications and IT systems become a concern. To maintain software compatibility, software obtained should adhere to industry standards. The Contractor must indemnify the Government against any loss of functionality of the acquired software applications due to the discontinuance of a product during the term of the contract.

2.6 OTHER PERFORMANCE REQUIREMENTS

2.6.1 Phase-In Plan

The Quoter shall present a Phase-in Plan that is applicable to the requirements of Section 2, including consulting or training services. The Plan shall be written so that it can be fully implemented within a reasonable amount of time. The Plan shall discuss training, demo(s) for BOEM employees performing CS analysis, software installation guide, and software licenses during the transition period.

2.7 MEETINGS, REPORTS AND OTHER DELIVERABLES

All correspondence, including email, pertaining to this requirement shall be submitted and meetings held in accordance with the schedule herein. The Contractor is responsible for editing and proofreading all material in order to prepare products as error free as possible prior to their delivery to the addresses identified in Section 2.9.

2.7.1 Meeting Attendance

The Contractor shall attend meetings during performance of the requirements.

2.7.2 Quarterly Status Reports

The Contractor shall prepare and submit quarterly status reports. These reports shall be in sufficient detail to describe all work accomplished and results achieved during the quarter and shall include a brief discussion of the planned actions for the succeeding quarter. These reports may be submitted via email.

2.7.3 Kick-Off Meeting

The contractor shall have a kickoff meeting with the BSEE Contracting Officer (CO), Contracting Officer Representative (COR), and any other required BOEM and BSEE staff within two (2) weeks after the task order award. The purpose of the meeting is to clarify outstanding questions and confirm the schedule and specific tasks. The contractor shall develop and distribute a plan and deliver a meeting summary before the meeting before. No changes to the terms or conditions, deliverables, or contract schedule are authorized unless approved by the CO through a modification to the contract. (See the DIAR 1452.201- 70 – AUTHORITIES AND DELEGATIONS (SEP. 2011) for further information regarding contract modifications.)

The contractor shall use the BSEE Conflict of Interest (COI) form and provide completed/signed Non- Disclosure Agreements (NDAs) for each person with access to BOEM/BSEE data or derivations thereof per the provisions of this project but no later than the day before the start of the Post-Award Conference.

Before the Post-Award Conference, if the documents are in the form of electronic copies, in that case, deliver the originals within one (1) week, but not later than the start of the Post Award Conference.

2.8 SCHEDULE AND DISTRIBUTION OF DELIVERABLES

Deliverable products shall be submitted to the addresses shown in Section 2.9 in accordance with the deliverables schedule. All deliverable products shall be provided in digital form and in hard copy when specified.

TERMS AND CONDITIONS

3.1 TYPE OF ORDER

The Bureau of Safety and Environmental Enforcement (BSEE) shall issue a hybrid purchase order.

3.2 PERIOD OF PERFORMANCE/DELIVERABLE DATE

This order includes a BASE plus FOUR OPTION PERIODS.

The estimated Period of Performance (POP) of the base period is 12 months (approximately 12/7/2023 – 12/6/2024). The total period of performance of the order is 60 months as specified below, if all options are exercised:

3.4 INVOICING REQUIREMENTS

Invoices shall be submitted, after acceptance of deliverables by the Government, and in accordance with Section 1.3 and the instructions provided in Section 3.4.1 below. In addition, the Contractor shall submit invoices utilizing the CLIN structure contained in Section 1.2. Labor Hour CLINs shall be invoiced on a monthly basis for the services provided the prior month when applicable.

3.4.1 DOI-AAAP-0028, ELECTRONIC INVOICING AND PAYMENT

REQUIREMENTS – INVOICE PROCESSING PLATFORM (IPP) (APR 2013)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: Documentation required by FAR 32.905(b) and copy of the Partial Delivery Payment Schedule in 1.3 as applicable.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date.

If the Contractor is unable to comply with the requirement to use IPP tor submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its quotation.

3.5 DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011)

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority.

The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph

(d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

3.6 INTERNET PROTOCOL VERSION 6 (JUN 2012)

1. Any system hardware, software, firmware and/or networked component (voice, video or data) developed, procured, or acquired in support and/or performance of this contract shall be capable of transmitting, receiving, processing, forwarding and storing digital information across system boundaries utilizing system packets that are formatted in accordance with commercial standards of Internet Protocol (IP) version 6 (IPv6) as set forth in the USGv6 Profile (NIST Special Publication 500-267) and corresponding declarations of conformance defined in the USGv6 Test Program. In addition, this system shall maintain interoperability with IPv4 systems and provide at least the same level of performance and reliability capabilities of IPv4 products.

2. Specifically, any new IP product or system developed, acquired, or produced must:

1. Interoperate with both IPv6 and IPv4 systems and products, and

2. Have available contractor/vendor IPv6 technical support for development and implementation and fielded product management.

3. As IPv6 evolves, the Contractor commits to upgrading or providing an appropriate migration path for each item developed, delivered or utilized at no additional cost to the Government. The Contractor shall retrofit all non-IPv6 capable equipment, as defined above, that is fielded under this contract with IPv6 capable equipment, at no additional cost to the Government.

4. The contractor shall provide technical support for both IPv4 and IPv6.

5. Any system or software must be able to operate on networks supporting IPv4, IPv6 or one that supports both.

6. Any product whose non-compliance is discovered and made known to the Contractor within one year after acceptance shall be upgraded, modified or replaced to bring it into compliance at no additional cost to the Government.
